HomeMy WebLinkAboutResolution_10-85/86_05/13/1986 RESOLUTION NO. 10 -85/86 A RESOLUTION OF THE VILLAGE OF TEQUESTA, FLORIDA, OPPOSING THE HIRING OF ADDITIONAL FIREFIGHTERS FOR MUNICIPAL SERVICE TAXING UNIT NUMBER ONE (1) IN PALM BEACH COUNTY, FLORIDA FOR FISCAL YEAR 1986 -1987, SOLI- CITING ACTION AND SUPPORT OF VARIOUS ELECTED BODIES AND FOR OTHER PURPOSES. WHEREAS, on August 15, 1984 the Village of Tequesta entered into an interlocal agreement with Palm Beach County providing for Fire - Rescue Services within the Village of Tequesta by the Palm Beach County Fire - Rescue MSTU No. 1; and WHEREAS, the Palm Beach County Fire - Rescue Department must present a budget for adoption consideration to the Palm Beach Board of County Commissioners each year; and WHEREAS, the Palm Beach County Fire - Rescue Department has completed and reviewed their preliminary budget for MSTU No. 1 for fiscal year 1986- 1987 with officials of the Village of Tequesta on May 8, 1986; and WHEREAS, the said preliminary budget for MSTU No. 1 contained numerous budgetary increases in excess of the current fiscal year 1985 -1986 MSTU No. 1 budget including, but not limited to, the provision of ten (10) additional firefighters; and WHEREAS, the hiring of additional firefighters, other than for ordinary personnel turnover, would be an increase in the Fire - Rescue Depart- ment personnel compliment for MSTU No. 1 and would provide Fire - Rescue manpower levels in excess of the requirements of the State of Florida Statutes: NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village of Tequesta, Florida, as follows: Section 1. The foregoing recitals are hereby ratified and confirmed. Section 2. The preliminary Palm Beach County Fire - Rescue budget for fiscal year 1986 -1987 is excessive and specifically provides for a fire - fighter personnel compliment and /or level of service in excess of the require- ments of the State of Florida and beyond the desires and /or funding capabilitie of the taxpayers of the Village of Tequesta and is therefore opposed until such time as the request is fully justified. Section 3. The Board of County Commissioners for Palm Beach County is urged to compel the Fire - Rescue Department to use reason and constraint in its budgetary requests for MSTU No. 1 and to compel the Fire - Rescue Depart- ment to work closely with the appropriate elected or appointed officials of the Village of Tequesta and the other various municipalities and interested citizens of MSTU No. 1 so that the Fire - Rescue Department will fully ascertain 2 the service level desired and funding capabilities of the citizens residing within MSTU No. I and thereafter submit a budget for consideration by the Board of County Commissioners which fully coincides with the desires and wishes of those taxpayers of MSTU No. 1. Section 4. The municipalities of Jupiter and Jupiter Inlet Colony are urged to work closely with the Village of Tequesta towards the goal of insuring that MSTU No. 1 receives fire- rescue services at a level and cost desired by the citizenry. Section S. That a certified copy of this Resolution be sent to the Board of County Commissioners for Palm Beach County, and to the appropriate official(s) of the Town of Jupiter and the Town of Jupiter Inlet Colony. 'PHE FOREGOING RESOLUTION was offered by Councilmember Edwin J. Nelson who moved its adoption. The motion was seconded by Council - member Ron Mackail and upon being put to a vote, the vote was as follows: FOR ADOPTION AGAINST ADOPTION Jill K. Gemino Edward C. Howell Carlton D.
