The Regular Monthly pieeting of the Counci Lnen of the Village of
Tequesta, Florida was held Tuesday, April 13, 1965, at 8:00 P.M. at
the Church of the Good Shepherd, Seabrook .~:oad. Councilmen l:resent
here: Hiessra: Valier, Turnbull, Cornelius and Sylvester. Also present
mere ~`ttoraey l;~illiacn A. Lord and Village Cleric Robert Harp. Coun-
cilman Eowden was out of the country on a trip to the Far East.
The Clerk read the Certification of the Results of the General
Election held A~Ia.rch 16, 1965, showing the election of t~eorge E. Iyozaden
to the office of CounciLnan - Firs'c 41ard and Robert E, Sylvester,
Councilman -Second tJard. Cornelius moved, seconded by Turnbull. and
passed that the Certification be accepted.

The Village Clerk administered the Oath of Office as Counci Lnan-
Second Zslard to Robert E. Sylvester. _
Cornelius moved, seconded by Turnbull and passed that all present
Village Officers be re-appointed for the ensuing year. The Officers

The Clerk read a Petition from Paul L. Maddock, owner of Lots 14,
15, 16 and Parcel No. 2, Ilock "D", Jupiter Manors, Section One, for
annexation of this property to the territorial limits of the Village
of Tequesta. Tha Clerk gave First Reading to an Ordinance praviding
for the annexation of Lots 1~~, 15, 16 and Parcel t1o. 2, I;lock "D",
Jupiter Manors, Section One, o~,raed by Paul L. Maddock, to the terri-
torial limits of the Village of Tequesta. Cornelius moved, seconded
by Turnbull and passed that the First Reading be approved.
Cornelius moved, seconded by Sylvester and passed that the follrnri.ng
be the depositories for Village of Tequesta Funds and that alI checks
trritten or funds ~rithdrawn be made upon the signatures of the Village
Treasurer and/or Village Clerk and one (1) Counciln~a.n:

The Village rlanager explained that Engineer's Certification had
been received for the improvements in Ridgewood EIomes, Section 4,
Subdivision and that the plat was ready for approval •f Council.
Cornelius moved, seconded by Turni~ull and ?pssed, that the Plat of
Ridgewood Homes, Section 4 be approved and that the Mayor and Clerk
be authorized to sign the. plat for the Village.
No definite action eras taken on the Villages position as to the
location or" the new proposed bridge to be constructed across the Intra-
eoaa~tal t~!aterway to replace the present bridge on SR ?07. riayor Valier
is to discuss the matter with officials of 3upiter Inlet Colony.
Village Attorney Lord advised the Council that he had seen in the
eet~,tspaper that our proposed Charter changes had been approved by the
Legislature.
Attorney Lord explained that an error had been made in Ordinance
No. ZO? adopted at the last meeting in that Ordinance No. 5 had been
rescinded when the Village adopted the ralin Beach County building,
Plumbing and Electrical Code. He eras instructed to write a new Ordi-
nance providing for the issuance of a Certificate of Occupancy, said
Certificate to include all items trhich had been.discussed previously.
Attorney Lord stated it was his opinion that Section 3, Sub-Sec-
tions 23 and 2B of the Village Charter pernutted the Village of Tequesta
to advertise in the Jupiter Tequesta Chamber of Cwnmerce Fishins Guide.
A Resolution expressing the thanks and gratitude of the Village
Council for the use of the Parish house o_ .the Church of the Good
Shepherd for Council Meetings and Public Hearings c~as read. Cornelius
moved, seconded by Turnbull and passed that the Zesolution be adopted.
The Vi page Manager reported on various r=utters including progress
of the Village Hall, chairs for the auditorium, insurance for the new
building. He reported that PosLn~a.ster George Southard had advised that
a collection box had been approved for the Tequesta Drive, Seabrook Road
shopping area and it ~~as agreed to pl.~.ce it i$ the parking area on the
north side of Tequesta Drive. Mayor Val.ier a~ked Counci]~aan Cornelius
to prepare insurance specifications for the ne1.- building. The Village
Manager suggested that the Council third: about various items they nught
grant to have included in next years budget so adequate tine for their
inclusion in the budget e,rill be available.
Only $?9.91 remains uncollected on the 196~~ Tax I•.oll.

Police vehicles traveled a total of 5,620 mi-les during the month of
ria rch investigating forty-four complaints including three motor vehicle
accidents, one personal injury accident and three Breaking and Enterings.
Personnel of Police Department put in a total of 93 hours on extra
and special assignr,~ents.
At the request of Manager Jim Brown of the Country Club, the Chief
submitted two possible solutions to traffic fl-ow and parking p:roblans
~zt the Club. One of these plans is being instituted by the Club and
should relieve the situation.
On Iwia.rch 20, 1965, the Chief and Village Councilman Robert Sylvester
attended a meeting of the Florida Advisory Committee to the United States
Coru::ission on Civil Rights at the Everglades Hotel in Miami. This was
an all day meeting broken up into several different work shop sessions
}erta.ining to the effects of the Civil Rights Law in different fields
• such as Law Enforcement, Housing, etc. This was a very informative
~.eeting as it brought comments from various public officials as to how
;:roblems ca.n be and have been rnet in various parts of Florida and various
neighboring states.
At this tir.~e I would Like to encourage all residents of the Village
to advise the Police Department of any anticipated over night or longer
absences from their homes. This will better able the Police Department
to protect your property. The residents are also encouraged to contact
the Police Department at once if any suspicious cars, persons, circum-
stances or noises are heard.
