Subject: PROPOSED VOLUNTEER MARINE PATROL OBSERVER PROGRAM
The Tequesta Police Department is implementing a Volunteer Marine Patrol Observers program
to augment law enforcement efforts. Volunteer Marine Patrol Observers would patrol the
jurisdictional waters of the Village of Tequesta utilizing the Tequesta marine unit for the purpose
of crime prevention and public safety by looking out for critical situations and notifying law
enforcement personnel of any problems in the area. The Volunteer Observers would not be
sworn law enforcement personnel and would have no arrest or enforcement authority, but would
be capable of transporting sworn personnel to needed areas.
The program would increase visibility of the Marine Unit to deter criminal activity in the area at
a reduced cost through the use of volunteers. This would provide a quicker and more directed
response of law enforcement personnel through early detection of critical situations by trained
volunteer personnel and would provide the availability of marine resources in the area.
There would be liability, but it would be mitigated through the selection process and training
program. All Volunteer Observers would go through a selection process and receive training in
boating operation, radio operation, patrol tactics, marine rescue, CPR and First Aid.
The estimated yearly cost of the program is minimal with four Volunteers and operating the unit
weekly.
Purpose: To augment law enforcement patrols, Volunteer Marine Patrol Observers would
patrol the jurisdictional waters of the Village of Tequesta for the purpose of crime prevention
and public safety by looking out for critical situations and notifying law enforcement personnel
of any problems in the area.
Benefits: The increased visibility of the Marine Unit to deter criminal activity in the area at a
reduced cost through use of volunteers. A quicker and more directed response of law
enforcement personnel through early detection of critical situations by trained volunteer
personnel and the availability of marine resources in the area.
Disadvantages: Increased liability, which would be mitigated through the selection process and
training.
Authority: Volunteer Observers would be non-sworn and have no arrest or enforcement
authority.
Duties: Patrol the jurisdictional waters of the Village of Tequesta for the purpose of crime
prevention and public safety by looking out for critical situations and notifying law enforcement
personnel of any problems in the area. The volunteers would be capable of transporting
personnel to needed areas.
Training: All Volunteer Observers will receive training in boating operation, radio operation,
patrol tactics, marine rescue, CPR and First Aid training provided by the Tequesta Fire
Department.
Uniform: Blue BDU pants, Nylon belt, Tan Polo style shirt (embroidered - "Tequesta Volunteer
Marine Patrollers - MP"), Baseball style hat -blue "Tequesta", Non-slip shoes.
Equipment: Binoculars and PFD (Personal Floatation Device), Uniforms.
Unit Size: Four Volunteers
Estimated hours of operation: 8 hours per week
Costs: estimated yearly $7000.00
