A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, FLORIDA, OPPOSING AND
OBJECTING TO THE BOARD OF COUNTY
COMMISSIONERS' PROPOSED AMENDMENT TO THE
UNIFIED LAND DEVELOPMENT CODE, WHICH PROVIDES
FOR A PROPOSED PUBLIC UTILITIES FEE AS A
SOURCE OF FUNDING FOR THE COUNTY'S DEPARTMENT
OF ENVIRONMENTAL RESOURCES MANAGEMENT
WELLFIELD PROTECTION WORK; PROVIDING FOR AN
EFFECTIVE DATE; AND FOR OTHER PURPOSES
WHEREAS, a proposal is being considered to implement a public
utilities fee to be used as a source of funding for the County's
Department of Environmental Resource Management (DERM) Wellfield
Protection work; and
WHEREAS, under said proposal the Village of Tequesta would be
assessed the amount of $2,373.00 for the fiscal year; and
WHEREAS, the adoption of this ordinance establishes direct
taxing authority over municipal utilities by the County for the
purpose of supporting a County program and is beyond the authority
set forth in Sections 1.3 and 3.3 of the Palm Beach County Charter.
• NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, FLORIDA, that:
Section 1. The Village Council of the Village of Tequesta,
Florida, opposes and objects to an amendment to the Palm Beach
County Unified Land Development Code, which provides for a proposed
public utilities fee as a source of funding for the County's
Department of Environmental Resources Management Wellfield
Protection work.
Section 2. The Village Council of the Village of Tequesta,
Florida, is adamantly opposed to this utility fee and further
believes that DERM is expanding its regulatory program beyond the
intent of the Wellfield Protection Ordinance by proposing said fee
and that the Board of County Commissioners is exceeding the
authority as set forth in Sections 1.3 and 3.3 of the Palm Beach
County Charter in attTmpting to assess such a fee upon municipal
utilities.
Section 3. This Resolution will become effective
immediately upon passage and the Village Clerk is hereby directed
to forward a copy of the same to the Department of Environmental
Resources Management, the Board of County Commissioners, the Palm
Beach County Municipal League and all other appropriate agencies.
THE FOREGOING RESOLUTION was offered by Councilmember,
Collings who moved its adoption. The motion was
seconded by Councilmember Mackail and upon being
put to a vote, the vote was as follows:

JASP receives referrals from HRS Intake, the State Attorney,

How much staff time is required?
Time required can fluctuate from a few hours per week to whatever
level the organization desires. In many cases, the child will work
with the custodial or clerical staff. Thus, no additional time is
required.
What if there is a problem with a JASP participant?
If you experience any difficulty with the participant, notify JASP
immediately. If the problem cannot be rectified through mediation,
the client will be moved to an alternative worksite. Absence,
tardiness, or unsatisfactory performance will result in additional
hours for the juvenile.
What types of crimes will participants be charged with?
JASP participants may be charged with misdemeanors or felonies. In
most cases, they will be first time offenders. If your
organization desires not to accept clients who have committed
specific offenses, you may make this desire known to JASP and the
child will not be referred. Crimes of a violent nature will
usually not be referred to JASP.
What liability does my organization and personnel have?
• Your organization has no liability. Through our contract with HRS,
Workmen's Compensation Insurance is provided for all JASP
participants. Juvenile Services Program, Inc. also carries its own
insurance covering all participants. In addition, parents and
participants sign a waiver form releasing all liability from the
worksite and JASP.
How can my organization get involved in the JASP Worksite Program?
Complete the Worksite Contract and send it to:

Rules and Regulations
1. No drugs, alcohol, or weapons while in attendance at JASP/Project Divert. You may be
subjected to search for these by JSP staff.
2. No smoking. -
3. No abusive language or cursing to staff or fellow participants.
4. Transportation is your responsibility
5. You may not be absent or late without notifying the counselor and/or worksite.
Unexcused lateness or absence will result in extra work hours.
6. Leaving the job site Participants may leave the job site (to go to the bathroom, lunch,
etc.) only with the permission of their supervisor.
7. Tool handling Tools will be handled safely and with extreme care. Participants will be
responsible for care of tools and make restitution for any damage caused by carelessness
or neglect. If the participant feels that the tool is inadequate for the assigned job, he /she
is to notify their supervisor immediately.
8. Participant's performance Participants will be evaluated daily as satisfactory or
unsatisfactory. Unsatisfactory performance will result in equal compensatory time.
I have received a copy of the JASP/Project Divert "Rules & Regulations" and understand them
fully.
I understand that I will not be paid for my work and that my work will be for a non - profit
community agency.
