Councilmen present were: Messrs. Valier, Turnbull, Stewart, Cornelius and Bowden. Also present were Robert Harp, Village Clerk and Attorney Paul Potter. Minutes of the previous meeting were read and approved. The Treasurers Report and Dis'~ursements for the month of October was read and approved. ' _ 5.016.61 36 258.77 The Sinking Fund in the First Bail: of Jupiter had a $1,168.12 as follows total of Reserve for payment of lJond Interest $ 501.46 Reserve Account G66.b6 1,168^12 Police Chief Henry I~1. Dusenbery presented and read his Police Department Report for activities during the month of October, 1964. The Clerk gave Second P.eading to Ordinance No. 93 that prohibits the running at large of dogs within the Village by title only. Cornelius moved, second 'oy Bowden and passed that the Second Reading be approved. The First Reading of the Ordinance having been app- roved October 13, 1964, Ordinance T1o. 93 was therefore passed and adopted on Second Reading. The Clerk read an Ordinance adopting by reference all laws of the State of Florida relating ~o P-iisdemeanors as Ordinances of the Village of Tequesta, Florida. Upon completion of the reading it was pointed out that in Section 3 the wording read County Jail instead of Common Jail. Bowden moved, seconded by Turnbull and passed that the Ordinance be adopted with the wording change from County Jail to Common Jail in Section 3. A11 Councilmen being present and approving the First Reading, Ordinance P1o. 9? was hereby passed and adopted on First Reading. Eddie Slovak, proprietor of Eddiets T.V., presented Paul Heller of Coastal Electronics who advised the Council of various things wrong with proposed CATV Installations, stating it was their belief it is a forerunner of Pay T.V. ~Ie was advised that no definite action had been taken and that the matter had been tabled for fur- ther investigation. A discussion of the gar'oage and trash problem was tabled to a later date. Attorney Po'~tr.er reported he had the affidavit for the Mayors signature for the condemnation of the north and south entrance roads to Village Square Shopping Center. It eras signed by Mayor Valier. Mayor Valier .reported that N,r. Mayor Valier stated he had checked ~,rith the State Beverage Department at Tallahassee who had advised him the license could not be moved since it was a special license. A letter from Attorney Lord advised that annexation would not affect Mr. Ciuci~s license on the right of the Village to issue its own license when the population of the Village has reached the required number. The Mayor and Village Attorney are to investigate this natter further. Mayor Valier reported that General Edward A. Montgomery and Col. Neiman t~. Schull had accepted appointment by the Village to the Palm leach County ~?esources Development Board for teens of three years and two years respectively. The Clerk read a letter fro~:~ Sam A. Stephens, Jr. representing Sam A. Stephens, Inc. -Insurance of I~Jest Pali,l Eeach, Florida, re- questing an opportunity to bid on insurance coverage for the new Vi 11a, ge Ha 11. Attorney Potter advised that Baker et al had lost their appeal in the Appellate Court and the next step would be to take it to the Florida Supreme Court. This is an appeal from the annexation by the Village. There being no further business, the meeting was adjourned at ' 10:25 P.M. DUSENBERY CHIEF OF POLICE The Police Department during the month of October, 1964 handled thirty-six complaints, including four arrests for traffic violations and investigation of two riotor vehicle accidents. Five parking violations were cited and tickets issued. All five parking tickets were paid within 48 hour time limit. Hurricane Isabelle passed through the area on October 14, 1964. Both police vehicles in service, minor damage only to shrubbery and signs. Eye passed over Village at about 9:00 P.M. On October 21, 1964, the Chief and Village A4a.nager, Mr, Harp, physically posted three pieces of property on north federal Highway in reference to annexation proceedings. • During the month all traffic controls signs were sur- vc~red, damaged signs repaired or replaced. ''Iv'o Parking Anytime" signs placed on alley on west side of Steele property, Tequesta Drive. Dixie Highway posted 35 MPH. Special Officer Laws on duty Halloween night. Both police vehicles in service. No police problems reported due to assist from weather man in forni of heavy rain.
