Couao, Jr. Village Manager From: Chief William McCollo Date: December 3, 2009 Subject: POLICE RESERVE OFFICER PROGRAM Like other Law enforcement agencies the Tequesta Police Department is facing an increased workload in aresource-constrained environment. Many agencies are turning to volunteers to provide support for and enhancement of their efforts. But police volunteerism is not a new phenomenon. Volunteers have been formally and informally supporting law enforcement efforts for more than a century through reserve and auxiliary programs. The Tequesta Police Department is always looking for ways to increase the safety of the Village and improve our service. I would like to propose a 5 -officer Reserve Officer Program that would supplement our current work force and reduce the burden on the budget. The reserve officers will have full law enforcement authority and will be tasked with the same responsibilities as a full-time officer. The Reserve Officer (RO) will not be compensated until they have completed the field training (Ff0). Once the RO has completed their training and can perform the same functions of a full-time officer s/he may be assigned to cover short shifts, perform duties related to special events, and other tasks assigned by the Chief of Police. I would like to propose an hourly rate of $19.23/hour, which is consistent with an officer-in- training. The funds for the reserve officer program will be provided through the current department budget. There is no proposed increase in to the 2009-2010 Police Budget. Salary costs will be covered through the reallocation of the current overtime budget, equipment will be provided through current inventory levels and the equipment replacement line item. Beyond the obvious benefit of being able to supplement the current workforce, a reserve program offers a pool of potential new hires, should a vacancy occur. The reserve officers go through the same rigorous hiring processes as a regular full-time officer. The background, criminal history, and the FDLE requirements are fulfilled at the time of their hiring. Therefore, placing them in a regular full-time position is a matter of reviewing the performance within our own department. For your further review, I have attached the draft general order that explains the required qualifications, organizational structure and the officer's responsibilities. POLICY: The Part-Time/Re~rve OfF~r'Unit will provide additional manpower in special situations and augment normal law enforcement opera~ons. PROCEDUBE• L ORGANIZAT~QN;AND ADMINISTRATION: A. The Part-Time/Reserve Officer Unit is a functional sub-unit of the Fatrol Division. The Part-TimelReserve Officer Coordinator is re~onsible for coordinating ail activities of the Part-time/Reserve Officers, to inchuie duty assignments, training and evaluations, and monthly reports. B. Shift supervisors are responsible for ensuring that each Part-Time/Reserve Officer, when assigtiod under their commaad, are effectively utilized, supervised, evaluated, commended, and disciplined when appropriate or required. C. Part-Time/Reserve Police Officers are considered volunteer employees of the Village of Tequesta while on- duty or in training status. Part-Time/Reserve Officers are appoimed by the Chief of Policx who has the final authority in the selection, suspension, or dismissal of Part-Time/Reserve Officers. They do not have proprietary rights in their position and may be dismissed without cause. G.O.25.1C D. Part-Time/Reserve Police Officers are subject to call for active duty at emergency times and places within the Village as the Chief of Police, or designee, deems necessary. II. LIMITS OF AUTHORTTY: A. Part-Time/Reserve Police Officers have full arrest authority, but can exercise those powers o~y during specific tours of duty or in response to off duty, on-view violent crimes within the Village of Tequesta. They are specifically pmlubited firm enforcing traffic laws when not on duty. IIL DUTIES AND RESPONSIBILTTIES: A. Part-Time/Reserve Police Officers will assist in crowd control at special events, answering calls for service, writing reports, enforcing laws in a manner consistent with agency policies, or in any capacity that assists the agency. B. Part-Time/Reserve Police Officers are restricted in their ability to perform law atforcement duties to only those areas for which they have received training. C. Part-Time/Reserve Police Officers who have completeclthe FTO p~ognun aze eligible toworkspecial duty events as determined by the Chief of Police or his designee,. IV. CONDTTIONS OF SERVICE: Part-Tim/ Reserve Police Office+ta must: A. Take a sworn oath of office and maintain CJSTC tttandatory training for malice officers. B. Become familiar with and comply with the rules, regulatittas, policies, procedures, directives, and general orders of the Police Department.. C. Assist full-time police officers in the performance of patrol and other duties and hold themselves to the same professional and attentio~- to. duty as fi>~time police officers. D. Complete the firearms qual~'ication progeistn and any additional in-service training statutorily required of full time officers. E. Serve a minimum of twelve hours of duty each month, unless exempted by the Chief. If the twelve hours of duty is not completed, the Part.: Time/Resesve Police Officer will have an additional thirty days to complete the required ntunber of hours. Failare to do so at the end of the second thirty-day period will result in immediate dismissal F. Part-Time/Reserve Police Officers are provided with public liability equal to that provided to full-time officers, are bonded with. the coverage provided to full-time police officers performing like functions, and are eligible for the agency's death and injury benefits. V. UNIFORMS AND EQUIPMENT: A. The uniform and equipment ofPart-Time/Reserve Police Officers will be identical to that worn by full time officers. B. Their uniforms and equipment will be maintained in accordance with department Hiles, regulations, procedures, and general orders. VI. SELECTION PROCESS: A. The selection criteria for Part-Time/Reserve Police Officers will be identical to the selection process for full 2 G.O.25.1C time officers. B. Persons in the following occupations will not be eligible for appointment to avoid any conflict of interest: 1. Anyone currently employed as a certified law enforcement or correctional officer. 2. Persons involved in the sale or distribution of alcoholic beverages. 3. Bail bondsmen, criminal attorneys, and employees or investigators of the Oi~ce of the State Attorney. VII. TRAINING: A. Part-Time/Reserve Police Officer training will be administered in compliance with Florida Criminal Justice Standards and Training Commission requirements. B. The Administrative Division will forward the required documetstation to the State of Florida for issuance of certificates of compliance upon completion of required training.` C. Part-Time/Reserve Police Officers must complete the field-training program before they w~l be permitted to perform patrol fractions without direct supervision. D. Part-Time/Reserve Police Officers will receive in-service training equivalent to that statutorily required for full time officers performing like functions. T'hcy will be trained in use of force policies and tested for firearms proficiency with the same frequency as full time lew enforcement officers,. VIII. GLOSSARY: PART-TIME/RESERVE POLICE OFFICER - A person, who has met all F.S. 943.10 state certification requirements, has the law enforcement powers of attest as a full time ofliicer, has successfully completed the agency's field training program, and has been appointed by the Chief to augment law enforcement services. A reserve officer works less than full time and may or ~tiay not receive compensation.
