Tuesday, August 10, 1965 in the Council Chambers at the Village Hall. Councilmen present ~~ere: Messrs. Valier, Turnbull, BoV~den, Cornelius and Sylvester. Also present were Robert Harp, Village Clerk and William A. Lord, Village Attorney. The Clerk read the Minutes of the previous meeting erhi.ch tirere app- roved upon motion. by Turnbull, second by Bo~~den and passed. Bewden moved, second by Cornelius and passed that the reading of the financial stateement for the month of 3uly, 1965, be waived. A dis- cussion ensued sn the financial condition of the Dillage. The Construction Fund in the First Bank of Jupiter had a balance of $202.88. • $owden moved, second by Sylvester and passed that the financial report be approved. Mayor Valier read a letter of appreciation from B. M. Dukes, Presi- dent, Jupiter-Hobe Sound Kit:~anis Club, thanking the Village for its cooperation with the Fourth of July festivities. Councilman Cornelius reported for the Committee studying the Gar- bage and Trash question. He stated that a rate of $3.00 per unit could be had for garbage pick up trice a ~~~eek, inside service. Yard trash and el~.ppfngs would be picked up once a month under separate contract as it is now dsne with additional piclc ups as authorized by the Village Mana- ger. This service, both garbage and trash collection, would cost the Village approxiraa.tely $20,000.00 annually. Mr. Valier stated he believed this would be advantageous to residents since they are presently paying $24.00 or more each year and under the proposed method they would be able to deduct it on their income tax return since it would be a part of th®ir real estate tax bill. Businesses would negotiate directly with the collection company. Ronald Schlusemeyer and members of the Diving Dolphins, Florida State Team Spearfishing Champions, appeared before the Council to re- quest adoration to assist in sending the team to the National Tourna- ment in California. They explained their sport and the program. Pat J. Snot, Jr. stated the (umber of Commerce has provided trophies for the ~, last n~eQt held recently in this area. It rras the general feeling of the Councilmen that a contribution to such a group would be settins a pre- cedent for a Least anyone to request funds for similar purposes. It was suggested to the team that they should contact these businesses, such as motels, that would benefit directly from any meets of this type group. The Councilmen were in sympathy with the cause but did not believe this tyre contribution to be a function of a municipality. Mr. Pa.t J. Snow, Jr., President of the Jupiter-Tequesta Chamber of Commerce, appeared before the Council to present a report on what the Chamber has been doing for the first nix months of 1965 and the budget for x.965. (Copies of both given to each Councilman.) He made a verbal rsquest that the sum of $50 00 be included in the Villages 1965-1966 ~ Budget for the Chamber of Coem-erce. He stated the verbal request would be follo~red by a written request as is required. Village Attorney Lord read a proposed Ordinance for the control of solicitations fa the Village but suggested he re~,nrite the ordinance and send copies to each Councilman for his study and analysis prior to final adoption. COUfdCIIMEN OF THE VILLAGE OF TL~U.~TA, FIARIDA ~.UGUST 10, 1965 PAGE 2 Attorney Lord discussed conversations he had had Frith the Village Manager about the mowing of lots in Tequesta Country Club Community. He stated the Ordinance in effect at the present time only provides for cutting, cleaning, etc. ~rhen the lot is a definite health hazard. It eras explained that the procedure is 60 day notice by registered mail to each affected property otimer. This lot mowing and cleaning is not a function of the Village. The Village Manager explained that last year was the only time the Village had mowed the lots. The year before they did it as a sub-let job far the developer and all prior years the lots ~rere mowed by the developers. No definite action was taken on the matter. A discussion ensued on hoer to get a post office for Tequeata especi- ally is some fora that ~rould give the Village of Tequesta a postmark and mailing address. Attorney Lord discussed various actions he had taken in this matter and it was the feeling of the CounciLaen that the 'question should be pursued further to attain this goal. Botrden moved, second by Turnbull and passed that the Village sup ly three (3) royal palm trees to C.H.~:., Inc. (Carriage House Apartmeats~ i-rith the understanding that Mr. C. F. McIntosh, President of the C.H.A., Inc., would select the place t~rhere they are to be planted, assuae the coat of planting and provide watering, fertilizing, etc. for the trees. Mr. McIntosh presented to Council the zoning problem he had run into in conjunction t~~ith a solar screen gall he ziished to construct at the Carriage House swimmin pool. He stated he wished to go to a height of eight (8) feet, six (6~ inches but the Zoning Ordinance limits walla and fences to five (5) feet. The Village Attorney stated he would have to research the matter as to tirhether or not this would be a ~,rall or fence and the Council suggested that C.I'l.A., Inc. make application to the Village Zoning Board of Adjustment for a special e~cception to the five (5) feet limitation in the Zoning Ordinance. ?he Pillage Manager presented bids received for storm shutters for the Village Hall as folloars All Aluminum 8 t~-indo~~s, 2 Doors, 3 Front Doors Air Conditioning Designers, Inc. $1,015.00 Boy+s Roofing 955.00 Jupiter Roofing Co. 868.00 ~~ Cornelius moved, second by Bowden and passed that storm shutters for the Yilla,ge Hall be purchased from Jupiter :3oofing Co. at total cost of $868.00. Mayor Valier reported on nei,- Village limit signs showing the Tequesta Indian as dratra by rlr. Jack rlourfield. FIe shotred a pattern for 3 ~ x 5' signs. These signs would be net on treated 4" x ~" posts. Howard Signs had made a proposal of $48.00 per sign installed. Ten (10) signs ~,rould be required to cover all Village limits and the sign is the island would be repainted to conform. The overall cost of this project irould be about $600.00. Turnbull moved, second by I3ot~~den and passed that the Village have ten (20) ne~a Yilla.ge limits signs painted and installed and the present sign in the island at U.S. PIo. 1 and Tequeata Drive painted to conform to the new signs. Cornelius moved, seconded by Bowden and passed that the Village A~1ana- ger be authorized to attend the Florida League of Municipalities Annual Conven~tioa in Miami October 2~, 25 and 26. ~'he Village Manager reported on various matters. ! The traffic light should be in operation at U.S. ATo. 1 and Tequeata Drive by September 1. A list of various regulations pertaining to use of the Village Nall Auditorium ~,ras given to each Council~~an and after further study a set of regulations will be adopted. It wa.s the general feeling of the Council that regular scheduled meetings of groups should nat be permitted and the use should 'oe only for residents and groups of the Village, The Village Manager reported he 1~ill represent the Village at a moetiag scheduled-for ~dednesday night to lay the ground tuork for tracting Palm Beach County. The Village Manager also reported some work had been done on the bud- get. A meeting for further budget discussion was set for Thursday night at 8:00 P.M. It was reported that the additional ne~-r building being done in Tequesta Country Club Community is beginning to present drainage probldns where originally engiaeered drainage facilities have not been installed by the developer. Various residents have reported new pockets of 4~.ter standing after hard rains with the latest only the past several weeks ago which occured at River brive and Pine Tree Place. Cornelius moved, second by I3e~:~den aad passed that the Village write a letter to Mr. J. P. I~urtz, President, Tequesta Sales Corp., apprising hiln of this situation with the • drairmge. The monthly Police Department Report teas not submitted due to Police Chief DusenberT~s vacation. The Village Manager reported he had given approval for withholding of submission of the report. Upon a question from the Councilmen, he concurred that another officer could be instruc- ted in the preparation of the monthly report to assure presentation every moath. Auditorium shall not be used for regular scheduled meetings of an organization. 4. No meals shall be served in the auditorium. Pbod service shall be limited to light refreshments consisting of cake, cookie, tea, coffee, solf driers. Use of electric coffee urns will be permitted. S. Any group using the auditorium will be required to sweep the floor, place chairs in proper arrange~nant and move all gar- bage and trash from the building. 6.
