HomeMy WebLinkAboutResolution_02-90/91_10/25/1990 r • RESOLUTION NO. 2 -90/91 • A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, PROVIDING FOR ADOPTION OF AN ANNEXATION POLICY AND ASSOCIATED PROCEDURES. WHEREAS, the 1989 Village of Tequesta Comprehensive Plan Intergovernmental Coordination Element, Objective 1.3.2, specifies that the Village will "Prepare and adopt an official annexation policy using methods and guidelines established by the Palm Beach Countywide Planning Council in its annexation policy adopted May, 1988;" and WHEREAS, the Village Council finds an annexation policy to be desirable so as to provide structure and guidance to Village annexation efforts and procedures; and WHEREAS, a clear, defined annexation policy communicates the j Village's intentions to other local governments and interested parties. NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village of Tequesta, Florida, as follows: j i Section 1. The Annexation Policy attached hereto, comprised of pages A -1 and A -2 and Exhibit A, and Policies 1.1.1 through f1.1.6 is hereby adopted as the Official Annexation Policy of the (Village of Tequesta. Section 2. A report shall be prepared setting forth plans to provide urban services to areas A and B to be annexed per Florida Statute 171.042(1) as a prerequisite to any referendum to be convened by the Village. s Section 3. Certified copies of this Resolution shall be forwarded to the Palm Beach County Board of County Commissioners and to the Palm Beach County Countywide Planning Council. THE FOREGOING RESOLUTION was offered by Councilmember Ron T. !,Iackail who moved its adoption. The motion was seconded by Councilmember Earl L. Capretta Ij ATTEST: Bill C. -4C TCerk velis Villag GOALS, OBJECTIVES AND POLICIES Goal 1.0: Resolution No. 9 -87/88 of the Village Council of the Village of Tequesta, has established the ultimate annexation areas for the Village, generally described as Sections 22 through 27 and the unincorporated portion of Section 36. The Village of Tequesta will concentrate initially to annex those unincorporated areas east of the Northwest Fork of the Loxahatchee River, North of the Town of Jupiter, and South of the Martin County line. The Village encourages proactive interjurisdictional planning for annexation to reduce annexation conflicts,to encourage coordinated planning for the provision of capital facilities and services for proposed annexation areas, to facilitate orderly transition of service provision, to discourage the creation of enclaves and to actively pursue the elimination of existing enclaves. Through annexation, the Village seeks to unify that urban service area external to the boundaries of the Village to • enable further association and trade, socially and economically of the citizenry. Objective 1.1.0: Actively pursue annexation of the following areas in the priority order indicated: 1. Properties whose owners have expressed an interest in being annexed, particularly those which square up the Village Eastern Corporate Boundary and provide a compact urban form. 2. Properties defined as "pockets" of unincorporated Palm Beach County. 3. Properties contiguous to the Village. Policies 1.1.1. The Village shall actively pursue expansion of the Village's tax base. Areas to be annexed must satisfy a cost /benefit analysis to ensure that the revenues from existing development, Is new development and /or redevelopment will Equal or exceed the costs of services and capital expenditure:; by the Village. 1.1.2 ?'he Village shall endeavor initially to annex :hose unincorporated areas of Palm Beach County identified as A, B, C, D and E on the �;rttached Exhibit A. 1.1.3 The Village shall identify Public Facility and infrastructure needs within an area to be A -1 annexed. Provision of the necessary Public facilities and /or infrastructure shall be • obtained by either entering into developer agreements, by qualifying for funds as set forth in the Palm Beach County Annexation Incentive Program, by shared cost between the Landowners and the Village through the application of the Village's Capital Improvement Program or other appropriate funding sources authorized by the Village Council, or by combination of the above methods. 1.1.4 The Village shall, as necessary, enter into interlocal agreements with Palm Beach County, Martin County and /or adjacent municipalities to ensure an orderly and efficient provision of services. 1.1.5 The Village shall undertake active interjurisdictional coordination by communicating with adjacent municipalities in regard to future annexations. The Village shall coordinate with Palm Beach County, and the Palm Beach County Countywide Planning Council to resolve any potential annexation conflicts. 1.1.6 The Village will not attempt during the next five years, but would not discourage, annexation of unincorporated Martin County areas.
