COUNCIIFIEN OF THE VILLAGE OF TE~UESTA, FLO IDA
e The reSular monthly meeting of the CounciLnen of the Village
of Tequesta, Florida was held Tuesday, June 8, 1965 at 8:00 P.I~i. at
the Village Hall, Tequesta Drive. Councilmen present were: Flessrs.
Valier, Turnbull, Bowden, Cornelius and Sylvester. Also present were
.overt Harp, Village Clerk and Village Attorney I•lilliam A. Lord.
Minutes of the Fleeting of May 18, 1965 and Public Hearing of
May 21, 1965 were read and approved.
The Treasurers Report and Disbursements for the month of
May was read and approved upon motion by Cornelius, second by Turnbull.
Cash Balances at May 31, 1965 were as follows:
First Bank of Jupiter $ 4,764.52

The Sinking Fund in the First Bank of 3upiter had a balance
of $11,837.17.
The Construction Fund in the First Sank of Jupiter had a
• balance of $22,144.88.
Police Ghfef Dusenbery~s report of police activities for the
month of Mai was accepted and approved upon motion bg Turnbull, second
by Bowden.
Attorney LorQ read an Ordinance providing for an tt-2 Zoning
Classification for a parcel of land recently. annexed to the Territorial
I,3mits of the Vi1L~;e of Tequesta by Ordinance Ido. 108. Cornelius moved,
seconded by Turnbull that the reading be approved. All Counci]nern voted
in favor of the motion. All Councilmen being present and approving the
readistg, Ordinance No. 109 was thereby passed and adopted on First Reading.
Attorney Lord read an Ordinance providing for the Issuance
of Certificates of Occupancy, setting out the prerequisites for same.
Turnbull moved, seconded by Cornelius that the reading be approved.
All Cowcilmen voted in favor of the motion. All Councilmen being pre-
sent and approving the reading, Ordinance No. 110 was thereby passed
and adopted on P`irst Reading.
Bowden moved, second by Turnbull and passel that the Village
Purchase a new Zoning Map showing the now Territorial Limits of the
Village as recently approved by the State Legislature.
Attorney Lord explained that a Supreme Court ruling had de-
clared aanexa,tions under Sectisn 171.04, Florida Statutes, to be uncon-
stitutiona-1 and that the only Bray for nets annexations to be made is by
petition of the owner of land or by a vote •f the residents of the
Village and the residents of an area to be annexed.
Mr. Blomgren of Tequesta Plana, developers of the Pu~lix
Shopping Center area at Tequesta Drive and U.S. No. 1 appeared before
the Gouncil to request a-variance in the zoning to permit the erection
of a service station on the Southeast Corner of Tequesta Drive and Old
Dixie Highway. Council advised Mr. 81o~mgrea that Mr. Trudeau had been
advised of the soniag limitations in regards to service stations and was
wware that no stations are permitted except on U.S. No. 1. Council
advised that they would not grant such a varia.nce.~
James Crawford, President of the Jupiter-Tequesta Athletic
Association discussed the 1965 Youth Baseball Program with the Council
advising them of the $5,000. operating budget and how the program was
"' operatis~. Council had authorized payment of $43?.50 to this Organi-
zation at an earlier date and the Clerk was instructed to issue the
check. Mr, Crawford also spoke in behalf of the Jupiter Tequesta Jaycees'
inviting the Councilmen to participate in the parade to be held July 3,
].955.

On motion by Cornelius, second by Turnbull and unanimously
passed, a Resolution requesting that a County Library Service be ini-
tiated for the Jupiter-9'equesta sea to provide free library service
to Palm Beach County Residents r~a.s adopted and is to be forwarded to
the County Commission.
Councilman Sylvester reported that the Presbyterian Church
expects to solve t~.eir parking pro'olenis shortly as they are going to
provide an additior and parking area to their present building. This
is estimated to be undenray prior to September 1, 1965.
On motion by Bowden, second 'ay Turnbull and unanimously passed,
Council accepted the bid of Bailey-Jones, Inc. in the amount of $656.00
for installation of a sprinkler system for the Village Hall.
On motion by Turnbull, second by Cornelius and unanimously
passed, Council accepted the bid of 1Sing~s Nursery in the amount of
X3,068.00 for landscaping of the Village Ball according to plans and
specifications as prepared by John MacLean.
The Village Manager stated a permit had been received from
the State Road Department for the installation of a Semi actuated
Traffic Signal at Tequesta Drive and U.S. No. 1 and removal of the
vlfnlter light to bridge Rvad and U.S. No. 1. He reported on a pro-
posal from Designed Traffic Installation Co. on various ways the in-
stallation could be made. Turnbull moved, second by Bowden and unani-
mously passed that their quotation of X4,060.00 be accepted for this
installation. This is using the present trio pales at Tequesta Drive
and U.S. No. 1.
Police Chief Dusenbery reported he would be attending the
Police Chiefs Convention in Clean~ater on June 17, 18, 19, 1965.
TIe also requested that the Civil Defense Board {Village Council) hold
a meeting to aet up aad develop Civil Defense Plans for the Village.
There being no further business, the rieeting was ad3ourned
at 10:00 P.M.

During the month of May Police vehicles traveled a
total of 6,220 miles using 490.1 gallons of gas and 15 quarts
of oil.
Sixty-three complaints were investigated ranging from
unlocked doors to an investigation of breaking and entering.
Police Officers made five arrests for minor traffic
violations including two as results of minor traffic accidents.
On May 9th a complaint of Breaking and Entering and
larceny of a safe was investigated at the Moran residence on
Tequesta Drive. Excellent cooperation through Tequesta Police,
West Palm Beach Police and Palm Beach Sheriffs Office resulted
in recovery of safe and contents, valued at $40,000. and arrest
of two ~ti~/M's who confessed to crime and pled guilty at their
a rraignment in Court of Record in West Palm Beach.
On May 7, an attempted suicide was investigated. Speedy
work through Police and Doctor resulted in having subject trans-
ported to St. Mary's Hospital in West Palm Beach where patient
recovered.
On May 19th and 25th laborers went on strike at new
Tequesta Plaza Shopping Center and new Food Fair Shopping Center.
Picket lines were formed and closely watched by this Department.
A?o incidents and both strikes settled ~~~ithin four hours.
Cn Nfay 29th Police Department moved into new quarters
on Tequesta Drive,
