RESOLUTION NO. 8 — 93/94
A RESOLUTION OF THE VILLAGE COUNCIL OF
I f THE VILLAGE OF TEQUESTA, PALM BEACH
COUNTY, FLORIDA, AUTHORIZING VILLAGE OF
TEQUESTA PARTICIPATION IN THE JUVENILE
ALTERNATIVE SERVICES PROGRAM WITH
CONDITIONS AND AUTHORIZING THE VILLAGE
MANAGER TO EXECUTE THE APPLICABLE WORK
SITE AGREEMENT UPON SECURING SUPERVISORY
VOLUNTEERS.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS:
SECTION 1. The Village of Tequesta is hereby authorized to
enter into an Agreement with the Juvenile Alternative
Services Program to provide a community work service program
site for children who have voluntarily, pursuant to Law,
agreed to or have been required by Court Order to perform a
specified number of Community Work Service Hours for
committing a law violation.
SECTION 2. The use of the property of the Village of
Tequesta as a Juvenile Alternative Services Program work site
is conditioned upon Village Staff securing sufficient
volunteers necessary to supervise the services of JASP Work
Service participants.
SECTION 3. The Village Manager is authorized to execute the
Work Site Agreement on behalf of the Village upon securing a
sufficient number of supervisory volunteers to oversee JASP
work site participants.
THE FOREGOING RESOLUTION was offered by Councilmember
William E. Burckart , who moved its adoption. The motion
was seconded by Councilmember Elizabeth A. Schauer , and
upon being put to a vote, the vote was as follows:

WORRSITE AGREEMENT CONDITIONS
Approval of the Juvenile Alternative Services Program Worksite
Agreement by the Village of Tequesta is based on the following
conditions:
o The Tequesta Work Site be limited to no more than five
(5) juveniles at any given time
o Preference be given to Tequesta residents

CHAPTER VIII
CREATIVE SANCTIONS
8.1 SANCTIONS RELATED TO THE TYPE OF OFFENSE
The following are samples of sanctions which may be assigned. They are divided
into the following sections:
A. Drug Related Offenses
B. People Related Offenses
C. Property Related Offenses
D. Victimless /Miscellaneous Offenses
Hearin Officers are not limited to only those sanctions listed.
A. DRUG RELATED OFFENSES
Sanctions:
1 . Attend a community -based drug program.
• 2. Complete a drug education course.
3. Write and submit a report on:
a. Marijuana and the law
b. Physical effects of "pot"
c. Marijuana and crime
d. LSD - Psychological dangers
e. Amphetamines - use and abuse
f. Barbiturates - danger of misuse
g. The opiates (Morphine, Heroin, and Codeine)
h. Alcohol and teenagers
4t Spend a designated number of hours as a volunteer at a drug rehabilitation
center, and submit time sheet.
S. Interview a drug rehabilitation counselor. Write a report.
6. Collect literature from the Bureau of Narcotics and Dangerous Drugs,
U.S. Dept. of Justice, Washington, D.C., and prepare a folder.

8. Interview a drug addict. (Ask your local drug abuse treatment centers
for assistance) and write report.
9. Visit vour local chapter of Alcoholics Anonymous and collect information.

11 . Write to a drug rehabilitation program for statistics and information.
r 12. Investigate and report on the laws that govern the sale and serving of
intoxicants in this county.
r 13. Collect and submit newspaper articles on alcohol- related accidents and
injuries.
14. Assign community service work hours.

RESOURCES: Refer youth to a school or public library, local pharmacy, health
department. and /or drug rehabilitation center. Contact COPE, Information
and Referral Specialist for additonal information. (See Appendix)

B. PEOPLE RELATED OFFENSES

May include such offenses as:

Sanctions
1. Visit the county jail. Write a 500 word report on findings.
2. Interview a jail guard or an inmate if possible. Write a report.
3. Interview a Public Defender and identify his /her job requirements and
specific duties.
4. Attend adult court and write a report on what you observed.
5. Collect newspaper articles on crimes committed against people. Make
a scrapbook and essay.
• 6. Write a letter of apology to the victim(s).
7. Interview a local attorney. Discuss assault and battery charges.
8. Identify expected behavior and establish sanctions.
a. Referral to Mental Health
b. Referral for a psychological evaluation or a physical examination.
c. Parental counseling.
9. Restitution to aggrieved party.
• 10. Assign to the community service work program.

C. PROPERTY- RELATED OFFENSES
May include such offenses as:
.....Breaking and entering
.....Criminal mischief
.....Auto theft
.....Vandalism
.....Shoplifting
.....Burglary
A rson

Sanctions:
1 . Restitution to aggrieved parties for full amount.
2. Reparation - a sum of money ordered paid to the aggrieved party if an
item cannot be repaired or replaced (photos, film, etc.).
• 3. Restriction from associating with co- defendant(s).
4. Letter of apology to victim(s).
5. Repair damages and absorb cost of such repairs.
6. Write a 300 word report on courage, morality, and integrity.
7. Contact the School Board and establish how much damage is done in
dollars and cents by juveniles during a given school year.
8. Do a research project on the average sentence given to an adult for the
property related crime. Interview a judge or public defender.
9. Assign to the community service work program.
10. Check for "undiagnosed" symptoms (personality difficulties, nervousness,
fears, temper tantrums, depression, unexpressed hostility). A referral
to a mental health facility may be in order.

Sanctions:
• 1 . Develop a fire escape plan for your family.
2. Visit a gunsmith and inquire about regulation regarding purchases and
the handling of weapons. Write a report.
3. Collect newspaper articles on weapon injuries.
4. Volunteer to work a set number of hours at the Humane Society or Wildlife
Refuge.
S. Interview a veterinarian and write a report on the care. expenses, and
animal control regulations in the community.
9. Contact your health Department and talk with someone about the veneral
disease rate in this country. Collect literature and write a report on
what you learned.
10. Attend a family planning clinic.
11 . Attend Adult Court and write a report on what you observed.
12. Prepare a book report pertaining to the offense (book assigned by hearing
officer).
13. Review Licensing laws and write a report.
14. Assignment to community service work program.

8.2 RESTITUTION (Ideas to earn money)

.....Hold a car wash.
.....Sweep gas station lots, parking lots for a small fee.
.....Have a flea market sale with belongings you no longer need.
.....Repair bikes, lawn mowers, and the like.
.....Paint house numbers on mailboxes.
.....Wash mobile homes.
.....Plow lawns, edge, rake leaves.
.....Trim hedges and trees.
.....Collect aluminum cans for recycling.
.....Collect old newspapers for recycling.
.....Do pool care services.
.....Babysit.
.....Do ironing.
.....Do domestic work in homes.
.....Sell your own art work.
.....Do yard or clean -up work.
.....Tutor.
.....Hold baseball or football clinics.
.....Hold soccer clinics for a fee.
.....Do typing.
.....Secure a paper route.
.....[Nash cars for car dealers.
.....Distribute handbills for merchants.
.....Walk dogs.
.....Do pet grooming.
.....Train dogs.
.....Contact nursing home and try to secure a daily job walking the patients.
(Family members will be happy to pay a small fee to have their loved ones
taken outdoors each day.)

8.3 SAMPLE FACILITY VISITSANTERVIEWS REPORTS
The Arbitrator may want the juvenile to arrange to tour a local facilit% and
write an essay on the facility. Below are suggestions for this type of disposition.
A. POST OFFICE
.....flow the government regulates postage.
.....The letter - from sender to receiver.
.....Fraud in the postal system.
B. CITY HALL
.....Visit and describe any of the departments.
C. BANKS
.....Discuss how good credit is obtained.
.....Discuss the procedures for obtaining a loan.
.....Discuss government regulations over the banking institutions.
• D. SCHOOL BOARD
.....Tour and investigate the cost of crime on the school budget.
.....Attend school board meetings and investigate their responsibilities to the
community.
E. SEWAGE PLANT
.....How the plant is run.
.....Describe the standards set by the government.
.....Importance to the community.
F. COURT CLERK
.....What the Court Clerk's duties are..
G. LAW ENFORCEMENT OFFICE
.....Interview a law enforcement officer rind write a report.

8.4 SAMPLE ESSAY TOPICS (300 -1000 words)
Below is a list of some subjects that can be used for essays:

.....Why I should not steal other's property.
.....Cost of repair of property abused and trespassed upon.
.....Peer pressure.
.....Cost of thefts to the store and the taxpayer.
.....Shoplifting and how to stop.

.....Permissible locations to ride a dirt bike (hunt /fish, etc.)

NOTE: When assigning an essay, take into account the child's ability to write,
his /her age, and what type of student he /she is. Do not set the child up for
failure by assigning too many words. Do not assign pages, assign words. Essay
must be handwritten in ink, not typewritten.
8.5 SAMPLE RESEARCH REPORTS (500 -2000 words)
Here are some topics Arbitrator's may want to assign.
A. WRITE AN ESSAY ABOUT "WHY MARIJUANA IS USED."
In the essay the following topics should be discussed:

.....Why users need to feel that way.
.....What I think of those who use the drug.
.....I -low much are they influenced by their friends to use marijuana.
