HomeMy WebLinkAboutResolution_38-98/99_06/10/1999 RESOLUTION NO. 38 -98/99 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, APPROVING A GRADUATE LEVEL RESEARCH PROPOSAL WITH FLORIDA ATLANTIC UNIVERSITY OF BOCA RATON, FLORIDA IN AN AMOUNT NOT TO EXCEED $12,000 SUBJECT TO VILLAGE ATTORNEY APPROVAL FOR LEGAL FORM AND SUFFICIENCY AND AUTHORIZING THE VILLAGE MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE VILLAGE. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1. The Agreement for Graduate Level Research Services with Florida Atlantic University of Boca Raton, Florida in an Amount not to Exceed $12,000, and Incorporated by Reference as a Part of This Resolution is Hereby Approved Subject to Village Attorney Approval for Legal Form and Sufficiency and the Village Manager is Authorized to Execute the Agreement on Behalf of the Village. THE FOREGOING RESOLUTION WAS OFFERED by Councilmember Hansen who moved its adoption. Randolph JCR/ssm 40 INTRODUCTION • The Village of Tequesta is planning to review the Level of Service Standard (LOS) for the Tequesta Stormwater Utility. Towards this purpose, information needs to be gathered regarding a number of geologic, geomorphological, hydraulic and hydrologic data. Analysis of such data will provide the necessary knowledge -basis required for determining individual catch basin LOS. SCOPE OF WORK The purpose of this study is to collect and analyze stormwater drainage data leading to the determination of individual catch basin LOS for comparison with the Village's adopted LOS Standard. The individual LOS determinations will help establish a Master Stormwater Drainage Plan for the Village of Tequesta. WORK TASKS The proposed study will incorporate the following tasks: • Identification of existing drainage system and drainage outfalls. • Documentation of known problematic drainage areas in Tequesta. • • Establishment of a database regarding topography, land -use and soil - compositon. • Review of drainage conditions and flow pattern, including identification of drainage basins and sub - basins. • Coordination with the South Florida Water Management District (SFWMD). • Review of SFWMD permits for the stormwater utility. • Computer simulation of the existing drainage system. • Investigation of alternative solutions to stormwater drainage. • Identification and discussion of a Level of Service Standard. • Recommendations for improvements. • Develop preliminary cost estimates for proposed improvements. METHODOLOGY The study will be conducted using field observations on stormwater outlets and drainage patterns, collection and research of existing records, and review of regulatory issues. The data will be analyzed and properly compiled. The same data will be used for computer simulation of stormwater drainage. The computer model to be used will be selected among the various existing stormwater models (i.e., TR -55, SWIM, etc.). First, the model will be calibrated and tested for the existing conditions. • Then, the model will also be applied for simulation and evaluation of alternative engineering drainage solutions. Based on the data analysis and computer simulation results, a Level of Service will be determined for the individual catch basin. Preliminary cost estimates will also be • developed for any suggested alternation to the existing drainage system. PERSONNEL The study will be conducted at the Village of Tequesta, by a civil engineering graduate student from Florida Atlantic University (FAU) . The student will be responsible for data collection, data analysis, computer modeling, report writing and for any other day -to -day operations as defined by the project tasks. The student will work under the supervision of Matthew J. Morrison, Tequesta's Utilities Director and Dr. P. D. Scarlatos, Professor of Water Resources /Environmental Engineering, FAU. TIME -TABLE The study will be conducted within a six -month period as follows: MONTH 1: Data Collection; Drainage site visitations; Interaction with SFWMD. MONTH 2: Data analysis and compilation; Selection of a computer model for drainage simulation. MONTH 3: Calibration and verification of the computer model. • MONTH 4: Model application; Testing of alternative solutions. MONTH 5: Determination of LOS; Preliminary cost estimates. MONTH 6: Finalizing of findings; Report writing. DELIVERABLES A final report with all of the study's findings will be submitted at the end of this study to the Utilities Department of the Village of Tequesta.
