HomeMy WebLinkAboutMinutes_Regular_09/14/1965`~ ~ MINUTES OF THE MEETIIdG OF THE COUNCILMEN OF THE VILLP,GE OF TEQtIESTA The regular monthly Meeting of the Councilmen of the Village of Tequesta, Florida was held Tuesday, September 14, 1965 at 8:00 P.M. in the Council Chamber at the Village Hall. Councilmen present were: Messrs. Valier, Bawdea, Cornelius, Sylvester. Also present was Robert Harp, Village Clerk. CouACilman Sylvester opened the Meeting «th prayer and led the pledge of allegiance to the f]ag. The 9i11$ge Clark advised that the Village Attorney was unable to attead the Meeting since he was out of town and that representation from his office bl- anyoae knowledgeable in Vi~.lage matters was not available. The Councilmen agreed that legal representation should be present at all their Meetings. The Clerk read the Minutes of the Meeting of August 10 and August 26, 1965 and of the Board of Equalization Nieeting. Bowden moved, seconded by Cornelius and passed that the Minutes be approved. Bowden moved, .second by Cornelius that the reading of the financial report be waived. Motion passed. The Councilmen discussed the August financial statement showing balances as follows: First Bank of Jupiter $ 3,671.63 Petty Cash 25.00 . Community Federal Savings and Loan 31,468.41 West Palm Beach Federal 4,256.36 Due from Accounts Receivable 580.40 40 001.80 The balance in the Sinking Fund in the First Sank of Jupiter was $11,83?.17. The Councilmen discussed the proposed budget income items and gener- ally agreed that the utilities and franchise taxes would be greater than those as shown in the proposed budget and believed that the proposed tax millage of 3.25 mills could therefore be reduced to 3 mills. Cornelius moved, second by Bowden and passed to rescind the action of the Council at the meeting of August 26, 1965 setting the 1965 tax millage at 3.25 mills. Bowden moved, second by Cornelius and passed that the 1965 tax nu llage be sit at 3 mills, the same as last year. Bowden moved, second by Cornelius and passed that the $580.40 due from Accounts Receivable as of August 31, 1965 be written off as uncol- lectible. Police Chief Dusenbery presented his report for July and August. Upon motion by Sylvester, second by Bowden and passed, the reports-were accepted. ~, The Clerk read an Ordinance providing that it is unlawful for any person to solicit within the Village donations or gifts from any person without obtaining a permit.- It was noted that the usual penalty clause had not been inserted in the Ordinance. Cornelius moved, seconded by Bowden and passed that the first reading of the ordinance be approved with the penalty clause added. The budget for the fiscal year October 1, 1965-September 30, 1966 / was discussed. Bowden moved, second by Cornelius and passed that the budget shown as follows be adopted: ANTICIPATED INCOME Real Estate Taxes -. The Village Clerk reminded the Councilmen of the copies of a pro- posed new Occupational License Ordinance which they had received and suggested that it be given their consideration so that it could be adopted to be effective January 1, 1966. The Village Clerk read a Garbage Collection Franchise Agreement which would grant Ford Sanitation, Inc. an exclusive five (5) year fran- chise for the right, privilege and authority to collect, move and dispose of garbage within the limits of the Village of Tequesta commencing October 1, 1965. The beginning annual contract price would be $14,940. annually, payable monthly. The Council suggested that Item 19 be changed to include commercial establishments. The Clerk then read a I'.esolution granting to Ford Sanitation, Inc. an exclusive franchise to collect and dispose of garbage and trash within the corporate limits of the Village of Tequesta, Florida fora period of five (5) years commencing October 1, 1965 accord- ing to the tenus and conditions of the Garbage Collection Franchise. Cornelius moved, seconded by Bowden and passed that the Resolution No. 8-6~r be adopted and approved and the Mayor and Village Clerlc be and are author- ized to enter into the Garbage Collection Franchise Agreement with Ford Sanitation, Inc. Cornelius moved, seconded by Sylvester and passed that the Mayor be authorized to sign an agreement with the Jupiter Volunteer Fire Depart- ment for providing fire protection for the Village of Tequesta from Octo- ber, 1965 to October, 1966. The Mayor euas also asked to again request the Fire Department to change their name to the Jupiter-Tequesta Volunteer Fire Department. The Village Manager reported that Miss Blitch of the American Red Cross is to look over the Village Hall facilities with the possibility it may be designated as a Red Cross Shelter in times of emergency. It was also reported the hurricane damage was light ~:~ith one royal palm tree top blown out, doors on meter room of garage damaged and main sign at U.S. No. 1 and Tequesta Drive blown down. Bids will be sent out for new 1966 police car and graphotype and other necessary equi~snent will be purchased. The Council was advised there is a possibility the Tequesta Plaza will connect into the Plantreat Sewerage System. Police Chief was authroized to order a stock shoulder patch for the new uniforms. The Council approved the Palm Beach County Health Departments request to approve all septic tank plans for installations in the Village prior to issuance of building permit. They also authorized the Village Manager to proceed with the street lighting for the Village. Mr. Ray Desrochers request to purchase and place a plaque below the Village Hall dedication plaque showing the Desrochers Construction Company as the general contractor for the construction was denied by the Council and they are to be so notified. The Council was apprised of bad odors occurring intermittently along Tequesta Drive west of Seabrook Road and that the matter was being investigated to try to determine the exact cause. The Pa]m Beach County Health Department is aware of the odors. ~ The Village Manager discussed the matter of rules and regulations for the use of the auditorium and meeting roam in the new Village Hall building, After much discussion of the matter, Bowden moved, seconded by Cornelius and passed that the Village Ha 11 facilities only be used for the use of the Council in the administration of the municipality and other usual municipal purposes. DUSENBERY CHIEF OF POLICE Police Department investigated sixty complaints during the month of. August including four minor traffic accidents; no injuries. Department vehicles traveled 4,421 miles using 408.1 gallons of gas and eight quarts of oil. Two Breakings and Enterings of homes in the Ridgewood area were solved by arrest of. a 15 year old juvenile parolee. Subject made full confession of these breaks and was returned to custody of Instruc- tional School by Juvenile Authorities. Village Folice Officers apprehended four juveniles responsible for B. & E, of soft drink machines and paper racks in County and Jupiter area. Subjects turned over to Palm Beach Sheriff's Office for prosecu- tion. On August 30, at 8:00 P.M. a joint Tequesta Jupiter Civil Defense Meeting Baas held at Tequesta Village Hall. Major Fullerton of • Palm Beach County Civil Defense gave an interesting talk on radio-active fallout potential for our area and hurricanes. A 35 minute film showing formation and distructive abilities of hurricanes was shown. It was resolved that on September 14, 1965, members of Civil Defense Staff Radiological Team will attend a 4z hour instruction course at Palm Beach Civil Defense Headquarters on use of radio-active survey instruments. Upon completion of the course radiological survey instruments will be issued to the team. Attached to this report is a complete breakdown of Police activities for month of August, 1965. DUSENBERY CHIEF OF POLICE During the Month of July, 1965, Police vehicles traveled a total of 4,342 miles using 392.9 gallons of gas and 9 quarts of oil. Forty-six complaints were investigated including three minor traffic accidents with no injuries reported. Mr. Joseph Gawn of Riverside Drive, Tequesta, was hired as a patrol- man by Police Department to fill vacancy created by termination of Offi- cer Charles Levee. Mr. Gawn was previously employed by Palm Beach Sheriffs Office and Perry Florida Police Department. Employment effective July 15, 1965, at $375.00 per month; six months probationary period. On July 7th a B ~ E, Vandalism and Petty Larceny at Junior Citizens Building and Jackson's Minute Market was solved by apprehension of four ja/M juveniles. Restitution for damage and thefts has been made. On July 14th, a Petty Ia.rceny by Shoplifting was cleared through • cooperation of Jupiter Island Police and Martin County Sheriffs Office. T~;~o colored males involved will be prosecuted through Palm Beach Court of Record, On July 20th. this Department assisted Martin County Sheriffs ©Ffice in apprehension of a C/M in a stolen car fleeing Martin County Sheriffs Deputy, south on Federal Highway. Apprehension was made in north Village limits on Federal Highway. Alert patroling by night shift led to discovery of a B ~ E at Standard Station on Federal Highway. Palm Beach Sheriffs Office through cooperation with this Department were able to apprehend person responsible. Police Chief acting as Civil Defense Director held a Meeting on Monday night, July 26, 1965. Town of Jupiter and Jupiter Inlet Beach Colony were invited to participate. Tt was resolved that all civic and fraternal organi~ationa would be contacted by letter and urged to attend or send their representatives to the next point Civil Defense Meeting to be held on August 30, 1965 at 8s00 P.M. in the Tequesta village Hall. • An interesting program is planned covering Hurricanes and nat- ural disasters which might affect our Area.
