WEINAND, FIRE CHIEF SUBJECT: RE -ORGANIZATION PLAN DATE: MARCH 3, 2005 With the recent resignation of Captain Timothy Campbell I have developed a reorganization plan for the Fire -Rescue Department. The purpose of this memorandum is not only to inform you of this reorganization but also to answer any concerns you may have on this subject. Prior to Mr. Campbell's departure the Fire Department was on a four -platoon system to provide 24 hour a day / 7 day a week coverage. This required four Captain positions (see Attachment "A"). Since his departure we have temporarily re -organized into a three -platoon system to provide the necessary shift coverage (see Attachment "B"). This three -platoon system provides Captain supervision approximately 80% of the time. The other 20% of the time there is a Lieutenant on duty for supervision. All of our Lieutenants have at least six years experience with us; I feel confident that they can provide the expertise needed to handle any situation they encounter. The administrative duties that were assigned to Mr. Campbell have been distributed throughout the Fire Department Management team. (See attached Policy Number 109.00) I need to replace the vacated position, but I would like to do it with a firefighter/EMT instead of a captain's position. This reorganization plan will save approximately $32,000.00 annually. Assuming this position is filled April 1, 2005, a savings of $15,816.00 will be realized through the remainder of this fiscal year. WEINAND, FIRE CHIEF 109.00 STAFF ASSIGNMENTS 109.01 This is an effort to provide information to all members concerning the organizational assignments and duty structure of the Fire Department. Each Captain is assigned a primary and secondary staff assignment. Captains' report directly to the Fire Chief on an as needed basis to complete their assigned duties. Department staff meetings will be scheduled when needed to disseminate information throughout the department. Each staff assignment is listed below and a brief description is noted along with the associated responsibilities. 109.02 The Department is broken down into four Divisions: Administration, Fire Suppression, Emergency Medical Services, and Logistics. 109.03 In addition to these four Divisions we have two administrative support team members that have specific duties, but will assist all of the Divisions to accomplish their specific goals and objectives if needed. 109.04 The Fire Rescue Chief is in charge of Administration and has overall • accountability for all Divisions. Any Division Leader that needs guidance should seek such direction from the Fire Rescue Chief. The Administration Division Leader shall take the supervision and set the priorities on the following tasks. • Develop a maintenance and equipment replacement program. • Develop and present the department's annual budget and capital improvement plan. • Perform all investigations. • Assures compliance with ISO Standards. • Assures compliance with NFPA Standards 1710 and 1500 • Assure that human resources needs for personnel are accounted for and maintained. • Develop policies and procedures for resource deployment and fire ground operations. • Develop rules and regulations for employee conduct. • Develop computer software programs for the tracking of data and equipment, fire hydrants and fire hoses. • Coordinate all revenue billing and collection efforts. • Authorize all Fire Rescue, EMS and Emergency Management expenditures. • Perform all Fire Marshal duties for the Village of Tequesta, which • includes all direction and control all Fire Prevention activities, such as: • Enforcement of State Statues 1 • ~~ooe:~s FIRE RESCUE POLICY & PROCEDURE MANUAL * ~ * EFFECTIVE DATE REVISION DATE PAGE NUMBER TOTAL PAGES POLICY SECTION ~ ~ October 1,1993 March 11, 2005 2 5 109.00 ~~~,~ SUBJECT: STAFF ASSIGNMENTS APPROVED BY: JAMES M. WEINAND, FIRE CHIEF • Enforcement of Village Ordinances • Enforcement of State Fire Marshall's Rules and Regulations • Enforcement of National Fire Protection Codes • Inspect or cause to be inspected all existing business and multi- family dwellings. • Participate on the Village's Developmental Review Committee. • Work with engineers and architects to design buildings with adequate fire protection features and general safeguards. • Do a complete plan review for all buildings being constructed or renovated. • Inspect or cause to be inspected all new construction in commercial and multi-family buildings. • Approve all Certificates of Occupancy. • Perform all Emergency Management Coordination activities for the Village of Tequesta, such as: • Plan, direct and control for all emergency activities such as hurricanes, tornados, terrorism events, etc. • Establish a central Emergency Operations Center for handling • multi-agency or department responses. • Provide command and control for multi-agency or department activities and responses. • Develop and update the Village of Tequesta Comprehensive Emergency Management Plan. • Develop and provide public information on emergency preparedness. • Serve as Village of Tequesta Liaison to the State and County Emergency Management Director's meetings. • Allocate, request and control all mutual aid activities in and out of the Village of Tequesta. • Member of the Village Managers Management Team for the operations of the Village of Tequesta. • Development of Policies and Procedures for the Fire Rescue Department. • Assist with coordination of community functions and activities. • Assist with the annexation of un-incorporated properties. • Grants coordinator for Emergency Management Public Assistance Grants, EMS Grants, and Fire Act Grants. • Liaison for various committees for the Village of Tequesta: • Chamber of Commerce • Intergovernmental Fire Rescue Subcommittee • Palm Beach County Level of Service Committee • Local Emergency Management Network 2 • ~`so~jr~ FIRE RESCUE POLICY & PROCEDURE MANUAL * * EFFECTIVE DATE REVISION DATE PAGE NUMBER TOTAL PAGES POLICY SECTION ~~~ October 1,1993 March 11, 2005 3 5 109.00 .. ~ SUBJECT: STAFF ASSIGNMENTS Y~ APPROVED BY: JAMES M. WEINAND, FIRE CHIEF • Serve on the Governor's Emergency Service Taskforce for domestic security 109.05 Captain Trube is the Division Leader for Fire Suppression; he shall take the leadership and set the priorities on the following tasks: • Volunteer administrator. • Department communications. • Coordination and development of monthly training. • Compliance with State Statues conceming training and fire standards. • Compliance with State of Florida Administrative Codes concerning training and fire standards. • Technical Rescue activities such as: • Confined Space Rescue; • Structural Collapses; • Trench Rescue; • High Angle Rescue; • Extrication; • Search and Recovery Operations; • Dive Rescue; • Open Water Rescue. 109.06 Captain Burnsed is the Division Leader for Logistics; he shall take the leadership and set the priorities on the following tasks: • Serve as the Department's Safety Officer; • Compliance with State Statues concerning safety; • Compliance with State of Florida Administrative Codes concerning safety; • Vehicle maintenance; • Building maintenance; • Bunker gear and uniforms purchases and maintenance; • Coordinate all supply and purchasing activities with technical services efforts in SCBA maintenance and repair; • Public Educator: plans, directs and controls all public education activities, such as; • School and pre-school fire safety educational lectures. • Civic group meeting lectures. • Semi-annual open houses. • Hosting of children's birthday parties. • Participate in all community functions, such as parades, community celebrations, etc. i 3 ~`QO~:t~ FIRE RESCUE POLICY & PROCEDURE MANUAL * ~ * EFFECTIVE DATE REVISION DATE PAGE NUMBER TOTAL PAGES POLICY SECTION ~ ~ October 1, 1993 March 11, 2005 4 5 109.00 ~p0~ SUBJECT: STAFF ASSIGNMENTS ~ APPROVED BY: JAMES M. WEINAND, FIRE CHIEF 109.07 Captain Titles is the Division Leader for Emergency Medical Services; he shall take the leadership and set the priorities on the following tasks: • Responsible for planning, directing and controlling all Emergency Medical Services activities. • Compliance with State Statues concerning Emergency Medical Services. • Compliance with State of Florida Administrative Codes conceming Emergency Medical Services. • Compliance with Federal Regulations concerning Emergency Medical Services, Bio-hazardous Waste Regulations, Exposure Control Planning and Regulations, Health Insurance Portability and Accountability Act (HIPPA) Regulations and Medication Storage Regulations. • Developing a Quality Control and Improvement Plan. • Work closely with Medical Director and assuring regulation compliance. • Developing a maintenance and equipment replacement program. • Stay current with Medicare billing regulations to perform insurance billing and collections for all ambulance transports. • Performs EMS Logistics. • Develops EMS Training. • Maintains adequate medical supplies. • Performs research and development on new procedures and medications. • Coordinates the delivery of citizen CPR instruction. 109.08 Administrative support team member Joanne Burnsed shall take the leadership and set the priorities on the following tasks • Human Resources coordination. • Shift scheduling. • Coordination of applicant hiring process, background checks, etc. • Records custodian (except those listed below under Sandra's responsibilities). • Assist in developing policies and procedures. • Completes and process Payroll. • Coordinates, schedules and invoices for services associated with existing building inspection activity. • Coordinates, permits, schedules and tracks all fire prevention activities associated with new construction activity within the Village. • Mail distribution. WEINAND, FIRE CHIEF 109.09 Administrative support team member Sandra Durbin shall take the leadership and set the priorities on the following tasks. • Accounts payable. • Accounts receivables. • EMS billing. • Assisting EMS Coordinator with compliance of EMS billing regulations. • Serves as the Department HIPAA compliance officer. • Incident report records custodian (Medical and Fire). • Assist all of the Divisions Leaders to accomplish their specific goals and objectives, if needed. 109.10 The Fire Rescue Chief will reassign personnel and/or tasks as needed for the best efficient operation of the department. 5
