MIi~1UTES OF THE MEETING OF THE COUNCILMEN OF THE VILLAGE OF TEQUESTA The Regular Monthly Meeting of the Councilmen of the Village of Tequesta was held Tuesday, January 12, 1965 at 8:00 P.M. at the Church of the Good Shepherd. Councilmen present were; Messrs. Valier, Cornelius and Turnbull. Also present were Robert Harp, Village Clerk, and Attorney Z~Jilliam A. Lord. Mayor Valier advised the Council that due to the re- signation of Councilman Charles D, Stewart, effective December 31, 1964, the Council has the power to appoint some qualified person to fill this office until the next General Election which would be held March 16, 1965. Turnbull moved, seconded by Cornelius and unanimously passed that Robert E. Sylvester be appointed Councilman to fill the vacancy. The Village Clerk thereupon administered the Oath of Office to Mr. Sylvester. He was then welcomed as a Councilman of the Village of Tequesta. The Minutes of the Meetings of December 8 and 29, 1964, were read. Mr. Cornelius asked for a further explanation of the motion authorizing the entire amount of funds necessary to pay bond interest and set up reserve account amount for 1965 according the terms of Ordinance No. 91. It bras explained that according to the opinion of Villages Fiscal Agent and Attorney, this procedure complied with the Ordinance but that all receipts of pledged funds would have to continue to be deposited and with- drawn from the Excise Tax Revenue Fund according to the terms of the Ordinance. The Treasurers Report and Disbursements for the month of December was read and approved upon motion by Cornelius and second by Turnbull. W. Perry be accepted and approved. Police Chief Henry NI. Dusenbery presented his report covering the activities of the Police Department for the month of December, 1964, and was commended for solving a series of recent B ~ Eqs. A discussion wad held on an ordinance providing for the placing of house numbers on all buildings in the Village of Tequesta. Attorney Lord read an Ordinance he had prepared to provide for house numbers but explained it did not contain a penalty clause and he could not find any basis on which to be able to include a penalty clause in the Ordinance. Counci]ma.n Cornelius stated he believed we should write an ordinance providing that a Certi- ficate of Occupancy be issued upon fina 1 inspection of a new building `,rich such Certificaice to state construction was made MINtTPES OF THE M~ETIhTG OF THE COUNCIIMEN OF THE VILL~'I;E OF TE(aU~STA JANUARY 12, 1965 PAGE 2 according to the Building Codes of the Village, that all trash and debris that had accumulated during the construction on the lot where the building was constructed and also adjacent pro- perties had been removed, that adjacent lots torn up by trucks during the construction had been repaired and that the house number assigned to the property by the Village had been placed in a conspicous place upon the property. This type ordinance would apply to new construction and Attorney Lord is to prepare such an ordinance for next meeting. Further discussion followed on the house numbering ordinance the Village Attorney had prepared, especially Section 1, which stated how houses and buildings were to be numbered upon the basis of not less that one number to each twenty-five fe®t of frontage. It was stated we had a nlunberiug system but Attorney Lord stated he believed each subdivision had been numbered on an individual basis. Cornelius moved, seconded by Turnbull and passed that Section l of the house numbering ordi- nance as read by Attorney~Lord be deleted and the first reading of the Ordinance be approved with this deletion. Attorney Lord stated the Attorney General of the State of Florida had issued his opinion that the sale of alco- holic or intoxicating beverages is prohibited during the time the polls are open for any General, Special or Primary Election, regardless of which governmental agency is having said Election. The garbage and trash disposal matter was tabled so that a representative of the Ford Sanitation Company could attend a meeting to discuss the matter. The Council approved Attorney Lord preparing necessary information to have the State Legislature change the Village Charter (Section 3, Article VII) to provide a later date than April 1st for submission of tb.e Tax Assessment Roll by Tax Assessor to the Council so that adequate time for a 11 Homestead Exemptions to be filed would be available. Mr. Frank I~elly of the Resources Development Board of Palm Beach County appeared before the meeting to state that no further contributions were forth coming from Tequesta, Inc. and he would like to have the Village contribute. It was stated that a 11 believed the Village had been contributing. Cornelius moved, seconded by Turnbull and passed that the Village contri- bute $25.00 to the Resources Development Board of Palm Beach County. Attorney Lord read a Petition from the Estate of John Ziegler, signed by Mrs. Jennie Ziegler, requesting annexation of a parcel of land on the East side of U.S. Highway No. 1 and North of Village Square Shopping Center. Attorney Lord called the Councils attention to the wording of the Petition requesting a zoning classification the same as the Franklin property. He believed that no action should be taken until Council is certain that this is only a request and not a condition for the annexa- tion. The Village Clerk is to explain the procedure to Mrs. Ziegler and make her aware that the property will have to be zoned through the holding of a Public Hearing. Village Manager presented proposals from several Oil Companies for the providing of gasoline, diesel fuel and motor oil and providing installation of storage and dispensing faci- lities at the Vi1la.ge Hall site for same. Proposals were: Hi-Test Gas #2 Diesel Oil Per Gal. Mrs. Schull stated that Mr. Harry N. Gifford, Jr. had been elected Chairman of the Beautification Committee. Cornelius moved a vote of thanks to Mrs. Helen G. Schull for her fine service to the Village during her tenure as Chairman of the Beautification Committee and that she be presented a framed Certificate of Merit for her services. The Village Manager stated he is still trying to get an all around maintenance man and has several good leads at the present time. Rood Landscape will continue to maintain the entrance until other means are available. A letter from Chief Baird of the Jupiter Volunteer Fire Department requesting various things be done at and to the Village Garage for the Fire Departrment was read. No action was taken on the items and Village Manager is to meet with Chief Bafz°~d to work out an equitable use of the Garage. Cornelius moved, seconded by Turnbull and passed that Robert Sylvester be appointed Tai: Collector. The Village Clerk • administered the Oath of Office to Mr. Sylvester. Mr., Gifford asked if 25 mph speed limits could be placed along River. Drive to try to slow down traffic. Chief Dusenbery stated he believed if signs were to be used, they should be placed throughout Country Club Community and that this would be approximately 30 signs. Cornelius moved,. second by Turnbull and passed that 30 - 25 mph speed limit signs with posts be pur- chased and installed in the Commuru.ty. FLORIDA - 33458 January 12, 1965 • During the month of December the Police Department investigated forty-eight complaints including two motor vehicle accidents. Police vehicles traveled a total of 5,804 miles using 558.3 gallons of gas and six quarts of oil. On December 12, 1964, the Annua 1 Christmas Parade was held. Police Department assisted at marshalling area on Dover Road and also in traffic control along route of march. Saturday night, December 12th, two homes and five cars were broken into in the Country Club area. Loss amounted to twelve bottles of liquor and miscellaneous small articles. On December 13th, two local residents, ages 16 and 17, were appre- hended, made full written confessions as to committing these acts, also several acts of vandalisms and prowling over the past several months. Seventeen year old was prosecuted through County Court and sixteen year old through Juvenile Court.
