Consider Approval of Holtz Consulting Engineers, Inc., Work Authorization for Preparation of the
Emerging Contaminants SRF Water Facilities Plan in an Amount Not-to-Exceed $39,650
SUMMARY: A
The Village of Tequesta Utilities Department recommends approval of a Work Authorization (WA)
with Holtz Consulting Engineers, Inc. (Holtz) for Preparation of the Emerging Contaminants State
Revolving Fund (SRF) Water Facilities Plan, in an amount not to exceed $39,650.
The Village is pursuing funding opportunities through the Florida Department of Environmental
Protection (FDEP) SRF programs to address current and future water treatment needs, including
emerging contaminants such as PFAS. The SRF program is a federally and state-funded financing
program administered by FDEP that provides low-interest loans and, in certain cases, grant-like
funding for eligible water infrastructure projects. There are two primary opportunities relevant to the
Village:
• Drinking Water SRF Program (DWSRF): Provides low-interest loans for planning, design, and
construction of drinking water improvements.
• Emerging Contaminants Program: Provides the opportunity for up to 100% principal
forgiveness (effectively grant funding) for projects addressing contaminants such as PFAS,
subject to funding availability and eligibility.
The Village has previous experience utilizing the SRF program and currently maintains three active
DWSRF loans, including:
• Water Main #4 Country Club Drive S (WM#4)
• Water Main #2 Beach Rd Phase 2 (WM#2)
• Water Treatment Plant Upgrades
In addition, the Village plans to pursue DWSRF funding for Water Main #3 Jupiter in the Pines S
(WM#3) in August of this year. A critical requirement for accessing any SRF funding source is the
preparation of a Facilities Plan. This document serves as the foundation of the SRF application
process and must be completed before submitting a Request for Inclusion (RFI) to FDEP.
The proposed WA with Holtz is for the preparation of an Emerging Contaminants SRF Water
Facilities Plan. This plan will evaluate and document the Village's water system needs and identify
capital improvement projects eligible for SRF funding.

The Facilities Plan must include detailed technical, environmental, and financial analyses as required
by FDEP, including:
• Evaluation of the existing water system and identification of deficiencies
• Analysis of project alternatives and selection of a recommended approach
• Cost estimates, including capital and long-term operational costs
• Environmental review and public involvement documentation
• Financial planning, including rate structures and repayment capability
• A formal implementation schedule and Council adoption resolution
The Facilities Plan will incorporate and align with the Village's Water Treatment Master Plan, currently
being completed by Kimley-Horn, ensuring that all identified projects are positioned for future funding.
This project is not currently budgeted; however, the Village has received $347,571.36 from the Phase
1 TYCO/BASF Settlement, which can be leveraged to fund this effort. By approving this WA Council
is approving a future budget transfer in the amount of $39,650 into the Water Fund Admin
Engineering Services account from the Settlement Funds received. Utilizing settlement funds for this
plan strategically positions the Village to pursue significantly larger state and federal funding
opportunities. Additionally, the Village anticipates receiving additional settlement funds from the
3M/DuPont Phase 2 settlement. There is also potential for future Phase 2 TYCO/BASF settlement
funds, if announced. The cost of this Facilities Plan may be eligible for reimbursement as part of the
3M/DuPont Phase 2 claim if the work is completed near the anticipated July 1 deadline for claim
submission.
Completion of the Facilities Plan is the first step to accessing SRF funding and will:
• Position the Village to secure low-interest financing or grant funding
• Compete for 100% principal forgiveness funding under the Emerging Contaminants Program
• Leverage existing settlement funds to unlock significantly greater external funding sources
Without this plan, the Village would not be eligible to proceed with SRF funding applications related to
the Emerging Contaminants SRF.
The Facilities Plan will be completed within 90 days following receipt of the finalized Water Treatment
Master Plan, which is expected to conclude early May.
Holtz has a master agreement with the Village procured through the Consultant's Competitive
Negotiations Act (CCNA), FS287.055, approved October 9, 2025. The CCNA requires public
agencies to select professional service firms based on qualifications.
Please see the attached scope of services for more details. The work will be funded by the Water
Fund - Admin Engineering Services account.

PROJECT TITLE: Emerging Contaminants SRF Facilities Plan
The terms used in this Work Authorization with initial capital letters have the meaning stated in the
2020 Request for qualifications documents and the master agreement for professional services
referenced below.
This Work Authorization, when executed, shall be incorporated in and shall become an integral
part of the Agreement for Professional Services dated October 10, 2025 between the Village of
Tequesta ("VILLAGE"), and Holtz Consulting ("CONSULTANT") hereafter referred to as the
Agreement.
I. PROJECT DESCRIPTION
The project will include engineering services to support the Village of Tequesta with procuring future
FDEP State Revolving Fund (SRF) funding through the emerging contaminants program.
CONSULTANT will prepare a Water Facilities Plan for the proposed related improvements as
contained in the Village's Water Treatment Master Plan, completed by others.
II. SCOPE OF SERVICES
The following is a description of the services to be provided under this Work Authorization.
Task 1 —Prepare Water Facilities Plan
CONSULTANT shall prepare a Facilities Planning Document for the Drinking Water SRF Program.
The Facilities Plan will include the following documentation as required by the FDEP:
• Sufficient illustrative and descriptive detail of the project to identify project location and
existing and proposed service areas.
• Description of the major components of the proposed project.

• The need or justification for the project and its environmental and economic impacts and
benefits.
• Description of the existing water system and its performance.
• Discussion of the environmental benefits and effects associated with the proposed project,
including potential effects on flora, fauna, water bodies, and undisturbed areas. This
discussion shall include a list of endangered/threatened plant and animal species in the
project area, and evidence of a site visit by a qualified individual to determine the
environmental effects of the project.
• Discussion of any problems with the existing water system associated with water quality,
public health hazards, low system pressure, inadequate capacity, or any other problems. This
will be verified with the most current FDEP Sanitary Survey Report.
• Discussion on whether the proposed project will present any significant adverse human
health or environmental effects on minority or low-income communities.
• A projection of population and water demand (minimum 20-years) and present and historic
water usage.
• A description of the O&M program and the capacity(both managerial and technical) of the
existing water system.
• A cost comparison of at least two or three alternatives.
• Discussion of the various factors that affect the decision-making process that led to the
"selected project alternative" and the rationale for selecting that alternative.
• A description of the recommended project estimated capital costs, estimated operation and
maintenance costs, and repair and replacement costs.
• A project cost breakdown of the selected alternative. The total cost will reflect the data used
in the cost comparison.
• Documentation (i.e., copies of the Public Notice and meeting minutes) of the public meeting
held to explain the project and the financial impacts to affected parties, including discussion
on the opportunity for the public to participate in evaluating project alternatives. HCE will
assist with the advertisement of the public meeting, attend the public meeting, and prepare
the minutes to be included in the facilities plan.
• A completed and signed business plan including the proposed system of charges, rates, fees,
and other collections that will generate the revenues to be dedicated to loan repayment (e.g.,
user charge rates). The business plan will be completed by the Village of Tequesta and
provided to CONSULTANT for inclusion in the facilities plan.
• A schedule for implementing the proposed project.
• Adopting resolution or other action establishing a commitment to implement the planning
recommendations. The public meeting must be held before the resolution. CONSULTANT
will assist the Village of Tequesta with the preparation of the adopting resolution to be
presented to the Village Council for approval.
• Verification that an FDEP permit will be obtained for the proposed project scope of work.

III. DELIVERABLES
The following deliverables will be provided to the Village of Tequesta:
1. PDF copy of the Water Facilities Plan.
IV. SCHEDULE
Upon receipt of Notice-To-Proceed the CONSULTANT will complete the services identified in this
Work Authorization within the schedule outlined in Table 1.

V. COMPENSATION AND PAYMENT
The CONSULTANT will perform the tasks as outlined in the scope of services for Lump Sum Fee
of$39,650 in accordance with our approved billing rates with an estimate of costs by task provided
in Table 2 and further detailed in Attachment A. Monthly progress payments will be authorized
based on percent complete as determined by CONSULTANT and approved by VILLAGE.

VI. ASSUMPTIONS
1. The Water Facilities Plan will be completed in anticipation of a future Request for
Inclusion (RFI) to be submitted to the FDEP for funding assistance. No submittal to the
FDEP will be made at this time.It is anticipated that a RFI will be prepared and submitted,

under a separate work authorization, and at which time the Facilities Plan will also be
submitted.
VIL AGREEMENT REFERENCE
The work authorized under this Work Authorization shall be performed under the terms and
conditions described within the Professional Services Agreement dated October 10, 2025, by and
between the Village of Tequesta ("VILLAGE") and Holtz Consulting ("CONSULTANT").
Compensation shall not exceed the hourly rates currently in effect under this Agreement.
