HomeMy WebLinkAboutMinutes_Regular_03/09/1965MIi3€lT,~ OF THE i~1r~TING OF THE COUNCILMEN OF THC VILLAGE OF TEQUESTA, FIARIDA The Councilmen of the Village of Tequesta held their regular month moetiag on Tuesday, March 9, 1965 at 8:40 P.NI. at the Church of the Good Shepherd, Seabrook Road. Councilmen present were: Messrs. Yalier, Turnbull, Bowden, Cornelius and Sylvester. Also present were Attornay S.~.llian Lord and Village Clerk Robert Harp. The Minutes of the previous meeting and a Special Meeting held February 18, 1965, were read and approved. The Financial Report .and Disbursements for the month of February, 1965, were read. Cornelius moved, seconded by Bowden and passed that the Financial Report be approved. Polito Chief Dusesbery read his report coveri;ig Police Department activfties during the month of February, 1965. Attorney Lord read as Ordinance amending Ordinance No. 5 to provide far additional prerequisites to the issuance of Certificates of Occupancy, providing for penalty for violation thereof. This Ordinance provides for issuance of Certificates of Occupancy, numbering of houses and buildings, removal of all trash and debris that accumulates on the building lot or adjacenrt lots and repair of any damage to aijacent lots. Turnbull moved, seconded iry Sylvester that the reading be approved. All Couaci]mea voted in favor of the motion. AlI Councilmen being pre- sent sad approving the reading, Ordinance No. 10'7 was thereby passed and adopted on first reading. • The Village Clerk presented the names of the following persons to serve as Election Officials in the General Election to be held March 16, 1965, at the rate of $1.50 per hour: Mr. Theodore Phelps Mr. A. Douglas Murphy Mrs. Ruth Schlusemeyer Turnbull moved, seconded by Bounden and passed that these persons be the Election Officials for the General Election at the rate of $1.50 per hour. Cornelius moved, seconded by Turnbull and passed that the Civil Defense Plan for the Village of Tequesta as presented ~ Civil Defense Director Dusenbery be accegted for the Village. A litter from the Pillage Tax Assessor requesting an extension of time for presentation of the Tax Assessment Roll to the Council was read by the Village Clerk. Turnbull moved, seconded by Bowden and passed that the extension be granted. The Clark read a letter from Village Realty, Inc. requesting another Six (6) months temporary sign permit far their sign ].orated oa the north side of Tequesta Drive just west of the F.E.C. Railroad tracks. Cornelius waved, sscoaded by Bowden and passed that the Village Clerk be authorized to issue a nix (6 months temporary sign permit for this sign and to notify Village Realty, Inc. that this is the last tame such a permit will be Sraated. Fred Landrum, Cubmaster of Pacic 151 appeared before the Council to request the Village make a donation to the Scouts to assist-them in the construCtien of a very unique stockade in Itiwanis Recreation Park. He explained the stockade project and estimated about 25~ of the boys come from Tequssta. Bowden moved, seconded bg Cornelius and passed that a `contribution of $200.00 be made to this project. It wan the feelins of the Councilmen that any donations should present their requests in writing Qf the fiscal year budget before they would even be groups expecting prior to completion considered. Rev. Paul Thomson, Chairman of the Jupiter-Tequesta Chamber of Comneres Consnittee for publishing an area Fishing Guide Book, spoke to the Council about the benefits of such a project for the area. He explained the advertising rates. Thera eras some question as to whether or not such advertising could be done by the Village. Cornelius moved, seconded by Turnbull and passed with Sanlen dissenting, that the Village spend $100.00 for an advertisement in the Fishing Guide provided the Village Attorney verifies such action is possible under tha terms of the Charter, r ~ MINUfiE.S OF THE MEETIIt'G OF ~~i: COU~TCILMEn1 OF THE VILLAGE OF TE~1[~STA, FLORIDA t~1ARCH 9, 1965 PAGE 2 Attorney Lord stated that the proposed changes to the Village garter to be acted upon by the State Legislature will be presented by the PaLn Beach County Delegation. The Vil2ags Manager presented various items and informed the Council that our request fora traffic signal at U.S. No. 1 and Tequea~ Drive would be presented to the a^ta,te Iyoad Board in Tallahassee at its meeting on March 19. Councilman Sylvester and Police Chief Dusenbery were appointed to represent the Village at a meeting on Civil Rights to be held March 20 is Miami, Florida. fide Village 1~1a~aEer was instructed to find out the status of the Aiarfne Archeological Project to which the Village loaned $500.00. Cornelius moved, seconded by Turnbull that sine t.~i~ Village donates $2,000.00 annually to the Jupiter V~luateer Fire Department and is going to provide housing facilities for its new pumper at the Vi1la.ge Hall Garage, that Mayor Valier write a letter to the Jupiter Volunteer Fire Department asking that they change their name to Jupiter~Tequesta Volun- teer Fire Departraeat. Motion passed. Police Chief Dusenbery requested the Council to consider and adopt a policy regarding the operation of the Department on a full 24 hour basis, dispatching from the Villages oim base station. The CounciLnen suggested that the Qzief prepare a written proposal for their study and consideration. There being no further business, the meeting was adjourned at 9:50 P.M. Thirty-eight complaints were investigated ranging from one B.&~E. to several lost dogs com- plaints . Police Officers, including the Chief, spent 12 hours on special assignment. Necessary special equipment has been purchased to use on these details. There were no motor vehicle accidents reported to this Department during the month of February. On February 23, at 3:15 A.M. Officer Levee was able • ro give valued. assistance to Palm Beach Sheriffs Office, Riviera Police Department, and Florida Highway Patrol in apprehending a fleeing suspect, Other Departments had chased suspect north on Federal Highway from Riviera at speeds of over 100 mph.
