Council- men present were: Messrs. Valier, Turnbull, Lowden, Stewart and Cornelius. Also present were Pobertria.rp, Village Clerk and Attorney ~Jilliani A. Lord. The Minutes of the previous meeting were read and approved. The Treasurer's erort and -isuursements far the month of September, 1964 was read and approved upon t:otion uy Stewart, second by Turnbull and passed. The Council was advised that all residents had 'peen requested to put their assigned house number on their house or front la:m. The Police Chief made personal contact to all who did not have this number. Attorney Lord is to draw an Ordinance requiring the F•la cing of assigned house numbers on the house or in a conspicious place on the property. The Village Manager is to procure plats of all sections of the Village showing house numbers for each piece of property. John F.. Sutton, Jr. asked the Council to consider the installa- tion of a traffic control signal at the intersection of giver Drive and Golfview Drive, Tequesta Country Club Community. The Council did not believe such an installation to be necessary at this brie and no definite action taas taken. He was advised that this was not a "hairpin" turn and in fact it had been widened considerably in recent years. The Village ~'atorney gave Second reading to an ordinance by title only annexing certain parcels o~ lands which the Village showed its intention to annex by Ordinance I~os. 87, 88 and 89 duly adopted by the Village Council Fiugust 11, 1964. Upon com- pletion of the Second Reading by title only, Cornelius moved, seconded by Stewart and passed that the Second F:eading be approved. Therefore, First Reading having been approved September 14•, 1964, Ordinance No. 92 was hereby passed and adopted on Second Reading. Mayor Valier reported on a meeting with the Village Manager and Chief Daird of the Jupiter Volunteer Fire Department to discuss the $500.00 increase the Department had asked from the Village for fiscal year 1964-1965. Chief Laird explained the Department's budget and stated a contract for the purchase of a new pumper at a cost of $19,604.00 had been signed. This new pumper is to be P3aced in the Village of Tequesta building when the Tillage Ha11 is constructed. He was asked what value the Department placed on the garage the Village was providing for the truck. He stated Jupiter had informally agreed to a contribution of $2,500.00 for their next years budget for fire protection. Areas outside municipalities are to be asTced fora sum of approximately $5.00 per residence. The Chief stated he believed that trithin the next fe~a years, fire protection would be provided through a taxing district with a paid department. Following the discussion, Cornelius moved, seconded by Stewart and passed that the Village contribute the sum of $2,000.00 to the Jupiter Volunteer Fire Department for the current fiscal year and authorized the Mayor to sign a Letter of Agreement with the Fire Department. The Clerk read a Toesolution supporting the efforts of Jupiter Inlet Colony to obtain a new bridge across the Intracoastal Waterway on State Tioad 707 and cans approved upon motion by Cornelius, second by Turnbull and passed. Clerk is to send a copy to County Comm- issioner E. F. Van i~essel. Attorney Lord read a ordinance prohibiting the running at large of dogs within the Village and providing for the impounding of dogs in violation thereof and for punishment therefor. Powden moved, seconded by Turnbull that the First Tleading be approved. The vote on the nwtion was : ' Stewart Against Valier For Dowden For Cornelius For Turnbull For The First Reading was thereby approved. Attorney Lord reported he woula start on the road condemnation proceedings at once. He also stated the appellate Court had upheld the Villages Annexation of the Daker et al property. Attorney Lord presented a proposed ordinance providing rules and regulations for the collection etc. of garbage and Council decided to read and further discuss it at a later date. Pat Snow, Jr., representing 'ooth the Jupiter Jaycees and Jupiter-Tequesta Chamber of Corimerce, explained the part of both orgaaizations in the annual area Christmas Parade. T-Te asked for a contribution of $125.00 to defray one-half the cost of the pro- ject and stated he would ask the Toim of Jupiter fora like amount. It was moved by Turnbull, seconded by Bowden and passed that the Village contribute the sum off' $125.00 to the Jupiter Jaycees for the Christmas Parade. Mac Olson, representing Durnup and Sims, Inc, appeared before ~~ the Council to discuss a possible franchise fora Community Antenna Television Cable installation. He explained CATV and stated it had nothing to do with pay TV. Y-e explained the approximate cost would be $20.00 connection fee and $5.00 monthly charge. Upon completion of the reading, Lowden moved, Seconded by Cornelius and passed that the First i;eaciing of the Ordinance be approved. All Councilmen being present and approving the First Reading, Ordinance No. 94 was thereby passed and adopted on First Tieading. Attorney Lord then read a ordinance declaring the intention of the Village to annex the following described parcel of land: Beginning at a point in the centerline of U.S. Highway No. 1 (State I':oad No. 5), 1975.19 feet Southerly (measured along the centerline of U.S. Highway No. 1) of the intersection of the North line of said Section 30 with the cen- terline of U.S. Highway No. l; thence ~~~'esterly, along a line parallel to the North line of Section 30, a distance of 604.89 feet; thence North- westerly, along a line parallel to the center- line of U.S. Highway No. 1, a distance of 250 feet; thence Westerly, along a line parallel to the North line of Section 30, a distance of 302.44 feet; thence Southeasterly, along a line parallel to the centerline of U.S. Highway No. 1, a distance of 302.44 feet; thence Easterly, along a line parallel to the IJorth line of Sec- tion 30, to a point in the centerline of U.S. Highway No. l; thence T~orthtoesterly along said centerline of U,S. I-Iighway T?o. 1 to the point of beginning. Upon completion of the Reading Cornelius moved, seconded by Stewart and passed that the First Reading of the ordinance be approved. All Councilmen being present and approving the First heading, Ordinance No. 95 was thereby passed and adopted on First Reading. Attorney Lord read an ordinance declaring the intention of the Village to annex the following described parcel of land: Beginning at a point at the intersection of the South line of Government Lot 2 and the 61~est right-of--way line of U.S. Highway No. 1 (State Road No. 5); thence ~Jesterly, along said South line of Government Lot 2, a distance of 766.49 feet; thence Northwesterly, along a line parallel to and 766.49 feet TaTest of the West right-of way line of U.S. Highway P1o. 1, a distance of 219..8 feet; thence Easterly, along a line parallel to the South line of Government Lot 2 to a point in a line parallel to and 370.19 feet West of the West right-of-gray line of U,S. Highway No. l; thence Northwesterly along said line, being parallel to and 370.19 feet West of the West right-of taay line of U.~. ~Tighway No. 1, ~~ to a point in a line parallel to and 852.35 feet South of the North line of Government Lot 2; thence Easterly, along a line parallel to the North line of Government Lot 2, a dis- tance of 370.19 feet to a point in the 6dest right-of-way line of U.S. Ilighway No. l; thence Southeasterly along said West right-of way line of U.S. Highway No. 1 to the point of beginning. Upon completion of the heading, Turnbull moved, seconded by Bowden and passed that the First Beading of the ordinance be approved. x'.11 Councilmen being piesent anc; approving the First heading, Ordinance PIo. 96 was there'uy passed and adopted on First Reading. MIILTUTES OF THE MEETING OF THE COUNCILMEN OF THE VILLAGE OF TEQUE.STA OCTOEER 13, 1964 PAGE 4 Attorney Lord advised the Councilmen that the above ordinances included section of U.S. Highway No. 1 and he believed that the Village should annex U. i. Highway No. 1 from the North Village limit which will be established follo~ring these annexations to the South line of Section 30. Attorney Lord read a Resolution a~~aarding and selling the $148,000,00 Excise Tax I;evenue Eonds to Thomas Ni. Cook and Company and Sullivan, Nelson ~ Goss, Inc. at the price of $141,425.00 plus accrued interest to the date of delivery and authorizing and directing the proper officers of the Village to execute all of said bonds when prepared and to deliver the $148,000.00 principal amount to the purchasers thereof ~•rith out further authority from the Council. Turnbull moved, seconded by Stewart that the Resolution be adopted. All Council~ren voted favorably on the motion and Pesolution No. 1-64• was thereby adopted. The Council discussed specifications for the bidders on the Village Hall plans and the Village Manager presented a ].i.st of items which he proposed as specifications for bidders and believed should be a part of the specifications and advertisement for bids. Theyare as follows: 1. Successful bidder to be required to furnish a Performance Bond and Payment Bond for not less than 100 of the Con- tract Price. 2. Copies of plans and specifications to be obtained by General Contractor only by deposit of $20.00 cash with the Village Clerk. 3. Unsuccessful bidders may obtain a refund of deposit for one (1) set of plans and specifications if returned in good, fully assembled condition within ten (10) days after opening the bids. $10.00 to be refunded for each of all other sets of plans and specifications returned. 4. Bids to be accompanied by a bid bond or a certified check or cashier's check in an amount not less than 5~ of the bid. 5. No bid to be withdrawn after the scheduled closing for the receipt of the bids .fora period of 30 days. 6. The Village reserves the right to reject any or all bids. 7. Envelope containing the bid to be marked: SEl~I,ED BID, VILLAGE H~:LL . 8. Allow at least three (3) weeks for return of bids. 9. 5/ bid bond or certified check or cashiers chec~~ to be returned to unsuccessful bidders after Village Council has accepted a bid or rejected all bids or if the fina 1 decision is between several bidders, returned to all bidders not being considered. The Village Manager is to contact Architect Dillard puff to finalize this matter, The Council ~;>as advised the Circuit Court Hearing for Validation of the Lend Issue krill be held Thursday, October 22, 1964 and if the verdict is favorable, Attorney Lord believed the Village could proceed with advertising for bids. The Council authorized the advertisetfient for bids to be made in the Deacon News and Palm 1/each Post Times starting with the October 29, 1964 issue of both papers. Attorney Lord is to prepare an ordinance that will make the provisions of the Misdemeanor Statutes of the State of Florida an official part of the Village's Municipal Code. Mayor Valier is to see if General Eduard ,Fa. 2lontgortiery and Col. Herman 1J. 5chull will accept appoint~-ent to the PaLn Beach County Resources Development Loard for terms of 3 years and 2 years respectively. MIPIUTI;S OF TIC MIiJETII~?G OF TF~E COUI~CILMLAd , - OF THE VILLAGE OF TE~iIESTA OCTOBER 13, 1964 WAGE 5 The Village Clerk explained that as of October 1, 1964 all -receipts of Cigarette Taxes, Utilities Service Taxes and Franchise Taxes must be segregate front the general funds of the Village and that an "Excise Tax Revenue Fund" and "Sinking Fund" riust be opened to handle the transactions. Upon motion duly made, seconded and passed, the Village Clerk was authorized to open accounts know as "`Jil.lage of Tequesta, Florida, T;~;cise Tax Pevenue Fund" and"Vil]a,,ge of Tequesta, Sinking Fund" in account with the First Bank of Jupiter, with authorized signatures to consist of the Village Treasurer and/or Villag~.;~ Clerlc and one (1) CoimciLnan. The Council set Tuesday, P~'ovember 10, 196~~ at 8:00 P.IvI, as the date fora Public Coning :~e~,ring to be held for the ~;urpose of providing a zoning classification for parcels of land recently annexed to the Village of Tequesta by Ordin~:nces T1o. 83, 86 and 92. The Village Manager advised the Council that the toning Eoard of Adjustment had ria,de a request that the Council hold a Public Dearing to provide a ma, ximurl height of fences for clothes drying s,reas to oe a maximum of six beet sit: (G'6"). Iie explained that at the present time the ordinance restricts the height of fences to five (5) feet maximum, The Council agreed that this matter could also be taken care of at the IIearing scheduled for Pdovember 10, 1964. BOX 638 JUPITER, FLORIDA - 33458 October l~, 1964 ANNUAL POLICE DEPARTMENT REPORT FOR FISCAL YEAR OCTOBER, 1963 THROUGH SEPTEMBER, 1964 HENRY M. DUSENBERY CHIEF OF POLICE The Police Department handled a total of six hundred twenty-two complaints during the year. These ranged from breaking and enterings to assisting motorists with transportation problems. There were forty-four arrests for traffic violations including results of investigations of traffic accidents and the enforcement of traffic control in the Village limits. Police vehicles traveled a total of sixty-two thousand two hundred forty-eight miles while patroling the Village on a twenty-four hour basis. In October, 1963 a second patrol car was equipped and put into service. This was to insure complete "around the clock" coverage of the Village and to allow for mechanical and service repairs to patrol cars . Traffic control and direction signs were installed on Seabrook Road, and Rlaza Shopping Center. Palm Beach County Road Department assisted by repainting center lines and stop bars on Tequesta Drive and its various intersections. The Village Council, upon suggestion of the Police Department, passed Ordinance No. 72 requiring ID Cards for persons employed in various catorgories in the Village limits. Active enforcement started on February 1, 1964 and has resulted in 305 persons being processed and ID Cards issued. Unified traffic violation tickets were put into use as adopted by the last session of the State Legislature. These tickets are numbered and reported to the State Motor Vehicle Department on all vio.la,tions . The Police Departments complement was raised to Chief and three men by* hiring of an additional patrolman. This allows the work day per man to be reduced from twelve to eight hours and to give complete ,~,~ coverage during Department's vacation schedule. ANNUAL POLICE DEPARTMENT REPORT • OCTOBER 13, 1964 PAGE 2 A complete log of vacant homes is being kept by the Department at the request of residents. Bi weekly checks of these homes are made and records kept. In August, Hurricane Cleo passed through the area. Both police vehicles were on duty during critical period from ?:00 A.M. to 7:00 P.M. Minor damage to shrubs and screen enclosures. Electric power was off from 9:30 A.M. until restored at 6:30 P.M. State Highway Engineering and Traffic Division has been solicited through the Village Manager to assist in safer and better control of traffic on State Road #5 within limits of the Village. Results of the study made by them and their recommendations will be forthcoming.in thb near future. The Police Department, in the past year, has assisted and been assisted by Palm Beach Sheriffs Office and Police Departments of surrounding municipalities in several instances. Cooperation is excella,nt and appre- ciated by all parties. Police Department suggestions and requests have been actively • assisted by Village Manager and the Village Council. DUSENBERY CHIEF OF POLICE Police vehicles traveled a total of 5,971 miles using 557.4 gallons of gas and 13 quarts of oil during the month of September, 1.964 . Forty-eight complaints were investigated including six arrests for minor traffic violations. Three motor vehicle accidents were investigated including two with minor personal injuries. The flashing traffic blinker light at Tequesta Drive and Federal High- way was knocked down and badly damaged as a result of one of these accidents. As soon as necessary parts are received to repair this light it will be put back in operation. State Highway engineers have completed a survey of Federal Highway within the Village Limits in regards to a regular traffic light installation and a revaluation of traffic needs in our growing Village Shopping Area. Their recommendations should be forthcoming in the near future. The Police Department assisted Jupiter Fire Department in their Miss Flame Contest Parade. Units formed in shopping area on Tequesta Drive and marched from there south on Seabrook Road into Town of Jupiter. Police personnel were measured for yearly clothing allowance to be delivered after October 1, 1964. New Police car has been ordered from John rlatthews'Ford in West Palm Beach, also radio and additional police equipment for this car. Expected delivery about October 15, 1964. This will replace the Dodge car presently in service. A complete physical survey of houses in Village was run by the Chief. All homes not displaying house numbers were contacted and urged to display assigned numbers in the interest of speedier pol-ice, fire and delivery services.
