RESOLUTION NO. 13 -9798
A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, APPROVING A
PROFESSIONAL ENGINEERING SERVICES AGREEMENT
WITH CHERIE SOVA, P.E., OF WEST PALM BEACH,
FLORIDA, FOR A LEVEL OF SERVICE DRAINAGE
STUDY IN THE AMOUNT OF $15,000 AND
AUTHORIZING THE VILLAGE MANAGER TO EXECUTE
THE SAME ON BEHALF OF THE VILLAGE OF
TEQUESTA.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE d
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS:

Section 1. The Professional Engineering Services Agreement
with Cherie Sova, P.E. in the Amount of $15,000 for a Level
of Service Drainage Study, attached hereto as Exhibit "A"
and incorporated by reference as part of this Resolution, is 9
hereby approved and the Village Manager of the Village of
Tequesta is authorized to execute same on behalf of the
Village of Tequesta. i
THE FOREGOING RESOLUTION WAS OFFERED by Councilmember
Mackail , who moved its adoption. The motion was seconded by
Councilmember Hansen and upon being put to a vote, the
vote was as follows:

Re: Village of Tequesta Drainage Improvements
Dear Mr. Bradford:
Thank you for the opportunity to present this proposal to provide professional civil
engineering services to the Village of Tequesta. Enclosed is a description of the Scope of
Services to be provided for an assessment of two existing drainage systems within the
Village. Per your approval, the services submitted herewith as Exhibit A will be
provided on a lump sum basis for $15,000. Billing will be monthly based on percentage
of completion. Payment is due upon receipt of invoice.
Payment for services provided is not contingent upon procurement of permits, approvals,
or consent of or from any governmental body or other party involved. Additional
• services not outlined in Exhibit A and requested by the Village can be provided at an
hourly rate of $75 an hour or a lump sum can be negotiated when a clear scope is
developed.
I am prepared to proceed immediately with the project and will complete all work by
March 30th. Your endorsement below will serve as agreement by you for compensation
of services rendered and, when one signed copy of this agreement is returned, will serve
as a Notice to Proceed. Fees and times for performance are subject to renegotiation if
agreement is not executed within thirty days.

EXHIBIT A
Scope of Civil Engineering Services for the Village of Tequesta
A. Project Description
Investigate two existing drainage systems within the Village Country Club community
and prepare report of findings and recommendations for improvements.
B. Services Included
1. Consult with client to determine requirements for the project and identify problem
areas.
2. Coordination with client to acquire and review all previous studies, plans, and
documents pertaining to the project.
3. Review South Florida Water Management District (SFWMD) permit files.
4. Coordination with SFVvNM to identify and analyze permitting requirements.
• 5. Coordination with client to obtain additional survey as needed to supplement
available data.
6. Site evaluations and water management analyses of two (2) existing drainage systems
within the Village Country Club community: (1.) Outfall B system including Ponds 2,
5, and 6; and (2.) Outfall E system including Pond 12.
7. Review findings with client and determine alternatives for improvements.
8. Analyze alternatives.
9. Prepare preliminary cost estimates of prospective improvements.
10. Prepare a report containing recommendations and findings (including level of existing
service), preliminary cost estimates, and conceptual design criteria with appropriate
exhibits to indicate the alternative solutions available to client.
11. Submit draft copy of the report to client for review and comments within seven weeks
of Notice to Proceed.
12. Finalize report incorporating client's comments. Submit five (5) copies of final
report to client within two weeks of receiving comments.

13. Present report to Village Council.
(Note: Times for performance agreed to herein shall be extended to the extent
necessary for delays due to circumstances over which the Engineer has no
control.)
C. Data Provided by Client
In addition to any responsibilities specifically described above, the client shall provide
any independent services (such as surveying or geotechnical services) which are beyond
the scope of this agreement and may be required for this project.
