HomeMy WebLinkAboutMinutes_Regular_07/13/1965~~~ NL:d~.l'~~a OF Ti~.J+' MEETINv OF THE ~ ----- COUNCIIMEN OF THE VILLAGE OF TEQUESTA, FLORIDA The regular monthly meeting of the Councilmen of the Village of Tequesta was held Tuesday, July 13, 1965 at 8:00 P.M. in the Council Chamber at Village Hall. CounciLnen present were: Messrs. Valier, Turnbull, Bowden, Cornelius and Sylvester. Also present were Village Attorney William A. Lord and Village Clerk, Robert Harp.' The Meeting was opened with prayer and pledge of allegiance to the flag by Councilman Sylvester. Minutes of the previous meeting were read and approved upon motion by Turnbull, second by Sylvester and passed. Councilman 8ow~len moved that the reading of the financial statement be waived at all regular Council Meetings with the provision that the Council can question or discuss the statement. This motion was made by reason of the fact that all Councilmen receive copies of the financial statement well in advance of the meeting and also in the interest of saving time for other items. Councilman Bowden accepted an amendmeat by Cornelius that the reading of the statement be waived for this meeting only. Turnbull seconded the amended motion, which was uemn3mously passed. A discussion ensued on bookkeeping procedures for the X19,000. cash surplus used to make up the income for the 1964-1965 Budget. The Village Manager was instructed to check with ptr. J. W. Perry, the Village Auditor, as to how this item should be handled. Counci Lean Bowden moved that the financial statement and disbursements for June, 1965 be approved with correction of application of the $19,000. to be made and authorizing use of funds from the Building Fund for necessary payments to complete vari- ous items for the Village Hall. Second by Cornelius, motion carried. Cash balances at June 30, 1965 were as follows: First Bank of Jupiter $ 4,351.28 Petty Cash 25,00 Community Federal Savings 6• Loan 31,468.41 West Palm Beach Federal Savings 6~ Loaa 9,256.36 Due from Accounts Receivable 580.40 68 4 The Sinking-Fund in the First Bank of Jupiter had a balance of $11,83T.17. The Construction Fund in the First Bank of Jupiter had a balance of $4,648.53. Police Chief Dusenbery presented his report covering the month of June, 1965 and it was accepted upon motion by Bowden, second by Sylvester. Chief Dussnbery explained that Police Officer Charles s. Levee had net reported for work upon the completion of his vacation. Chief Dusenbery presented Joseph Gawp to the CounciLnen. Mr. Gown had been hired to replace Officer Levee and will start to work 1~al~y 20, 1965 at a salary of $3?5.00 per month. The first six (6) months will be a probationary period. Upon motion by Cornelius, second by Bowden and passed, Council approved the appointment of Joseph Gawn as a patrolman at a salary of $3?5.00 per month with the first six (6) months being a probationary period. ?ax Assessor presented the following Tax Assessment Roll figure for the approval of Council: Total Valuation $11,894,910. Homestead ~cemptioas 1 2 048= Taxable Valuation 10,??3,862. Cornelius moved, second by Borden and unanimously passed that the Tax Roll as presented by the Tax Assessor be accepted. Cornelius moved, second by Bowden and passed that the Council sit as a Board of Equalization of Real Estate Taxes on Tuesday, August 10, 1965 at 7:30 P,M. at the Village Hall. Mayor Valier advised the Council that a considerable number of people were becoming interested in the location of the proposed new bridge across the Intracoastal Waterway to connect State Road No. 5 (U.S. Highway No. 1) MINUTES OF THE N'.EE'T.iiiG~ Or `'E COUNCILMEN OF THE VILLAGE OF TEQUESTA, FLORIDA JULY 13, 1965 PAGE 2 to Jupiter Island along U.S. Highway AlA. Many have expressed the opinion that the most logical location would be along the north line of Waterway Village to connect with Tequesta Drive at State Road 5 (U.S. Highway No. 1). Mayor Valier advised that he had talked with a number of people in Jupiter Inlet Colony who indicated they would support moving th® location to the north. The Counci Laen were given a copy and read a Resolution recommending to the Stato Road Department of Florida and the Beard of County Commissioners of Palm Reach County, Florida, that the bride and crossing be made so that it would run in a westerly direction to the intersection of State Road No. 5 (U.S. Highway No, 1) with Tequesta Drive. Cornelius moved, second by Turnbull that the Resolution be adopted. Motion unanimously passed. Mayor Valier presented a drawing of a Tequesta Indian which Mr. Mourfield had done after considerable research on the subject of the Tequesta Indian. He stated the indian that has been used by various organizations and groups in this area had been a Western Indian. All Counci]men believed the design to be appropriate but Mayor and others were to find out the feelings of the Chamber of Coraaerce, Tequesta Country Club sad others who use the indian as part of their advertising material. A report will be made to the Council prior to final adopting of the design. Cornelius Ceuncilml~p/questioned the fact that the newspapers had stated the Village Civil Defense Council had authorized funds for Civil Defense to be put into the Villages 1965-1966 Budset when the budget is under control of the Council. Civil Defense Director said he believed the newspaper report was in error. Civil Defense Director, Chief Duaenbery, was requested to check with the Palm Beach County Civil Defense Orgdni- zation to see if Civil Defense Funds are available for the Village. Mayor Valier advised of the many solicitations being made by children representing various civic organizations in .the area. Chief Duseabery advised the Council that practically all organisations receive permission from either himself or the Village Manager prior to any solicitation, The Chief was. advised not to permit any more solicitations and the Village Attorney was advised to prepare an ordinance for the control of solicita- tions. The Council instructed the Village Manager to contact Rev, Richard E. Gray to see if he would be available to give the invocation at the dedica- tion of the Village Hall on Sunday, July 18, 1965. The Village Manager is also tq advise all news media of the dedication and get as much publi- city as possible for the event. CounciLmn Bowden stated he believed that light refreshments should be served during the open house. A discussion ensued as to the merits of or necessity for serving refreshments. Bowden moved, seconded by Sylvester that light refreshments be served during the open house. Vote on the motion was: For the Motion: '~ Bowden Sylvester Against the Motion: Valier Turnbull Cornelius Motion defeated, The Village Reneger presented various items for Councils approval. Council approved Off Premises Beer and tine License for the new Food Fair Store. Council voted against an advertisement in the Jupiter High School Football-Program. A letter from the Pa Ln Beach County Worlds Fair Authority was read stating that Saturday, August 4, 1965 would be Tequesta Day at the Palm Beach County Exhibit. The letter also asked for the Villages 1965 con- tribution. Council was advised that a contribution for the two (2) year period had been Wade in February, 196 and they were to be so advised, MINUTES OF THE MEEI'~1G Ox '~"isE COUNCILM~T OF THF, VILLAGE Ox' TEQUESTA, FLORIDA JULY 13, 1965 PAGE 3 Counci Lean Cornelius reported of meeting of the committee studying garbage sad trash disposal with representative of Ferd Sanitation, Inc. He stated another meeting would be held to discuss the situation further and see if the proposed wait cost of $4.00 per month could be reduced. Village Manager reported on a request for Village to condemn land for right of way on east end of Beacon Road at Seabrook Road. Present right of way is only 25 feet in width. The matter was tabled for fur- ther consideration and investigation. The Village Manager reported that the Jupiter Volunteer Fire Depart- ment had asked to purchase their gasoline requirements from the Village at cost. The Yillage Attorney had advised that he believed this would be in order. Cornelius moved, second by Turnbull and passed that the Village sell gasoline to the Jupiter Volunteer Fire Department for their vehicles at Villa,ge~s cost. Attorney Lord reported on inquiries from Robert Welker, President of the Waterway Village Property Owaer~s Association as to how an annexa- tion of this area could be made. Attorney Lord advised that an election would have to be held in both Village of Tequesta and Waterway Village with 2/3 of registered voters actually voting for approval of annexation. More consideration will have to be given this matter in light of the condition of roads and drainage in Waterway Village so that obligations would not be incurred by the Village if annexation was made. The Village Manager reported that the present Zoning Ordinance has very strict parking requirements for Commercial Areas and believed that the Ordinance should be amended to provide for more realistic require- ments. He quoted from a letter from Mr. George Simons, who zoned the Vil].age,and the Council suggested that Mr. Simons could attend the next Council Meeting to discuss the matter with the Councilmen. The Village Manager reported on the new Village Ha 11 and was author- ised to receive bids on stone shutters for the building in view of the fact that it will probably be a hurricane shelter. The Village Manager reported that work has begun on preparation of the 1965-1966 Budget. Police Chief Dusenbery was authorized to change to blue uniforms for the Police Department after the start of the fiscal year. There being no further business, the Meeting was adjourned at 10:05 P.M. O. BOX 638 ,JUPITER, FLORIDA - 33458 HENRY M. DUSENBERY CHIEF OF POLICE July 13, 1965 • Police Department during the month of June investigated forty-seven complaints. Department vehicles traveled a total of 4,544 miles using 460.2 gallons of gas and nine quarts of oil. On Saturday, June 5, 1965, Police Department participated in official opening of new bridge on Indiantown Koad by attending Chamber of Commerce Coffee at Tequesta Country Club and then es- corting dignitaries and pioneer residents riding in antique cars from Country Club to ribbon cutting ceremonies at new bridge. On I~'riday, June 11, 1965, Police vehicles began using gas from Village pumps at rear of new Village Hall. Complete records as to gallons used and miles driven are being kept. Police Depa rtment, at suggestion of Mr. Harp, has assumed responsibility for Faesergency Power Unit at Village Hall. Bi-weekly checks are being made to make certain of operation of this Unit in times of emergency. Police Department has installed Stop Sign, One Wa.y, Do Not Enter Sign and Direction Arrows in driveways and parking area at Village Ha 1.1 to insure reasonable safe flow of traffic. Police Chief in his capacity of Civil Defense Director held two Meetings this month. Minutes of these Meetings are attached to this report.
