VILLAGE OF TEQUESTA
LOCAL PLANNING AGENCY
September 9, 2010
CALL TO ORDER AND ROLL CALL
The meeting was called to order by Mayor Pat Watkins at 6:30 p.m. A roll call was taken
by Village Clerk Lori McWilliams. Present were: Mayor Pat Watkins, Vice Mayor Tom
Paterno, Council Member Vince Arena, Council Member Jim Humpage and Council
Member Calvin Turnquest. Also in attendance were: Village Manager Michael R. Couzzo,
Jr., Village Attorney Keith Davis, Village Clerk Lori McWilliams and Department Heads.
APPROVAL OF AGENDA
MOTION Vice Mayor Paterno motioned approval of the agenda; seconded by Council
Member Turnquest, motion carried unanimously 5 -0.
NEW BUSINESS
1. Ordinance 11 -10 Amending the Village Code of Ordinances at Chapter 78. Zoning.
Article VI. Schedule of District Regulations. Division 2. Schedule of Use
Regulations. Sec. 78 -177. C -2 Community Commercial District Amending This
Section To Add "Retail Package Liquors, Cocktail Lounges And Bars" As A Special
Exception Use
Mayor Watkins read Ordinance 11 -10 title into the record and opened the meeting for
Council and Public comments.
Manager Couzzo offered background on Ordinance 11 -10.
Mr. Matt Webster, submitter of the Special Exception, presented his plans for the proposed
business venture.
Council Member Humpage voiced support for the Ordinance. Attorney Davis asked that
Council Members disclose any interest in the said endeavor. Council Member Humpage
stated he had a contract to supply the electrical portion of the project, but noted there
would be no conflict since the contract would not change, commencing Council action. No
other disclosures were made.
Council Member Turnquest questioned if the business fit the description of a cocktail
lounge and voiced that he would not support since this was not the original request. Mr.
Webster stated they would serve wine and beer and did have a bar for patrons. He noted
food would be available as well. Vice Mayor Paterno asked if there was a way to limit the
amount a guest could consume. Mr. Webster responded that they were technically a
brewery with bartenders trained to monitor their surroundings and circumvent inebriation.

Council Member Humpage offered statistics on Tequesta businesses serving alcohol and
problems arising. He emphasized that there was only one issue with intoxication within one
year. Vice Mayor Paterno stated he would like to impose limits on such types of
businesses. Attorney Davis commented that a definition could be defined in the Code as to
what the Village would allow as a special exception.
Manager Couzzo suggested Council could take more time to evaluate the proposal.
Council Member Turnquest stated he did not want to hurt their business but believed a
better definition was needed.
MOTION Council Member Turnquest motioned recommendation for Council consideration
of Ordinance 11 -10; seconded by Vice Mayor Paterno, motion carried a 5 -0.
ADJOURNMENT
MOTION: Council Member Turnquest moved adjournment, seconded by Vice Mayor
Paterno. The motion to adjourn carried unanimously 5 -0, therefore, the meeting was
adjourned at 6:55 p.m.
