A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY,
FLORIDA DECLARING ITS SUPPORT FOR THE
ATTRACTION OF THE SCRIPPS RESEARCH INSTITUTE
AND OTHER BIOTECH AND RESEARCH AND
DEVELOPMENT BUSINESSES TO THE NORTH COUNTY
AREA, BRIGER/ABACOA SITE.
' WHEREAS, The Scripps Research Institute ("Scripps) is one of the world's largest
private, nonprofit research foundation; and
WHEREAS, Scripps has become internationally recognized for its ground-breaking

research into immunology, molecular and cellular biology, chemistry, neurosciences,
~~ autoimmune diseases, cardiovascular diseases and synthetic vaccine development; and
WHEREAS, Scripps scientists have achieved major breakthroughs in the causes and
treatment of leukemia, ovarian cancer, AIDS, Alzheimer's, Parkinson's and ALS (Lou Gehrig's
disease); and
WHEREAS, Scripps has served as a magnet by attracting thousands of new, high
• paying bioscience industry jobs to its home in La Jolla, California, and
WHEREAS, Governor Bush, the Florida legislature and the Palm Beach County Board
of County Commissioners have worked to attract Scripps to Palm Beach County to serve as an
anchor for a new, dynamic, biotechnical economic cluster, and
WHEREAS, the "north county" area has a considerable number of housing units under
construction and the addirional capacity necessary to accommodate the housing needs of
employees in the biotech industry; inclusive of existing Abacoa Development of Regional
Impact (DR)); and
WHEREAS, the Town of Jupiter has positioned itself to readily accommodate uses
associated with the biotech industry, and the Town of Palm Beach Gardens has cited the
Briger/Abacoa site as a "Viable Option for Scripps/Florida"; and
WHEREAS, the "north county" and the Village of Tequesta is well-known for being a
uniquely special place to live with diverse housing opportunities, valuable natural assets, and an
abundance of recreational and cultural opportunities; and
WHEREAS, the Village Council of the Village of Tequesta has worked to preserve and
• enhance the community's quality of life through its efforts to enact and implement effective
. growth management policies; and
WHEREAS, the Village Council's emphasis on the community's quality of life aligns
with the needs of knowledge driven industries by offering researchers, scientists and employees
and their families a highly desirable place to live, work, go to school, shop and participate in
many recreational activities without having to leave the north county area; and
WHEREAS, the Village Council believes that the location of Scripps and other
biotech related uses if appropriately planned and located will further enhance the area's quality
of life.
NOW THEREFORE, be it resolved by the Village Council of the Village of Tequesta,
Florida:
Section 1. The Village Council of the Village of Tequesta, Florida hereby supports the

attraction of the Scripps Research Institute and other biotech businesses to the north county
area, (especially the Briger Tract and the Abacoa development) which has been designed as an
"alternate site".
Section 2. The Village Clerk is hereby directed to transmit this Resolution to the Palm
. ~i I Beach County Board of Commissioners, and to the office of the Governor of the State of
Florida.
Section 3. This Resolution shall take effect immediately upon adoption.
The foregoing Resolution was offered by Council Member von Frank, who moved its adoption.
The motion was seconded by Council Member Humpage, and upon being put to vote, the vote
was as follows:

The Mayor thereupon declared the Resolution duly passed and adopted this 17th day of
February, A.D., 2005.
