Consider Approval to Allow Construction Activity Outside of Standard hours (7:00 a.m. — 6:00 p.m.)
for a Roof Replacement Project at 221 S US HWY 1 — Village Square, for a Duration of no less than
Two Days and no more than Two Weeks
Pursuant to Code of Ordinances, Section 14-1, construction activities are limited to the hours of 7:00
a.m. to 6:00 p.m. during weekdays, unless approval is granted by the Village Council. Please
consider approval to allow construction activity outside of regular construction hours during the period
of 6:00p.m. — 7:00a.m., for a period of minimum of 2 days and maximum of two weeks for a
necessary roof replacement project at 221 S US HWY 1 — Village Square.
The roof at Village Square is currently in poor condition and some sections of it have deteriorated to a
point where replacement of the structural decking supporting the roof is necessary.
Village Square is an active commercial center with multiple operating local businesses that depend
on consistent daytime access for customers. Conducting roofing construction, in this particular case,
during normal business hours would significantly disrupt operations, potentially forcing businesses
closures and creating safety concerns for the public.
This request is made in the interest of:
• Protecting the health and safety of occupants and visitors
• Minimizing disruption to local businesses and their employees
• Allowing the work to be completed more efficiently and safely
• Reducing risks associated with construction activity during peak daytime hours
All work would comply with applicable safety standards and any conditions imposed by the Village.
A building permit for the roof has been obtained by the plaza. Please see attached aerial view of the
current roof and request letter from the roofing contractor.

Good afternoon,
We are writing to formally request approval for night and weekend working hours associated with
the roofing project at 221 S US Highway 1. Due to tenant operations and occupancy constraints,
the proposed schedule is necessary to minimize disruption and maintain safe working conditions.
Proposed Working Hours:
1. Night Work: 3:00 AM — 8:00 AM
2. Weekend Work: 7:00 AM —6:00 PM
Project Phasing and Justification:
1. Section 2— Child Care Facility
This tenant operates Monday through Friday from 8:00 AM to 6:00 PM. To avoid
interference with daily operations, weekend work is proposed.
Estimated Duration:2 days (anticipated to be completed within a single weekend, pending
coordination with the tenant on final scheduling).
2. Section 7—Jiu Jitsu & Dermatology Tenants
These businesses are best accommodated outside of normal operating hours; therefore,
night work is proposed.
Estimated Duration: 2 weeks.
3. Section 12— Restaurant
Due to continuous daytime operations, night work is required to avoid disruption to the
tenant.
Estimated Duration:2 weeks.
Notification Plan:
We will implement a proactive notification plan to inform surrounding residents and adjacent
properties. Notices will be distributed door-to-door in advance of work and will include project
details along with contact information for any questions or concerns. We plan to distribute door
hangers to approximately 22 residents within the vicinity of the shopping plaza.
We respectfully request your approval of these extended working hours. Please advise if any
additional information or conditions are required to support this request.
