VILLAGE COUNCIL SPECIAL MEETING
MONDAY, JULY 23, 2007
VILLAGE HALLCOUNCIL CHAMBERS

9:00 A.M.
Call to Order
The meeting was called to order by Mayor Humpage at 9:00 a.m. A roll was
taken by Village Clerk Lori McWilliams. Present were: Mayor Jim Humpage, Vice
Mayor Pat Watkins, Member Daniel Amero, Council Member Tom Paterno, and
Council Member Calvin Turnquest, Also in attendance were Village Manager
Michael R. Couzzo, Village Clerk Lori McWilliams, and Department Head JoAnn
Forsythe, Director of Finance.
II. Resolution 58-06107- A Resolution of the Village Council of the Village of
Tequesta, Palm Beach County, Florida, setting the proposed Ad Valorem
Millage Rate for the Village of Tequesta for Fiscal Year 2007/2008 at a rate
of 5.7671 Mils per $1,000.00 of assessed value.
• MOTION: Vice-Mayor Watkins moved to approve the Resolution 58; Council
Member Turnquest seconded the motion. Item was opened for discussion.
Village Manager Couzzo explained the roll back rate from last year and noted Florida
Legislator recommended Tequesta roll back its rate from last year, minus nine percent.
He stated there was an option to go higher and that Jupiter Island was higher and he
believed Jupiter was as well.
Council Member Amero asked Ms. Forsythe if she had any concerns with the budget at
the proposed millage rate. Ms. Forsythe responded no. Vice-Mayor Watkins commented
that Tequesta was very fortunate to be able to roll back the rate and believed it was due
to several years of planning and the administration should be commended. She
confirmed that once the millage rate was set it could be lowered but could not be raised;
She Clarified Ms. Forsythe was comfortable with these figures.
Council Member Paterno commented this was the best thing that had happened. He felt
this was something Tequesta owed to the tax payers and would like to see the figures
squeezed a bit tighter. He felt the economy was having a hard time growing because of
housing taxes and insurance and stated even businesses could not pay their CAM
rates. He concluded that this was a move in the right direction to possibly stimulate the
economy.

MOTION: Vice-Mayor Watkins moved to approve Resolution 58; Council Member
Turnquest seconded; motion carried unanimously 5-0.
IV. Adjournment
MOTION: Council Member Amero moved to adjourn the meeting; Vice-Mayor Watkins
seconded the motion, which carried by unanimous 5-0 vote. Therefore, the meeting
was adjourned at 9:06 a.m.
