Tequesta Vitlage Council:
RE: Proposed zoning change for drug rehab facilities in the MU (mixed use) district.
1. The Comp plan looked at our available undeveloped properties versus what the long term needs of the
COMMUNITY was, i.e. drycleaners, Walgreens, medical, bank, grocery stores, hardware, restaurants, etc.
These are uses that support the Village's residents. At that time, it did not anticipate a community need for
this and not much has changed since then in the complexity of the people living here. Also, note no
evaluation or study was made to determine that this is needed for our community_ (Also, a rehab facility is
being contemplated for Jupiter, will this endanger the success of this proposal; i.e. another pink elephant?)
2. The change in zoning would affect other areas, and allow this to proliferate. There are other potential
undeveloped areas for facilities such as this, if this is allowed in this zoning district, we could become a
Mecca for these facilities.
3. There is not way to protect the taxable status. This could be sold to a not for profit company, and we
would lose the tax base.
4. WPB could not force businesses to hire law enforcement officers, how can we?
5. There is an existing drug problem in the nearby vicinity; this could be a magnet for more drug activity.
6. How will u�ine, blood etc. be handled if someone is assigned to this facility, and have to report to one of
its Counselors? This is often done for an extensive time after being discharged. Additionally, the success of
these programs is assured by ongoing counseling, when this is not to be provided the facility itself will suffer.
7. The Village already has 2 Assisted Living facitities (nursing homes) and another property zoned for it
(zoning may have lapsed.) We also have two liquor stores and a brewery, now do we need a drug detox
facility (i.e. rehab center?)
8. My husband, Dr. Dube, ran Heritage House in Stuart. He affirms that you cannot separate a rehab
facility from the detoxification and drugs used to do so.
Most of us would like to remove the pink elephant, but this could make it into a permanent, active
detriment. Our citizens will have to live with this, as well as the potential of more facilities. Of course a
developer has a right to ask to build something, but if iYs not in our code it should have been turned away
immediately.
I am hoping you will consider what is good for the long term, and vote "no."
