A'1iNUFES OF Tc~1~' N,~TIA?G OF T~iE COUPdCIL~lEI1 OF TFE VILLAGE OF TEQiE:ST~., FLORIDA The regular monthly meeting of the Councilmen of the Village of Tequesta, Florida was held Tuesday, play 18, 1965 at 8:00 P.1~i. at the Church of the Good Shepherd, Seabrook Road. Counci Lnen present were: Messrs. Valier, Turnbull, Bowden, Sylvester and Cernelius. Also present t~ras P.obert Harp, Village Clerk. Counci]man Bowden eras tirelcomed back from his trip and the Clerk administered the Oath of Office to hiir. as both CounciL~~an-F~rst ~Jard and Village Treasurer. pLinutes of the meeting of April 13, 1965 and the Special Meeting of May 3, 1965 wen read and approved as read. The Treasurers Report and Disbursements for the month of April was read and approved upon motion by Turnbull, second by Boti~den. Cash balances at April 30, 1965 were as follows: First Lantc of Jupiter $ 3,990.39 Petty Cash 25.00 Co~nuntiy Federal Savings and Loan 30,813.61 hest Palm Beach Federal Savings and Loan 9,063.75 Due from Accounts Receivable 44 1 The Sinking Fund in the First Bank of Jupiter had a balance of $11,637.1?. The Construction Fund in the First Bank of Ju iter d a ba]an e of $42,509.64. p ~ c Police Chief Dusenbery~s report of police activities for the month of April was accepted and approved upon motion by 5ylveater, second by Turnbull. The f'.hief wa,s congratulated along with the Pa]m Beach County Sheriffs Department and the t^7est Palr~i Beach Police Department for the quick solution of the Moran safe robbing case. The Clerk read a letter from farrf~er Counci]man Charles D. Stewart, expressing his appreciation for the certificate presented to him by the Council. The Clerk read a letter fro~a :lank Iteene on behalf of Mr. ~ rtrs. Perry Como requesting a Village Permit to pump approximately ?,500 cubic yards of fill to fill the uplands of Tract D, Tequesta and submerged land ~~hich lies between the established Village bulkhead line and the upland of Tract D, Tequesta. Cornelius moved, seconded by Turnbull and passed that such Pillage Permit be issued. The Clerk read a letter of April 29, 1965 fran the U.S. Army Engineers, Jacksonville, explaining the unattended operation of the Florida East Coast Railway Bridge across the Jupiter River. This will be aceompliohed by use of scanning equipment. Mayor Yalier advised the Council he had been askod by the .Jupiter-Tequesta Junior Chamber os Coasnerce to contribute $150.00 for the Community Fourth of July Celebration. Sane discussion ensued as to bozo much the Jupiter Inlet Colony will contribute and the fact that many contributions ors made-and any group desiring a contribution should make ~,rritten request of the Village prior to preparation of the budget. Turnbull moved, second by Cornelius and passed that the Pillage contribute the aura of $100.00 to the Fourth of Ju1p Celebration. Councilman Cornelius reported that those has been a great many sand flies in the Country Club area recently. He Waved, seconded by f Turnbull ghat the Village advise County Commissioner E, F.-Pan Kassel and the Pa Ln Beach County Eoard of Commissioners of this situation and request that they take proper steps to relieve this situation. The Village Manager advised the Council that the Pillages request for a suai-actuated traffic control signal at U.~. No. 1 and Tequesta Drive and a flashing beacon at U.S. No. 1 and Bridge Road had been approved by the State ~~oad Depaz~tment. He stated advertisements for landscape bids would be published Thursday. The Village Nlana,ger called the Councils attention to the certified letter received from Charles ricIntosh protesting the aanexa- tion of Lots 14, 15, 16 and Parcel No. 2, Block D, Jupiter Masers and requestiing the rescinding of the annexation ordinance. A copy of said letter had been sent to each Councilman and the Village Attorney. No action was talcen on the letter. The Vil]age Hlanager reminded the CounciLnen of C~iief Duse~bery~s letter of March 16, 1965 proposing 24 hour a day operation of the Police Desl_ :hen ~~e move into the Village IIall. Ito action was taken but it was believed it should to considered for the next fiscal year budget if sde- quate funds are available. Th® Village Manager advised of several verbal complaints about the upkeep of yards in the right o~' gray of Tequesta. Several residents believed it to be the Villages responsiilility to water, fertilize, etc, One eamplaiaa at, Joseph Lang, who lives at 324 Tequesta Drive across from th. Blair House, had reported the school children ~raiting for the school bus stood on the grass in front of his house on Tequesta Drive while waiting for the bus. This retards the proper growth of the grass in this arcs; snd makes much additional labor aad expense for his up keep of this ls~wn ans. It was the general feeling of the Counci]men that it Mould be imp~Qtical for the Village to assume the maintenance of such areas •r pave or gravel such areas since many other properti~a (all of Ridgewood, Tequesta Country Club Conmunity, Country Club Point and a goodly portion of Jupiter in the Pines) were also grassed to the street paving and action might set a definite precedent for all properties grassed to the street. Mr. Cabanas stated he believed the school bus stop at Tequesta Drive and Country Club Drive eras a hazard and Chief Duseabery said he would investigate the matter with school authorities prior to start of the fall school ton. Councilman Sylvester suggested all future Council meetings start with introcatioa and the pledge of allegiance to the flag aad all Councilmen concurred. DUSENBERY CHIEF OF POLICE The Police Department during the month of April investi- gated fifty-one complaints. Police vehicles traveled a total of 5,632 miles patroling the Village. With the cooperation of Village Maintenance Department, 25 mph speed limit signs were installed in the Tequesta Country Club Community Area and also along the newly completed section of Willow Road in the Ridgewood Area. The vacation season is approaching, the Police Depart- ment again wishes to advise residents to notify us of any extended absences from home. This will enable to Police Department to better perform its duties to the residents. Attached to this report is a complete breakdown of acti- vities for the month of April, 1965. • Henry M.
