Village Code of Ordinances.
ORDER APPROVING APPLICATION
This cause came on to be heard upon the above application and the Tequesta Village Council
having considered the evidence presented by the applicant and other interested persons at a hearing
called and properly noticed, and the Tequesta Village Council, being otherwise duly advised,
THEREUPON, THE TEQUESTA VILLAGE COUNCIL FINDS AS FOLLOWS:
1. The subject property is located in the R-1 Zoning District in the Village of Tequesta.
2. The applicant has submitted all documents required by the Village's Code of
Ordinances for special exception review.
3. The application and all supporting documentation and presentation materials as
reviewed by the Village Council at its November 12, 2009 meeting, and as kept on
file by the Village, are made a part hereof and are hereby incorporated by reference.
4. According to Section 78-173 of the Village Code of Ordinances, a school use is
permitted as a special exception in the R-1 Zoning District upon approval by the
Village Council.
5. The applicants have applied for a special exception to allow a school use on the
subject property.

6. Under the provisions of the Village Code of Ordinances, the Village Council has the
right, power and authority to act upon the request herein made.
IT IS THEREUPON CONSIDERED, ORDERED AND ADJUDGED BY THE VILLAGE
COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, AS FOLLOWS:
The application for Special Exception, Case No. 5E-1-09 with reference to the above
described property within the Village of Tequesta, Palm Beach County, Florida, to permit the
following:
School use, in accordance with the special exception application
attached hereto as Exhibit "A"
is hereby APPROVED since the Village Council hereby finds that the applicants have met the
standards set forth in Section 78-363 of the Tequesta Zoning Code for special exception approval.
* The term Aapplicant(s)@ as used herein shall include all successors and assigns.
* The applicant's= special exception approval shall expire in twelve (12) months unless a building
permit has been obtained, preliminary site plan or plat approval has occurred, or other
significant action to satisfy the requirements of this approval have occurred in accordance with
' 78-367.

VILLAGE OF TEQUESTA
On Thursday, November 12, 2009 at 7:00 p.m. in the
Village of Tequesta Council Chambers, located at
345 Tequesta Drive, Tequesta, Florida, continuing from
time to time and place to place as the said meeting(s)
may be adjourned, the Tequesta Village Council will
consider and make final decision on the following
request:
CASE # SE 09-1
Consideration of request for Special Exception use to
allow a school in the R-1 Single Family Dwelling District,
pursuant to Section 78-173(d)(1) of Chapter 78, of the
Village of Tequesta Code of Ordinances, for Hannah's
Home of South Florida, a boarding school for young
expectant mothers.
If a person decides to appeal any decision made by the
Village Council with respect to any matter considered
at such meeting or hearing, that person will need a
record of the proceedings, and for such purpose, that
person may need to ensure that a verbatim record of
the proceedings is made, which record includes the
testimony and evidence upon which the appeal is to be
based. The Village of Tequesta does not provide such
a record.

The subject property was annexed into Tequesta from Palm Beach County on October 9,
2008 as a Type II Congregate Living Facility in the Institutional category, formerly known as
The Jupiter Lighthouse Academy. The surrounding property is zoned R-1 Residential which
allows for schools as a Special Exception. The applicant is applying for a Special Exception to
enlarge the site as a boarding school for young expectant mothers. The purpose is to educate
them in the areas of college preparation, classes for GED, pre-natal care, budgeting, etiquette,
fitness, spiritual guidance, and career training. A full site plan will be developed for review by
the Planning and Zoning Advisory Board for recommendation to the Village Council for
approval.
The application meets the criteria set forth in Sec. 78-362 (1) through (7) as follows:
(1) The proposed use is permitted.
(2) The use is so designed, located and proposed to be operated so that the public
health, safety, welfare and morals will be protected.
(3) The use will not cause substantial injury to the value of other property in the
neighborhood.
(4) The use will be compatible with adjoining development and character of the
district.
(5) Adequate landscaping and screening will be provided.
(6) Adequate off-street parking and loading is provided.
(7) The use conforms with applicable regulations governing the district.
*The Police, Fire, Public Works, and Water Departments were advised of the Special Exception
Application and were asked for comments. All departments had no issue at present, but at the
time of Site Plan Application will address future issues.

Dear Catherine:
Pursuant to our conversation this morning regarding the property in Tequesta, Florida (see
attached site plan) we discussed the Program for the proposed Hannah's Home development.
Hannah's Home of South Florida will be established as a community based school for young
expectant mothers. The program will take in single, expectant mothers under age 25, including
those who already have children under the age of two. The program will last through the birthing
process and beyond for a two year program. The basis of this program revolves around a full
time experience for young expectant mothers receiving systematic instruction in a wide variety
of life skills. The individual instruction will include but not be limited to the following branches
of knowledge:
Physical Health & Exercise
Diet and Nutrition
Spiritual Balance
Organization & Time Management
Budgeting
Job Application & Interview Skills
Infant Care
First Aid
GED Certification

Campus lodging is provided in dormitory style accommodations for the expectant mothers in
both multiple suites and individual rooms. House mothers will be available in all of the living
environments for 24 hour assistance. The education and training facility will provide computer
access, small library and classroom facilities as well as administrative offices for Hannah's
Home of South Florida Inc. A nursery school will be provided for the children of the resident
mothers.
