1 am requesting this item be placed on the June 10, 2010, Village Council Agenda for their
consideration.
The current permit fee schedule was established in April of 2006 has fallen behind the industry
standards; the fee schedule is too complex for individuals to figure out the proper fee without the
assistance of the Building Official. Contractors should not have to call the Building Official for
the appropriate permit fee when bidding a project.
I am proposing a simplified fee schedule so contractors will know in advance what the permit
fees are and, per Section 14 -152 of the Village Code of Ordinances, the office staff can
determine and collect the proper fee at the time of application without the assistance of the
Building Official.
The current fee schedule is one of, if not the lowest, fee schedules in Palm Beach County. The
proposed fee schedule has been revised to percentage method where possible with a non-
refundable application fee.
Palm Beach County, Jupiter, Palm Beach Gardens and North Palm Beach all calculate their
fees with the percentage method. Juno Beach is the only other northern Palm Beach County
city to charge by the square footage price. Attached are their fee schedules for comparison.
Below I have given you various projects with applicable agencies' fee schedule and Tequesta's
proposed fee schedule.

ARTICLE VI, PERMIT FEES, SEC. 14.152, BUILDING PERMITS;
WHEREAS APPENDIX C, PERMIT FEES IN HEREBY OFFICIALLY
ADOPTED BY THIS RESOLUTION; PROVIDING FOR SEVERABILITY;
PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.

(A) BUIILDING PERMIT FEES:
1. Minimum Fee: $75. .
2. Building permit applicants for new or replacement commercial buildings,
new or replacement multi - family buildings and new or replacement duplexes shall pay a
non - refundable $3,000 fee at the time of filing for a building peiinit. Building permit
applicants for a new or replacement conventional single - family residences shall pay a
non - refundable $1,500 fee at the time of filing for a building permit. Building permit
applicants for a new or replacement modular homes shall pay a non- refundable $750 fee
• at the time of filing for a building permit. Building permit applicants for a new or
replacement mobile home are exempt from paying an application fee at the time of filing.
Upon approval and permitting the application fee shall be deducted from any other
amount which may be due and owing under the other terms of this subsection.
3. Buildings including balconies, additions, garages, enclosures and

• Schedule A Projects with a construction cost estimate less than $100,000 will be charged hourly
rates based on current City's Engineering Department hourly rates. For purposes of
estimating a permit fee, the certified construction cost estimate does not need to
include items related to utilities or landscaping.
Schedule B Projects with a construction cost estimate equal to or greater than $100,000 will be
charged 2% of the certified construction cost estimate. For purposes of estimating a
permit fee, the certified construction cost estimate does not need to include items
related to utilities or landscaping.
1 Includes project review and construction site inspections (does not include NPDES inspections if
required). Projects requiring more than two (2) project reviews and/or more than two (2) failed
inspections will require additional hourly fees based on the current City's Engineering hourly
rates.

Permit fees are based on the total value of the proposed construction.
They are not refundable or transferable.

Water heater replacement, front door change -out (door leaf
only), fence replacement or repair, and minor structural
repairs with a value of less than $1,000.00.

Acron of Palm Beach County. The regulatory programs of the
individual agencies that comprise the Center are limited
only to those affecting the issuance of building permits.
Individual agencies may have additional regulatory
responsibilities. This information is available by directly
contacting the particular agency (See the individual Chapter
on the specific agency and programs).

APPENDIX C PERMIT FEES*
(A) BWILDING COMMUNITY DEVELOPMENT PERMIT FEES:
1. A fee Application fee :... $75.00 The application fee is non - refundable and added to the
permit fee.
2. Building permit applicants for new or replacement commercial buildings, new or replacement
multi- family buildings and new or replacement duplexes shall pay a non - refundable $3,000.00 fee at the
time of filing for a building permit. Building permit applicants for a new or replacement conventional
single - family residences shall pay a non - refundable $1,500.00 fee at the time of filing for a building
permit. Building permit applicants for a new or replacement modular homes shall pay a non - refundable
$750.00 fee at the time of filing for a building permit. Building permit applicants for a new or
replacement mobile home are exempt from paying an application fee at the time of filing. Upon
approval and permitting the mien applicable non - refundable building permit fee shall be deducted
from any other amount which may be due and owing under the other terms of this subsection.
3. Permit fee shall be 2% of the valuation.
"Valuation" shall be considered the greater denomination of either the;
A. The notarized contract between the contractor and the owner of such property or building or;
B. The valuation method as determined by the International Building Code (IBC) Section 109.3.
4._ Permit fees based upon valuation shall be collected to construct, enlarge, alter, repair, move,
demolish, or change the occupancy of a building or structure, or to erect install enlarge, alter, repair,

If a permit expires, renewal of the expired permit shall require the payment of the full permit fee in
effect at the time of renewal. Subiect to the approval of the building official, one or more, not to exceed
four, requests for permit extensions can be made prior to the expiration of a permit. However, in no
event shall extensions be granted by the building official on proiects which have received variances,
special exceptions, and site plan reviews which have otherwise lapsed pursuant to the chapter 78.
Re- inspection fee due to reiection of work due to faulty construction, work not ready, failure to call for

After the fact permit fees for work done without benefit of a permit. Price for after the fact permits will
be assessed to each category, building, plumbing, electrical, mechanical and roofing at double the
regular permit fee.
Archived plan retrieval fee $25 per request, copies priced per F.S. § 119.07(1)(a).
Requests for refunds of permit fees paid must be submitted to the department of community
development within 30 days of the date of issuance of the permit. There shall be no refunds of the plan
submittal and review fee paid at the time of application for permit.
Where equipment replacements and repairs must be performed in an emergency situation, the permit
application shall be submitted within the next working business day to the building official, without
double fee.
