HomeMy WebLinkAboutMinutes_Regular_02/16/1965" , - ~ ~ MIR~UTE.S OF THE AiCETING OF THE OOUNCILMEN OF THE YiLLAGE OF TEQUESTA, FLORIDA • The Regular Monthly Meeting of the Counci]men of tht Village of Tequesta was held Tuesday, February 16, 1965, at 8:00 P.M, at the • Village office. CounciLnen present were Messrs: Yalier, Turnbull, Bowden, Cornelius, and Sylvester. Also present were Attorney William A. Lord and Village Clerk Robert Harp. The Minutes of the previous meeting were read and approved. The Treasur~r~s Report and Disbursements for the month of January was road and approved subject to minor revisions to 'oe made for next meeting. Cornelius moved, seconded by Turnbull and passed. C~ Mr. H. L. Trudeau appeared before the Council to discuss the plans for construction of the first phase of the Tequesta Shopping Plaza which will include a Publix Food Market, Drug Store and several sa~ll shops with a total square footage of 34,780 square feet. The parcel of Iaad where this is to be located is on the Southwest Corner of U.S. Highway No. 1 and Tequesta Drive and between Old Dixie Highway and Bridge Road. He showed an artists rendering of the completed project and a plot plan for the complete plan. The Village Clerk stated the proposed square footage of construction ~,rould require 348 parking spaces according to the terms of the Village Zoning Ordinance and they proposed to construct 260 parking spaces. Mr. Trudeau stated he be- lieved that the requirement that there be 10 parking spaces for each 1,000 square feet of floor space was quite high and the usual rule is for about 7 spaces for each 1,000 square feet of floor area. He further stated they were willing to cooperate in any manner to con- form to Village requirements. All Couaci Lnen believed that this was not a usual situation and that such an operation had experience in parking over the years and desire to provide adequate parking faci- lities. It was explained that adequate space is available for parking spaces for the first phase of construction but later construction could be impeded by the need for additional spaces for new construction to conform to the present requirements. The Council unanimously app- roved the Building Department to issue a Building Permit for this first phase of construction subject to review and approval of the Zoning Board of Adjustment as required by the Zoning Ordinance. Attorney Lord gave Second Reading to an Ordinance providing for the numbering of houses and buildings in the Village. Cornelius moved, seconded by Turnbull and passed that the Second Reading be approved. Ordinance No. 105 was thereby passed and adopted on Second Reading, Attorney Lord advised that the Southern Standard Building Code has a requirement for Certificates of Occupancy but it is not presently used for all construction. Section 109.1 and 109.2 of the Code dealing with this matter was read and Attorney Lord pointed out various factors involved in such Certificate. The Council instructed Attorney Lord to prepare an Ordinance amending these Sections of the Southern Stan- dard Building Code to include requirements that the house number assigned to the property by the Village be pla cod in a conspicious pace upon the building or property; that all trash or debris that had accumu- lated during the construction on the iot w3~ere the building was cons- tructed and also adjacent properties had been removed; that adjacent lots torn up by trucks during the construction had been repaired. No Certificate is to b~ l,ssued until all requirements have been met. Mr. Bob Nichols of Ford Sanitation appeared before the Council to discuss garbage and trash disposal for the Village. He c~anented that the proposed ordinance he had read seemed to apply mainly if the Village was going to do their own ~rbage and trash collection. Mayor Valier appointed a camnittee consisting of Councilmen Cornelius and Sylvester and Village Manager Harp to meet with l~tr. Nichols and see what type of arrangements can be made. It was. pointed out that one of the main points to consider is to have the garbage picked up at the house and not the street line. The Village Clerk read a petition irons the Estate of John Ziegler, signed by Jennie Ziegler, Executrix, requesting annexation of a parcel of land to the territorial limits of the Village of Tequesta. This parcel is the 150 feet directly south of the Franklin Property. All Councilmen agreed to hold a Special Meeting Thursday, February 18, 1965, in the Yillage office to read the proper ordinance and act upon same. The Councilmen agreed to hold a Public Hearing at 8:00 P.M. Tuesday, March 4, 1965, for the purpose of adopting zoning classifications for various parcels of ]and recently annexed to the Village. Mrs. Helen Schull and Harry Gifford of the Village Beautification Committee and Col. Schuh of the Tequesta Country Club Coanaunity Asso- ciation, Inc. asked about maintenance of all Village landscaping. The Village Manager reviewed the problems being encountered with getting a full time mainteance man for the. Village. The Committee submitted proposals they had received for lawn maintenance, etc. but Council believed them to be expensive. The Council stated they will maintain U.S. Hwy. No. 1 and Tequesta Drive, Tequesta Country Club Community Entrance, North Place and Royal Palm Trees. If a maintenance man can not be found immediately, various maintenance work will be performed by other moans, but it will be maintained. Bowden moved, seconded by Cornelius and passed that Tuesday, March 16, 1965, be the date of the General Election for the Village of Tequesta at which time a Councilman will be elected for a two (2) pear term from both Ward No. 1 and Ward No. 2. The polls will be located in the Village office in Village Square Shopping Center and will be open from 7:00 A.M. to 7:00 P.M. Attorney Lord read a Resolution requesting the Palm Beach Legis- lative Delegation to introduce an act to the State Legislature that would redefine the territorial boundaries of the Village of Tequesta and change the date for the filing of the Tax Assessment Roll. (Amend- ments to Section 1, Article II and Section 3, Article VII respectively.) Attorney Lord was asked to write to Mr. Ciuci pointing out the ad- vantages he might have if he would be annexeed to the Village of Tequesta in view of his having a liquor license, which could conceivably be the first one for the Village. Civil Defense Director, Henry Dusenbery, presented copies of a Defense Plan for the Village of Tequesta to the Councilmen, who indi- cated their approval. The Village Manager suhnitted following bids fora 1965 ~ Ton Pick up Truck, 6 cylinders, approximately 150 H.P., 8 feet long wide type body, heavy duty rear springs and limited slip rear axle: Roger Dean Chevrolet $1,627.77 Bev Sym3.th, Inc. (Jeep) 2,094.82 Matthews Ford, Inc. 1,665.00 i~ Turnbull moved, seconded by Cornelius and passed that Village Manager be authorized to purchase a 1965 truck from Roger Dean Chevrolet at a cost of $1,627.77. Some discussion ensued about the possibility of a new Intracoastal Waterway bridge being erected north of the present site and same believed a logical pl~-ce would be to come onto U.S. Highway No. 1 at Tequesta Drive. Mr, Cornelius advised we had authorized Palm Beach County to do road planning for us. He stated he would talk to Mr. Lytal, Chair- man of the County Commission to see what they know about the situatioA and will report back to Council. Bowden moved, seconded by Turnbull and passed that the Village Clerk be authorised to att®nd the Municipal Clerks Short Course at the University of Florida, Gainesville, from March 21 thru 24. Village Manager reported on various items completed during the past month. A letter from Fred Liebscher owner of Lot 20, Block 15, Jupiter in the Pines, Section B complaining about poor drainage during hQaty rains in October, 1964. DUSENBERY CHIEF OF POLICE February 16, 1965 • The Police Department during the month of January, 1965, instituted or investigated forty-three complaints including six minor motor vehicle accidents. Police vehicles traveled a total of 5,745 miles using 576 gallons of gas and eleven quarts of oil. On January 13th, a survey was run by the Chief for installation of 25 mph speed signs in Country Club Community Area, also Willow Road in Ridgewood running from Tequesta Drive to Seabrook Road. A total of 30 signs are recommended. These have been obtained and will be installed as soon as possible. On January 14th, upon invitation of Palm Beach Civil Defense Director, the Chief toured Civil Defense Headquarters at Palm Beach International Airport. On the recommendation of the Director, a Civil Defense Plan for Tequesta will be drawn up by this Officer and submitted to Village Council for their approval. This step is recommended by County, State and National Government. The flashing blinker light at Tequesta Drive and Federal Highway was put back in operation on January 20th. On January 29th the Police Department assisted the Jupiter Police in Cornerstone laying services at the new Jupiter High School by escorting a Cava lcade of members of the Masonic Order from the American Legion Building on Federal Highway north of the Village to site of the new school.
