HomeMy WebLinkAboutResolution_19-96/97_05/08/1997 i RESOLUTION NO. 19-96/97 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, SUPPORTING LEGISLATION EXPANDING THE USE OF THE SEWAGE TREATMENT REVOLVING FUND (SRF) TO INCLUDE STORMWATER MANAGEMENT FACILITIES; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, State revolving funds were established by the Clean Water Act Amendments of 1987 to provide a permanent source of financing for state and local government water quality projects; and i WHEREAS, the Clean Water Act allows for the use of SRF's for the construction of wastewater treatment plants, the implementation of approved state nonpoint source management programs and ground -water protection strategies, and the development and implementation of estuary conservation and management plans, and WHEREAS, the Florida Legislature has limited the use of the SRF's to include only wastewater facilities and treatment; and ' WHEREAS, the treatment of wastewater has been largely effectuated by the use of SRF's and local initiatives, • minimizing the need for future use of the fund for extensive Ii wastewater treatment facilities; and WHEREAS, pollutant loadings from stormwater are the most i significant source of surface water pollution in the State of Florida, in some cases as much as ten times greater than wastewater pollutants; and 9 WHEREAS, the Legislature of the State of Florida is considering legislation during this Session which would expand the use of the SRF to include the treatment of stormwater; and WHEREAS, the Village of Tequesta has a strong commitment to the treatment of stormwater, having established a stormwater utility; and WHEREAS, proper management of stormwater will improve the freshwater bodies within the State of Florida, including the Intracoastal Waterway and Loxahatchee River. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1. The Village Council of the Village of Tequesta hereby enthusiastically supports and approves the proposed • Florida Legislation which would include the use of the State Revolving Loan Fund to promote and finance stormwater management facilities and projects. i i Section 2. The Village Clerk shall forward copies of this Resolution to the Committee on Natural Resources, the Environmental Protection Committee, and the Water and Resource Management Committee of the Florida Legislature, the Palm Beach County Municipal League and Palm Beach County. Section 3. This Resolution shall take effect immediately upon its passage. THE FOREGOING RESOLUTION WAS OFFERED by Councilmember Hansen, who moved its adoption. The motion was seconded by Councilmember Cameron, and upon being put to a vote, the vote was as follows: FOR ADOPTION AGAINST ADOPTION Alexander W. Cameron Joseph N. Capretta Carl C. Hansen Ron T.
