This FRDAP Grant was awarded in July of 2007. The grant states we have
three years to complete all projects and submit all paperwork. We are
currently in the final year of the Grant.

Tequesta Park
Site Analysis
Tequesta Park is part of Jonathon Dickenson State Park. The Village has a 50 year lease on the land for
$300jyr.
Tequesta Park provides the Village of Tequesta Residents with trails, picnicking and sports facilities
including baseball fields, a multipurpose field used for soccer, rugby and lacrosse, basketball courts and
tennis courts. The park also has paved parking areas, a modular home, a small adaptable structure for
Girl Scout activities, a fenced area where a playground has been removed due to disrepair and several
sheds that store maintenance equipment. There are four wells on the site that provide drinking water
for the Village of Tequesta.
The recent hurricanes destroyed a beautiful canopy of sand pines that was the park's signature and
provided shade for a variety of community events. While the trees are sorely missed by the community,
the large open areas provide opportunities to rethink park elements for greater benefit, while allowing
preservation of the sites large existing scrub areas.
Native sand pine scrub vegetation covers most of the site and gives it a natural rustic character.
Although there is evidence of pines reestablishing, there is a general lack of shade. A path around the
perimeter of the park and the sports fields are well used during the cooler hours of the day.
Project access
There is one curb cut into the project. The access road to the north shown as "Old Dixie Highway" on
some older drawings is actually owned by Jupiter Hills.
Utilities
There is power on site that feeds to sports field lighting, 5 wells that supply Tequesta's drinking water, a
residential trailer, the storage sheds, the Girl Scout building and an existing picnic pavilion.
The front of the park and the sports fields are irrigated. Because of restrictions regarding drilling
additional wells, additional irrigation is limited. There is a reuse water line going into Jupiter Hills but
water is not available for Tequesta Park at this time as all the reuse water is reserved. There is a
possibility that reuse water for Tequesta Park may become available within 5 years.
There is an existing storm water management system in the front of the park. Additional hard surface
may trigger the need for SFWM permitting and additional storm water treatment/storage.
Lights
The existing parking lot is lit.
The tennis courts are lit.
The basketball court lights need repair.
The large baseball field is lit.
The fields in the back of the park are not lit.
Existing Structures:
• A trailer that houses the park caretaker occupies a central key portion of the park. It is a focal
point at the park entry. The back of the trailer has several makeshift storage areas. In exchange
for keeping an eye on the park, locking up at night and interfacing with JTAA, the resident is
allowed space for his modular home and the Village pays his electric bill which has been as high
as $600.00 a month.
• The Village has two storage sheds for maintenance equipment. The walls and roofs of the
structures need repair.
• A picnic pavilion built by the Kiwanis Club close to 50 years ago is centrally located and can
accommodate large groups. The structure is sound but there is obvious damage to the roof and
there are several areas where plywood needs to be replaced. A small adjunct picnic shelter has
termite damage but the structure is still sound and the termites are no longer active. The lights
in both are inoperable. The pavilion has been well used for many years and could use some
cosmetic enhancements such as paint and new signage.
• Girl Scout Building: The Girl Scout Building was built through donations from Girl Scouts, The
Kiwanis Club and local parents, close to 50 years ago. The building has garage doors that open
up on either side to accommodate outdoor activities as well as a kitchen and restroom facilities.
It has not been used since before the hurricanes in 2004 because of hurricane damage and lack
of funds. Although some repairs were done to the roof, there is still needs for repairs inside the
building. There are currently no plans to use the building and although some girl scouts offered
to take on some of the repair work as their Gold Project, the Girl Scout Council did not approve
the projects and has no plans to renovate or use the building in the near future. Village Parks
department has never been inside the building. There is no knowledge from either the Village
or the Girl Scouts of any past lease or other agreements between parties or the State.
• The dugouts at the baseball field also built by the Kiwanis Club flood, do not meet ADA
standards and should be rebuilt or replaced.
• The tennis courts were built close to 30 years ago. The southern two have been resurfaced 6
times over the last 6 years. (and most likely many times before that) The resurfacing looks good
for a few months and then cracks because of subsurface conditions. The northern two courts
have not been resurfaced for some time and are unplayable. The fencing around the tennis
courts is in fair condition but could use some repairs.
• The basketball courts were also built approximately 30 years ago and have been resurfaced once
in the last six years. They are cracked and need subsurface renovation.
• Restrooms: The restrooms do not meet ADA standards and need attention.
Playground: The tot lot built approximately 15 years ago was condemned and removed. The
fence that enclosed the tot lot partially remains.
Parking, Walks and Trails
The park has 117 paved parking spaces including 6 handicapped spaces. There are no walks to the
tennis courts, bathrooms, Girl Scout structure or fields.
There is a sand trail around the perimeter of the park.

Master Plan Description
Tequesta Park was awarded two grants of $50,000 in 2007 from the Florida Department of
Environmental Protection Florida Recreation Development Assistance Program to improve hiking trails,
the basketball court, playgrounds, tennis courts, security, landscaping, picnic areas, restrooms and
parking. The grant requires a survey of the property, a Master Plan showing all proposed developments
and a coded plan showing the improvements funded by each $50,000 grant.
The attached plan is a preliminary Master Plan that lays out elements requested by Tequesta Village
residents during a visioning process for the park. The goal of the master plan design is to realize the
maximum benefit of the outstanding qualities of Tequesta Park: its natural habitat, large open spaces
and longstanding history within the Tequesta Community while incorporating Village residents' requests
for trees, renovated tennis facilities, areas to walk dogs, improved pathways, a new tot lot and more
sports fields. The plan preserves, protects and enhances natural habitats and incorporates sustainable
practices reducing turf and adding shade. Park elements are arranged for maximum use while creating
minimum disturbance to natural habitats, taking advantage of areas that are already cleared and open
or are overrun by exotic vegetation for project development.
The first view of the park along County Line Road will be large areas of wildflowers. This is a technique
that has proven successful at a Delray Middle School. Not only will these areas match the rustic quality
of the park, they will not require irrigation once established, require less maintenance, and attract
butterflies. The irrigation freed up from these areas can be used for additional tree plantings.
A tot lot is centrally located on the plan to be visible when first entering the park. The tot lot will
celebrate the environmental habitat of the park and educate about its fragile ecosystem. The local art
co~~,..:unity could be invited to contribute to designing and creating play elements that fit into the scrub
environment, showcasing gopher tortoises and native snakes and wildlife. Children will enjoy a variety
of native plant material with sensory qualities. Visitors enter the playground through a native
muscadine grape arbor; the playground will be fenced. It located so that it is easy to reach from the
parking lot, close to a bathroom and visible from sports areas for families that have older children
playing sports and while younger children need entertainment.
The plan recommends that the park resident is moved to the east in an area that also needs to be
cleared of Brazilian Pepper and has a high vantage point to see over the entire park. Moving the trailer
from its present location frees up the area for the centrally located tot lot.
Additional parking has been provided near the basketball courts to allow easier access to the
multipurpose field and ball fields beyond, as well as the current basket ball courts. This area is currently
overtaken by Brazilian Pepper.
A sidewalk connects the parking area to a proposed Picnic Pavilion that is centrally located to serve a
proposed multipurpose field, the tot lot and the basketball courts. The sidewalk also connects to a short
nature path loop that accesses a proposed outdoor classroom and fire pit area.
The existing, longer nature trail/jogging loop around the entire perimeter of the park will be refurbished
with additional mulch and where necessary, soil stabilizers. Exotic vegetation adjacent to the path will
be removed. Exercise stations will be added.
The proposed multipurpose field replaces the existing baseball field. The original field and dugouts were
built over 50 years ago by the local Kiwanis Club. The dugouts flood and are not handicap accessible.
The proposed multipurpose field will accommodate a growing rugby club, soccer, lacrosse, football and
Village of Tequesta Events. It is flanked on either end by proposed picnic pavilions.
The two ball fields and multipurpose field in the back of the park have been rearranged to provide four
ball fields. A press box with bathrooms and covered bleachers are included in the plan.
Village residents requested improved tennis facilities in the recent visioning process and there is
potential for tennis programming if the current courts are repaired and possibly supplemented with
additional courts. To that end, the Master Plan shows areas for potential additional courts, tree
plantings around the courts to provide shade, a shade structure and a hard surface walk from the
parking lot.
Additional Parking to the west of the tennis courts will provide closer access to the back ball fields as
well as to tennis. A turn around/drop off is provided as well to drop off equipment for practices.
It is hoped that the Girl Scout building could be shared by the Village of Tequesta to provide additional
camp programming. If the plan is accepted by the State and Village Council, this will need to be worked
out with the local Girl Scout Council.
Behind the Girl Scout Structure is a sunny area that is proposed for community garden plots. This area is
currently covered with exotics. Community gardens will provide an amenity for the residents at a low
development cost.
A new 30'x 30' storage shed is proposed near the Girl Scout Building and the Community Gardens to
replace the dilapidated sheds.
Tree planting is proposed throughout the park, particularly in areas where shade is needed. Pods of
sand pine seedlings will be planted along the trail to recreate the shade that previously permeated the
park. The plan includes additional picnicking areas underneath proposed trees.
It is anticipated that the park master plan will be phased over several years. Phase 1 will mostly involve
tree planting, repair of existing tennis facilities, lights, the existing pavilion and construction of
sidewalks.

Summary and Recommendations
Because of its size, large areas of native vegetation and the management requirements as part of
Jonathon Dickenson State Park, the nature of the park should take advantage of its rustic, natural
character to provide an area for Tequesta Residents to enjoy and learn about natural habitats. At the
same time, large areas of the park have been used for organized sports for close to 50 years. In addition
to the existing facilities, large areas where trees were destroyed by the hurricanes offer opportunities to
develop additional facilities for Tequesta's growing youth population.
The existing facilities including paved sports courts, pavilions and storage sheds have served Tequesta
residents far beyond typically expected lifespan and are in need of repair or total replacement. While
the investment in repairs may seem costly, with the low cost lease for 50 years, the sooner the park is
developed the more enjoyment Tequesta residents can garner from the investment.
The two seemingly different programs: enjoying nature and organized sports activities can be joined in
one park through careful planning of pedestrian and vehicular traffic. While improving access to the
back of the park, cars should be kept to the front and sides to allow safe pedestrian and sports activities
through the center. The central location of the existing pavilion makes an adjacent multipurpose field
very functional both for multiple sports fields and large Village events. By leaving the natural vegetation
and trails around the perimeter, residents can continue to enjoy the natural environment.
The estimated budget for the entire master plan development is approximately 4.5 million dollars.
Careful consideration of phasing would allow the park to provide some of its own revenues for
development. A variety of grants and community involvement could also reduce capitol investment by
the Village.
The park offers several opportunities for revenue. Currently the camps provided by the Village are
turning children away because they are beyond capacity. The Girl Scout Building could provide an
additional venue for camps resulting in additional revenue. The River's Edge Club formerly provided a
thriving tennis program for Tequesta Residents before it was shut down approximately 10 years ago. A
tennis program for adults and camps for children could be franchised or provided by the Village for
additional revenue. A need for a boat storage area for Village residents has been established. There are
several large areas of exotic vegetation that need to be cleared within the park that could provide this
service for monthly rental fees.
There are a number of grants that could apply to the park including the Florida Recreation Development
Assistance Program and the Urban and Community Forestry Grant Program. Low cost materials could
be used including mulch from Asplundh and tree seedlings from the Forestry Department.
There are a number of opportunities for community involvement that would offset some of the parks
costs. The environmental Academy at Jupiter High School could help plant some seedlings to reforest
the park as well as help with nature walks and interpretive signage. The Agriculture Department at
Jupiter High School could help with the community gardens. The local arts community could be asked to
assist in designing and constructing the adventure play elements. Kiwanis Club members have already
indicated an interest in assisting with the tot lot development and repairs to the Girl Scout Building.
Perhaps the Junior League that used Tequesta Park for their annual crafts fair before the hurricanes
destroyed the tree canopy might be interested in helping to replant. The friends of Tequesta Park have
donated dog supplies in the past and could help with supplies and trail maintenance. Perhaps local
landscapers could be approached for a one time donation or at cost assistance to remove exotics or
plant trees. Through involving the community, the park will bean important part of the community.
