A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY,
FLORIDA, AUTHORIZING AND DIRECTING THE
VILLAGE MANAGER TO CAUSE TO BE CALLED A
SPECIAL ELECTION TO BE HELD JANUARY 15,
1991, FOR THE PURPOSE OF PROPOSING TO THE
REGISTERED VOTERS OF THE VILLAGE OF
TEQUESTA A "STRAW VOTE" QUESTION RELATING
TO WHETHER THE CURRENT CONTRACTED SERVICES
OF PALM BEACH COUNTY FOR FIRE /RESCUE
SERVICES SHOULD BE DISCONTINUED AND FOR THE
VILLAGE OF TEQUESTA TO PROVIDE FOR AN
OVERALL PUBLIC SAFETY DEPARTMENT TO HANDLE
POLICE, FIRE AND EMERGENCY MEDICAL
SERVICES; ESTABLISHING THE BALLOT LANGUAGE
TO STATE THE QUESTION; PROVIDING AN
EFFECTIVE DATE; AND FOR OTHER PURPOSES.
• WHEREAS, the Village of Tequesta currently contracts
with Palm Beach County for the provision of fire /rescue
services; and
WHEREAS, interest has been expressed that the Village
create its own Department of Public Safety to provide for
and manage the delivery of police, fire and emergency
medical services; and
WHEREAS, it is deemed to be in the best public interest
that before the Village Council considers the matter
further, the current sentiment of the Village electorate on
this issue be determined by a "straw vote" to be held on
January 15, 1991, at a special election of the Village of
Tequesta.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL
OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA,
that:
Section 1. For the purpose of determining the current
sentiment of the electorate of the Village of Tequesta
relative to whether or not the Village should discontinue
its current relationship with Palm Beach County for the
provision of fire /rescue services and create its own
Department of Public Safety to provide for combined police,
fire and rescue services, there shall be placed on the
January 15, 1991, special election ballot the following
question:
STRAW BALLOT QUESTION
Shall the manner of providing for public safety
in the Village, by and through the Village
Police Department and through contracted
services with Palm Beach County for
fire /rescue, be changed so as to phase in the
establishment of a Public Safety Department
within the Village to provide for and manage
the combined services of police and
fire /rescue?

The ballot shall clearly indicate spaces to answer
"YES" and "NO" to the above question.

Section 2. Said "straw vote" election shall be
conducted at a special election on January 15, 1991, at 357
Tequesta Drive, in the Village of Tequesta. The election
officers who shall conduct said "straw vote" election shall
be appointed by the Village Council.
Section 3. The voted answer to the "straw vote"
question shall be deemed advisory only, and shall not be
binding upon the Village Council, or the officers and
employees of the Village.
Section 4. This Resolution shall take effect
immediately upon its passage.
THE FOREGOING RESOLUTION was offered by Councilmember
Ron T. Mackail who moved its adoption. The motion was
seconded by Councilmember Earl L. Collings, and upon being
put to a vote, the vote was as follows:

The Mayor thereupon declared the Resolution duly passed
and adopted this 8th day of November, 1990.
