HomeMy WebLinkAboutResolution_14-79/80_06/24/1980 RESOLUTION NO. 14 -79/80 A RESOLUTION OF THE VILLAGE OF TEQUESTA, FLORIDA OPPOSING HAZARDOUS AND NUCLEAR WASTE DISPOSAL IN ANY AREA OF PALM BEACH COUNTY AND URGING THAT QUALIFIED LOCAL AGENCIES RETAIN THEIR JURISDICTION OVER ALL HAZARDOUS WASTES WHEREAS, on October 22, 1979 the Environmental Protection Agency designated the Biscayne Aquifer and its recharge area to be the "Sole Source" of potable drinking water for southeast Florida, which said designation places stringent regulations and prohibitions on the surface or underground disposal of any waste materials, especially hazardous wastes; and WHEREAS, there is presently evidence from deep well injection systems that the upper cap of the boulder zone which underlies the Biscayne Aquifer is not completely impermeable and any proposed system for pumping hazardous or nuclear wastes would have to be drilled through the said aquifer which would endanger the "Sole Source" of potable water for southeast Florida; and WHEREAS, any substance injected beneath the said boulder zone is believed to ultimately flow into the Atlantic Ocean, which in the case of hazardous or nuclear waste could result in contamination of the entire eastern seaboard of the United States and Canada through the Gulfstream current; and WHEREAS, the placement of any deep well injection systems for hazardous wastes in Palm Beach County would surely create the possibility for a land spill of said wastes in an area that all environmental agencies have determined to be unsafe for land disposal or hazardous wastes NOW THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA: Section 1. That the Village of Tequesta does hereby strongly oppose any designation of Palm Beach County, Florida, as an appropriate location for any method of hazardous or nuclear waste disposal, specifi- cally including any injection method. Section 2 . That the Village of Tequesta does further oppose any efforts to remove from the Palm Beach County Solid Waste Authority its jurisdiction over hazardous wastes or that of other qualified local agencies. Section 3 . That the Village Clerk send certified copies of this Resolution to all appropriate agencies and officials. THE FOREGOING RESOLUTION was offered by Councilmember Leslie A. Cook , who moved its adoption. The Resolution was seconded by Councilmember Carlton D. Stoddard and upon being put to a vote, the vote was as follows: FOR ADOPTION AGAINS ADOPTION Leslie A. Cook W.H.
