Memo To: Michael R Couzzo, Jr., Village Manager From: Merlene Reid, HR Director Date: January 25, 2010 Re: Revision of Personnel Policy 7.7 -Vehicle Operation The Human Resources department is requesting approval to revise the Vehicle Operation policy. This has become necessary because it has come to our attention that the Parks & Recreation employees transport passengers from time to time, and there's currently no written documentation outlining the Village's standards and other legal requirements. All department heads were sent a draft and their feedback solicited, with Police, Fire and Parks & Recreation submitting their comments which were incorporated into the changes. Prior to acceptance for employment with the Village in a position that would necessitate the operation of a motor vehicle in the course of performing the assigned duties of that position, an employee's motor vehicle operators record +,~,it- ~~ i I I be requested from the State Department of Motor Vehicles by the Human Resource Office. CONTENTS: This policy consists of the following numbered sections: I_--I Policy Statement l l _ I . PURPOSE: To insure an acceptable standard of proficiency and safety is met by each employee who operates Villageowned unJ__~~~J<°r .motor vehicles :~ part of their gn~lnymcnt. POLICY STATEMENT: 1. Employees aze encouraged to use Village vehicles instead of their own for official Village business whenever possible. 2. Personal vehicles may be used for official Village business with the prior approval of the employee's Department Head. Employee's using their personal vehicles will be reimbursed at the prevailing rate established by policy after submittal of the appropriate form to the Finance Department. 3. I'ur~u,u~i t~~ A,II.:~~i I'~,h~~ ? ±_ Employees operating Village-owned motor vehicles or privately-owned vehicles while conducting official business shall observe all traffic laws, rules and. regulations, ~'illa_~ ; and the dictates of common sense and good judgment. Any employee who operates aprivately-owned vehicle while conducting official business for the Village must maintain automobile liability insurance in accordance with the State Financial Responsibility Law. Employees who do not maintain minimum liability coverage will not operate privately-owned vehicles in an official capacity. II PASSENGER VAN SAFETY 1. Passenger van drivers must be a minimum of 21 years of age. 2. Prior to operating the vehicle. the department manager will ensure that the employee thorouehly understands the manufacturer's operating instruction. the vehicle limitations_ emer ency procedures and departmental safe operating_procedures Employees are required to demonstrate complete familiari and competency with the vehicle or equipment operations prior to operating without supervision 4. Transport vehicle(s) will be checked daily. and tire pressure will be checked at least weekly and maintained per manufacturer's specification. 5 No more passengers will be transported than the number of seats and seat belts provided, and appropriate child restraints and seatbelts are required to he wpm by all occupants 6. The driver's use of cell phones (hands free or otherwise) or other electronic communication devices is prohibited while the transport vehicle is in operation. Also, under I1. PASSENGER VAN SAFETY, paragraph 2, why are we limiting this to only vehicles "capable of carrying a minimum of fifteen (15) passengers" `?? 1 would delete that language and require this of AI..L Village passenger vehicles.
