NUMEROUS MEETINGS AND SPECIAL WORKSHOPS REGARDING GMH'S
PROPOSAL TO DEVELOP A"HIGH-END" WELLNESS AND RECOVERY
CENTER IN THE VILLAGE OF TEQUESTA. VILLAGE COUNCIL AND
STAFF HAVE SPENT COUNTLESS HOURS CONSIDERING GMH'S
PROPOSAL, SOLICITING COMMENTS AND QUESTIONS FROM OUR
RESIDENTS TO ENSURE ALL ISSUES WERE ADDRESSED. TO DATE, WE
HAVE MADE GREAT PROGRESS ADDRESSING THE CONCERNS OF
C�UNCIL, STAFF AND MOST IMPORTANTLY, OUR RESIDENTS. i FIRMLY
BF.LIEVE THAT OLTR JOB AS YOUR REPRESENTaTIVE IS TO RELY ON
THE FACTS ANl� NOT OUR PERSONAL LIKE5 A'.vD DISLIKES IN MAKING
OUR DECISION. I WOULD LIKE TO HIGHLIGHT THOSE ISSUES RAISED
BY COUNCIL, STAFF AND RESIDENTS AND HOW WE RESOLVED THEM.
MAIN ISSUES & RESULTS:
DETOX: NO DETOX WILL TAKE PLACE WITHIN THE FACILITY. IF
REQUIRED, IT WILL BE PREFORMED AT ANOTHER
LOCATION PRIOR TO ADMITTANCE.
ACCESS: THE VILLAGE BLVD. ENTRANCE WILL BE CLOSED AND
THE PRIMARY ENTRANCE WILL BE OFF OLD DIXIE
HIGHWAY.
SECURITY: INTERNAL SECURITY WILL BE 24/7 WITH A FULL TIME
STAFF MEMBER AT THE ENTRY/ EXIT DOOR. THE
CENTER PERIMETER SHALL BE MONITORED VIA 24 HOUR
VIDEO SURVEILLANCE. STAFF WILL MONITOR THE
SURVEILLANCE VIA VIDEO SCREENS WITHIN THE
CENTER'S OFFICE. ANY UNAUTHORIZED BREACH OR
POTENTIAL SECURITY THREAT WILL BE REPORTED TO
THE TEQUESTA POLICE DEPARTMENT.
STAFFING: PRIOR TO EMPLOYMENT ALL GMH EMPLOYEES ARE
REQUIRED TO PASS REFERANCE CHECKS,
SUBSTANCE ABUSE SCREENING, BACKGROUND AND
CRIMINAL CHECKS.
PATIENTS: THE DENSITY LEVEL HAS BEEN REDUCED FROM 10 UNITS
PER ACRE TO 8 UNITS PER ACRE.

PROPERTY
VALUES: PROPERTY VALUES ARE SET BY PALM BEACH COUNTY
SPECIFIC TO THE ACTUAL PROPERTY IN QUESTION. IT IS
MY OPINION THAT SURROUNDING PROPERTIES WILL
HAVE A POSITIVE IMPACT WITH REGARD TO VALUES.
THE FACILITY WILL BE AESTHETICALLY IMPROVED AND
LANDSCAPED. IF NOTHING HAPPENS, THE AREA IN
QUESTION WILL CERTAINLY DECLINE.
HOW DOES THE FACILITY BENEFIT THE VILLAGE?
ADDITIONAL JOBS WILL BE CREATED.
A 10 YEAR OLD EYESORE WILL BE CLEANED UP.
THERE WILL BE LESS TRAFFIC THAN A MAXIMUM RESIDENTIAL
BUILD OUT ON VILLAGE BLVD.
LOCAL BUSINESSES WILL BENEFIT FROM PRODUCT SALES.
LOCAL BUSINESSES WOULD ALSO BENEFIT FROM STAFF USE.
LOCAL BUSINESSES USED FOR ONGOING MAINTENANCE AND REPAIRS.
LICENSING FEES AND PERMIT FEES.
REAL ESTATE TAXES CONTRIBUTING TO TEQUESTA'S BUDGET.
WATER REVENiJES FROM TEQUESTA'S WATER PLANT.
BENEFACTORS TO OUR SCHOOLS SUCH AS "PROJECT GRADUATION".
BENEFACTORS TO "A WOUNDED WARRIOR'S SECOND CHANCE".
GRANTS AND DISCOUNTS TO VILLAGE RESIDENTS AND EMPLOYEES.
THESE "FACTS" BENEFIT THE ENTIRE VILLAGE, ESPECIALLY
THE SURROUNDING AREAS. THE "DARK SIDE" STIGMA THAT SOME
ARI�: CONCERNE�D WITH, IN MY OPI�,`lON, IS IINFOUNDED. THIS IS A
"HIGH -END" CENTER SUCH AS THE BETTY FORD CLINIC AND WISHES
TO REMAIN OUT OF SIGHT AND OUT OF MIND. I AM SURE THEIR
CLIENTS WILL EXPECT NOTHING LESS.
AS YOUR REPRESENTATIVE, IT IS MY JOB TO BE GUIDED BY RESIDENT
AND STAFF INPLIT USING THE FACTS AT HAND, AND NOT GUESS WORK.
OBSERVATIONS
IN TRYING TO GET THE PULSE OF OUR COMMUNITY I HAVE MET WITH
RESIDENTS FROM THE COUNTRY CLUB COMMUNITY, RESIDENTS
BETWEEN OUR BRIDGE AND OLD DIXIE HIGHWAY, THE BUSINESS
COMMUNITY, BEACH ROAD RESIDENTS AND RESIDENTS NEIGHBORING
THE CENTER. I WOULD ESTIMATE I HAVE SPOKEN TO SOME 400
FOLKS. I RESPE',CTFtiLLY SAY 85% OF THOSE INDIVIDUALS FELT THE
FACILITY WOULD BE A BENEFIT TO THE VILLAGE. THESE WERE
THEIR COMMENTS IN ORDER OF PRIOIRTY:
THE CENTER WOULD REPLACE AN EYESORE THAT HAS BEEN
SITTING VACANT FOR TEN YEARS PLUS.
THE CENTER WOULD GENERATE BUSINESS WITHIN THE VILLAGE.
THE CENTER WOULD BRING JOBS TO THE VILLAGE.
THE CONCERN OF WHAT MIGHT HAPPEN TO THE PROPERTY
IF THE IMPROVEMENTS ARE NOT MADE.
THE FACILITY WOULD BRING REVENUE TO THE VILLAGE.
RESIDENTS WHO WERE UNDECIDED OR OPPOSED TO THE FACILITY
WERE PRIMARILY CONCERNED WITH THE THOUGHT OF A DRUG
AND ALCOHOL CENTER WITHIN THE VILLAGE AND WHAT "MIGHT"
OCCUR. WHILE I RESPECT OPINION'S OF OTHERS, DECISIONS SHOULD
BE BASED ON "FACTS" AND N�T "WHAT IF".
THE NOTION OF THIS CENTER ATTRACTING UNSAVORY CHARACTERS
TO THE VILLAGE IS UNFOUNDED. GIVEN THE SECURE AND SERENE
NATURE OF THE; CENTER, THE CONTRARY IS TRUE.
IN CLOSING
WHILE A VARIETY OF USES ARE ALLOWED IN THE MIXED USE
DISTRICT, THIS PARTICULAR PARCEL HAS RESTRICTIONS BASED
ON A THIRD PARTY AGREEMENT. THE AGREEMENT RESTRICTS THE
CONSTRUCTION TO TOWNHOMES AND CONDOS BEING DEVELOPED.
IN THIS ECONOMY. IF SOMEONE WERE TO TAKE THAT RISK, I'M SURE
IT WOULD BE LOW END AS OPPOSED TO HIGH END. THE MARKET IS
FLOODED RIGHT NOW.

TEQUESTA CLAIMS TO BE FRIENDLY TO DEVELOPERS PROVIDED
THEY MEET THE STANDARDS OF THE VILLAGE. WE HAVE ALREADY
EXPERIENCED THE FAILURE OF TWO PARCELS, AND IN MY OPINION,
THIS WAS DUE TO OVERWHELMING DEMANDS THAT WERE PUT IN
PLACE. I WOULD NOT BE SURPRISED TO SEE ANOTHER DEVELOPER
FORGO A BUSINESS OPPORTUNITY IN THE VILLAGE FOR ANOTHER
LOCATION.
ONE OF MY MAJOR CONCERNS IS THE FACT THAT OVER THESE PAST
MONTHS OF COUNCIL MEETINGS AND WORKSHOPS, MANY REQUESTS
AND REQUIREMENTS WERE ASKED OF THE DEVELOPER.
THE REQUIREMENTS CAME FROM THE VILLAGE AND THE MAJORITY
OF THE REQUESTS WERE FROM OUR RESIDENTS. EVERYONE OF
THOSE REQUIREMENTS AND REQUEST WERE AGREEDED TO BY THE
DEVELOPER AND PLACED IN THE TEXT AMENDMENT.
IT IS MY HONEST OPINION THAT THIS CENTER WILL BENEFIT THE
ENTIRE VILLAGE AND I ENCOURAGE YOU TO ADOPT THE ZONING
TEXT AMENDMENT THIS EVENING.
