In the rear of the shopping center must be clearly marked as "no parking" and/or "loading zone only" to provide adequate access for fire apparatus and firefighting operations. 2. Fire protection water supply for this shopping center is not adequate. Improvements in the water system are required and any additional water mains must be looped. The fire protection water supply must be modeled and capable of providing the required fire flow as indicated below; a. The minimum required fire flow shall be in accordance with the Florida Fire Prevention Code, Section 1, Table H.5., which indicates buildings between 70,601 and 77,000 square feet, with construction type of Class 111 (200) shall have 5,750 gallons per minute @ 20 psi and a have a duration of at least four hours. b. The minimum number of fire hydrants required to accomplish this 5,750 gallons per minute fire flow is six (6) with spacing no more than 250 feet apart. This in accordance with the Florida Fire Prevention Code, Section 1, Table 1.3. c. In accordance with the Florida Fire Prevention Code, Section 1, H.5.2.1, the required fire flow can be reduced by 75% if the property is protected throughout with an approved automatic fire sprinkler system, 3. Fire alarm systems shall be provided in accordance with NFPA 101 and NFPA 72. 4. WHITE, PUBLIC SERVICES MANAGER SUBJECT: WEST MARINE SITE PLAN REVIEW DATE: 1/22/2010 After review of the site plan for the above subject, I have the following comments. • The address for the existing unit is 285, not 281. • The location currently shares a water meter with the vacant unit to the north. I would require that the connection between them be severed and metered separately. • 1 would require that the owner of the Village Square bring his property up to current drainage standards. The property currently does not have adequate drainage for all of the impervious area. This causes undue water flows to the private neighborhood to the east (Waterway Village) creating a negative impact to their existing drainage system. I understand that the tenant is anxious to move in, so I would recommend either a letter of understanding between the property owner and the Village be drafted in order to set a timeline for the drainage improvements, or a conditional CO for the unit based on bringing the property up to standards. Please feel free to contact me should you need additional information. One So. After reviewing the site plan for the above subject project, I have the following comments: 1. The address is incorrect. The applicant has been notified and this it has been corrected. 2. Parking: Parking has been reconfigured at the rear of the center to add the additional parking spaces required. 3. Off Street Parking & Loading: Were this shopping center to be built today, the Code would require four (4) off-street loading or unloading spaces, min. 12' X 50', screened from the street or public way, exclusive of all driveways, aisles or drives provided for other off-street parking areas. There is no way to fully provide for this, but an area at the rear of the center should be marked as a loading or unloading zone. 4. Location and screening of dumpsters: Code requires all dumpsters to be screened from public view, from public streets, and from abutting properties; screening on three sides of the dumpster shall be erected with access to the dumpster on the fourth side being obtained by an approved opening. The dumpster areas at the rear of the property are being reconfigured and should meet this section of the Code. 5. Sheet LP -1 shows a small boat displayed in front of the store, which is typical at most West Marine's. The existing bay was previously occupied by a retailer known as Nautical but Nice and will be replaced by a national retailer 'West Marine. The existing shopping center comprises approximately 5.55 acres and is located at 281 US Highway 1 (southeast corner of US -1 and Waterway Road.) The expansion to this bay is needed to accommodate West Marine's requirements for inventory and retail space. is Project History: I _ The Village Square Shopping Center was originally constructed in 1957. Additional square footage was added to the plaza in 1960 and again in 1980. The total square footage that has been, developed on`the site over the past 53 years is approximately 72,000 SF. On March 6, 1997 the Village Council granted multiple waiver requests consistent with Section 78- 394(b) and 78-645 (identified as Ordinances No. 355 Section VII F.1.r and No. 377(H)(2)(C)1, 3, 10, and 11, on Cotleur Hearing Landscape Plan dated 12/12/96) which permits relief to the Village's Parking and Landscape Requirements_ Sections 78-394(b) and 78-645 encourage waivers for existing development that would otherwise be negatively impacted by having to meet current parking and landscape regulations. The following table represents the waivers previously approved by the Village Council. At that time the Village Staff requested some additional landscape improvements to be N ithin the site. Three additional landscape islands were constructed within the parking area per the Staff's direction. Over the years this particular bay has been used by multiple restaurants, multiple retailers, a dress maker, andis currently occupied by Nautical but Nice, a local retail chain- Nautical but Nice is in the process of relocating to another bay within the plaza and, West Marine is moving into the bay as they need additional space to accommodate their current demand and inventory. West Marine has requested to square off the rear of the bay (east side) to create a slightly larger space for their inventory. The request is to add only 3,574 SF to the rear of the epstmg center. West Marine, Inc., is the leading distributor of marine supplies to, recreational boaters, and the largest and most profitable boat supply chain in the nation. Marine supplies .for sailboats and powerboats --including recreational boating supplies, sporting goods, and sophisticated navigational equipment are sold through three divisions: Store. (retail.and wholesale, 74 percent), Catalog (retail, 15 percent) and Port Supply (wholesale, 11 percent). As stated above West Marine relies heavily on - its retail stores. Consistency with Land Use and Zoning: The site has not significantly changed in. over 5.3 years. The surrounding development rose -up at around ,the same time or shortly after the development of the existing shopping center. Compatibility with the surrounding community has not been an issue in the 53 year history of the site. The subject site has a Future and Existing Land Use designation of Commercial and is zoned C- 2 Community Commercial. The existing shopping center is consistent with the intent of the C-2 distract which is intended to locate a mix og goods and services that will service the community at large within proximity to US -1. The request is simply, an expansion of an existing bay to accommodate a new national tenant- The expansion will not project into the setback and will have little impact on the existing site or surrounding area. Per PTC's calculation of trip generation for the additional 3,574 square feet of retail use, a total of 14 new PM Peak Hour trips would be generated by the expansion projected, The increase is considered an insignificant impact and meets the County's Traffic Performance Standards. In addition, a 1 coordination letter has been sent to the Florida Department of Transportation (FDOT) for their f review and -comment. At the time this narrative was written, no response from FDOT has been received. As this is .a non-residential project, no' added impact to local schools or the Village's Park/Recreation inventory is projected. Drainage: As required, a drainage statement was prepared by Jeff H. lravar i, P.E. and has been included with this submittal. The expansion area will simply be enclosing an impervious area along the rear of the existing building. Water/Sewer: The water and sewer demand will remain constant, as no additional acreage will be added to the proposed project site area. The expansion area will primarily house stock or inventory shelves, a small office, and the existing bathrooms will be relocated within the proposed expansion area: Please see the attached floor plan for additional detail. Landscape: As mentioned in the .project history of this narrative, waivers to the landscape section of the code were previously appioved by the Village Council for this project. Additional green area, where feasible, has been added to the site since that time to address some of the existing deficiencies and to visually enhance the site. The proposed Landscape Plan is incorporating 5 additional palms and 2 small leaf clusias along the foundation/frontage of the proposed West Marine storefront. West Marine at Village Square Shopping Center _ Project Narrative Page 4 Architecture: The proposed architecture will continue to be consistent with the existing center in renes of color, stele and fenestration- The walls will have a stucco finish and the frontage Nvill contain a standing metal seamed awning replacing the existing roof overhang- The storefront windows \vffl be replaced with newer windows and the overall height of the building will be increased to a max1inum of 23 feet. Parking: Per the previously approved site plan, there were a total of 299 parking spaces existing/proposed for the 72,000 SF .shopping center. A total of 302 parking spaces are required for the 75,574 SF Shopping Center which includes the proposed 3,574 SF - addition. As depicted on the site plan, several parallel parking spaces along the eastern boundary of the site 'are to be re -striped to create the additional parking needed to accommodate the addition. Please refer to the site plan for those details. Signage: All signs will be submitted for approval under separate cover. A typical tenant sign has been - depicted on the proposed architectural elevation for illustration purposes only. It is anticipated that West Marine will submit a Master Sign program to Village, Tequesta at a later date. Conclusion: Based on the information provided, the 3,574 SF addition to the Village Square Shopping Center for the proposed West Marine is consistent with the pattern of development in this area. The addition will not require an), substantial increase or impacts on the existing infrastructure.. Per the previous waivers granted to the site, the proposed addition/expansion will remain consistent with that approval.
