HomeMy WebLinkAboutResolution_05-89/90_02/08/1990 i RESOLUTION NO. 5 -89/90 A RESOLUTION OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, URGING THE BOARD OF COUNTY COMMISSIONERS OF PALM BEACH COUNTY AND THE PALM BEACH COUNTY LEGISLATIVE DELEGATION NOT TO SUPPORT THE TRANSFER OF ALL ASSETS AND LIABILITIES FROM THE SOLID WASTE AUTHORITY OF PALM BEACH COUNTY TO THE BOARD OF COUNTY COMMISSIONERS, AND NOT TO SUPPORT A RESTRUCTURING OF THE SOLID WASTE AUTHORITY BOARD. WHEREAS, it has come to the attention of the Village Council of the Village of Tequesta that the selection and purchase of land in the unincorporated area of Palm Beach County, West of Boca Raton (Site 1) for the siting of a landfill and possible resource recovery plant continues to be opposed by certain residents and landowners in the affected area; and WHEREAS, as a result thereof, one County Commissioner has caused the preparation of a draft bill which would repeal chapter 75 -473, Laws of Florida, as amended, which established; the Solid Waste Authority of Palm Beach County. A copy of the draft bill is attached hereto as Exhibit "A ". WHEREAS, said draft bill would transfer assets and liabilities of the Solid Waste Authority to the Board of County Commissioners, ostensibly for the purpose of negating the selection of Site 1 as the future location of the South Countl's landfill and resource recovery plant; and WHEREAS, the abolition or restructuring of the Solid Waste Authority is clearly not in the best interest of a majority of the people in Palm Beach County because it would not adequately provide for municipal representation; and WHEREAS, the municipalities of the County continue to have a strong governmental interest in the collection and disposal of solid waste. NOW, THEREFORE, BE IT RESOLVED BY the Village Council of the Village of Tequesta, Florida: R Section 1. The Board of County Commissioners is strongly urged not to recommend any bill which repeals Chapter 75 -463, Laws of Florida, or attempts to restructure the membership balance of the Solid Waste Authority Board. Section 2. The Legislative Delegation of Palm Beach County is likewise strongly urged to reject removal of governing authority for solid waste disposal from the Solid Waste Authority of Palm Beach County, or to permit the restructuring of the membership to shift the membership balance of the Solid Waste Authority Board. Section 3. This Resolution shall take effect immediately upon its adoption. 1 Section 4. Copies of this Resolution shall be forwarded by the Village Clerk to members of the Board of County Commissioners and the Legislative Delegation. THE FOREGOING RESOLUTION was offered by Councilmember William E. B , who moved its adoption. The Resolution was seconded by Earl L.
