HomeMy WebLinkAboutResolution_02-87/88_11/03/1987 RESOLUTION NO. 2 -87/88 A RESOLUTION OF THE VILLAGE OF TEQUESTA RECOMMENDING THAT THE PALM BEACH COUNTY BEACHES AND SHORES COUNCIL VOTE FAVORABLY TO ENDORSE THE U.S. ARMY CORPS OF ENGINEERS "GENERAL DESIGN MEMORANDUM" PROVIDING FEDERAL FUNDING FOR BEACH EROSION CONTROL PROJECTS FOR PALM BEACH COUNTY. WHEREAS, ocean storm erosion has dangerously eroded beaches and dunes protecting the lives and welfare of thousands of citizens in Palm Beach County; and WHEREAS, beach and dune erosion has disturbed and destroyed the breeding habitat of sea turtles and other endangered species of sealife, which must be restored by rebuilding beaches and dunes; and WHEREAS, many Palm Beach County beach parks, including Coral Cove Park in Tequesta, are endangered by erosion of beaches and destruction of dunes by storm waves; and WHEREAS, Palm Beach County ocean residents are in danger of hurricane or severe storms surge, flooding of parks and homes where protective beaches are eroded and dunes ruptured; and WHEREAS, the U.S. Army Corps of Engineers "General Design Memorandum" is supported by proposed federal funding of about $23,000,000 for the State of Florida and Palm Beach County beach erosion control projects; and WHEREAS, Oceanographic Engineers for Palm Beach County have developed beach and dune erosion control planning which can be coordinated compatibly with beach erosion control projects designed by the U.S. Army Corps of Engineers; and WHEREAS, the U.S. Army Corps of Engineers federal funding is a vital and necessary key link in beach erosion control for the State of Florida and Palm Beach County. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA: Section 1 . That the Village Council of Tequesta, Florida recommends that the Palm Beach County Beaches & Shores Council vote favorably in support of the U.S. Army Corps of Engineers General Design Memorandum for beach erosion control projects in Palm Beach County, provided that protective measures are adopted preserving rock reef outcroppings, restoring beach sand depth for sea turtle nesting, and urgently needed reconstruction and stabilization of dunes. Section 2 . That the Village Council of Tequesta strongly supports the Palm Beach County Commission in a beach and dune erosion control program coordinated with the U.S. Army Corps of Engineers and the State of Florida Beaches & Shores Division of the Department of Natural Resources, utilizing Federal, State, and County funding. .., • 2 - Section 3 . That the Village Council of Tequesta urgently requests that the State of Florida join with the U.S. Army Corps of Engineers and Palm Beach County in a program of beach and dune restoration to prevent ocean storm surge destruction of Coral Cove Park North and South, where the State of Florida and Palm Beach County have invested over $15,000,000 in land procurement and development, which when completed will create a total of 25 acres of beautiful ocean beach park. THE FOREGOING RESOLUTION was offered by Councilmember Earl L. Collings who moved its adoption. The Resolution was seconded by Councilmember Edward C. Howell and upon being put to a vote, the vote was as follows: FOR ADOPTION AGAINST ADOPTION Earl L. Collings Edward C. Howell Ron T. Mackail Edwin J. Nelson _Carlton D.
