SUBJECT: Public Safety Pension Board Member Appointment
On August 4, 2009, Mr. Nielson acknowledged he would not seek reappointment to the
Board. A "Member Wanted" advertisement was published on two separate occasions
seeking interested applicants. One resident, Mr. Frank D'Ambra, submitted an
application requesting appointment. I recommend Mr. D'Ambra be appointed to the
Public Safety Pension Board for atwo-year term.

Hi Lori,
As I mentioned during yesterday's Public Safety Officers Pension Board meeting, my second two-year term on the Board
will expire September 7, 2009 and I have decided not ask for reappointment. Serving on the Board has been a rewarding
experience and 1 have enjoyed working with you and your staff as well as with the other board members. I have
discovered, that even in retirement, time is not infinite and I do want to commit some time to doing "grass-roots" volunteer
work on one-to-one basis.
Also, I believe there are some other people in the community that might like an opportunity to serve on the Board and
share their talents and experience in a very meaningful way.

the educator market. Full leadership and accountability to the CEO and the Board for operating
results of the Annuity and Life Division, encompassing investment, retirement and life products.

• Reversed declining sales in the retirement and life product lines through the implementation of a
new product management process utilized to develop and launch new products in variable & fixed
annuities and term 8~ whole life. Replaced all products across all lines in first twelve months
resulting in an increase in net deposits/premiums and customer retention
• Responded to new IRS 403(b) regulations by developing group annuity and 403(b)(7) mutual fund
products with concurrent plan sponsor services and a centralized RFP/Key Accounts response
team. By being early to market the company retained virtually 100% of its existing relationships

Joined GEFA as one of four senior product managers with specific responsibilities for variable
annuities and 401(k) products. Appointed on an interim basis as co-president of the Financial
Services Group upon the sudden departure of the President while also continuing in original
role. Key objectives in this added position were to accelerate the assimilation of the recently
acquired company, Life of Virginia, and to oversee the security brokerage and bank channels,
variable life product management, actuarial services, customer service, and marketing
communications. In final role as Senior Vice President, Security Brokerage Services led the
turn around of the broker/dealer channel. Channels functioned as virtual companies bringing
products sourced primarily from within the GE organization to a focused group of customers and
their clients on a profitable basis. Significant accomplishments in these roles included:
• Increased the Security Brokerage channel sales for its primary products, variable annuities
and variable life from $600 million to $1.2 billion
• Developed a new strategic and tactical approach to the broker/dealer market, including a
restructuring of the internal and external channel operations to greatly enhance customer
responsiveness and drive sales growth
• Rebuilt the sales management and wholesaling team. 75% of the employees were new in
1998
• Exceeded channel profit target of $14 million by 20%
• Expanded product offerings to include GE mutual funds and immediate annuities
• Financial Services Group achieved 25% year over year profit growth in 1997 and 1998
• Created a new product management operational model which was adopted throughout the
