Good Shepard Episcopal Church has submitted an application, tv egpand the esisting sanctuarp. The new egpansion
will be an additional seven thousand (7,000) square feet addition to the egisting sanctuatp.
The egpansion of the sanctaary is rec�uited to be teviewed under the following:
1) Special Exception Use.
2) Variance to tlie pa.rking requirements.
3) Variance to the bui�ding height
4) Site Plan Review.
Sgecial Egceorion Use
Good Shepard Episeopal Church is located iu the R1 Single Family DwelIing Zoning District Churches are a
permitted use under the special exception pLOVision of the code. The sp�cial egceprion use is before tUe ViIlage
Council dne to the e�pansion a.f the e�isting sanctuary.
The criteria of a special egception is as follows:
a) That the propased nse is a per�nitted special eaception us�. S�aff Be.�hor�re. the ea�pansion is qualified undet
the code as a special exception use.
b) That the use is sa designed, located and proposed to be operated so that the public health, safery, vvelfare
and morals will be protected. Staff Fesj�nns� the progosed e�pansion is designed in such � manner tliat the
public welfare and safety is not compromised.
c) That the use vviIl not cause substan�ial injury to the value of other property in the neighborhood where it is
to be located Sta�f Be,rpo,�r� the proposed use will not adverselp affect the surcounding properties.
d) That the use wiIl be compatible with adjoining development and the proposed charaeter of the distact
where it is to be located_ Staff I�espan.r� the egpansion will mauitain the cursent charactef of the district
and will remain compatible.

provided a landscaped pasking area. to serve the new expansian_ (north parking lot)
� That adeqaate off-street parking and loading is provided and ingress and egress is so designed as to cause
minimum interference with traffic on abutting streets. Staff Ke.rporue. the subrnitted design o€ the north
parking lot meets the criteria of the code. The ingress and egress of the parking lot is located on Seabrook
Road. The parking lot contains thirty-five spaees, so tlie impact would be minimal.

Staff has reviewed the special egception use for the egpansion the sanctuary and determined that the application is
compatible with the elements of the Village of Tequesta Comprehensive Plan; that adequate access fs provided for

Section VIII (II)('7), "Off-Street and On-Stseet Parking Space Rec�uirements": Church/house of worship: One (1)
space per four seats or one (1) sgace per thirty (30) square feet af usable �Ioor area of auditorium, w�iehever is greatei,
'or Hist . At the time the Church constructed its school, a variance was granted establishing seventy-nine spaces
contained on the south boundarp of the property. The propetty currentlp has a m�xed-use staius. It was detetmuied
that the more stringent appiicatian of the code would grohibit the consb�uction of the school.

esisting sanctuary. The application of the "greatei'' of the parking requirement would require two hundred and thirty-
three (233) spaces. The Church pioperty would not be able to comply with this application. 'Ihe Church is seeking a
vauance of one hundred and ninety-eight (198) spaces to tlie rec�uir�d tavo hundred and thirty-three spaces; which
would �educe the parking to thirry-five (35) spaces
The application o€ the "Iesser" of the parking regtilations of ane (1) space per fonr seats would require a total of twenty-
nicze (29) spaces_ The applicant is proposing to place thirty-five (35) parking spaces on the northwest boundary of the
p=operty. This is the basis for the variance iequest

The applicant I�as dernonstrated tha.t the application of the "greater" requirement of the regulations is not feasible. The
applicant prefers the appfication of the "lesser" requirement of the parking regulation. The appIicant is able to comply
with this "less�r" applicarion. Therefoxe, the applicant is requesting that a variance be granted ta reduee the required
two hundted and thirty three (233) spaces to thirty five (35) spaces. This repLesents a variance of one hundred and
ninetp eight (198) spaces.

STATEMENT OF INTENDED USE
Good Shepherd Sanctuary Expansion Program
The proposed sanctuary expansion of 7,000 SF, and renovation program of the
existing sanctuary, will enhance the religious worship programs offered to the
residence of The Village of Tequesta and the surrounding community. Current
sanctuary space is cramped and requires 3 services to accommodate participants
during the winter season. Other renovations will be made during the expansion
program to the existing sanctuary to improve efficiency of support spaces and add
new restrooms and make ADA adjustments to comply with current standards.
Parking improvements will be made to add 35 new spaces in a new north parking
lot.

The applicant certifies that the sanctuary expansion site plan attached to the application for
site plan review is consistent with the goals, objectives, and all other provisions of the
village comprehensive development plan and further that the projected use is specifically
authorized by the development ordinances and regulations .
Specifically the site plan depicts an approved Special Exception use for a R-1 Single Family
Dwelling District, see Section VII, 2, d, page 1124. The site plan also cornplies with the
applicable requirements of Section X Supplemental Regulations of the Code, except for
height and parking in which case variances have been applied for. Further that the plan
complies with the criteria applicable to Special Exception uses as detailed in Section X, J,2,

Re: Good Shepherd Sanctuary Expansion - Utility Availability Request
Dear Mr. Crannell:
In response to your request, this will confirm that BellSouth Telecommunications will be the
source of supply for telephone service with adequate capacity to the above referenced project,
provided we are granted a means for our facilities to get to each individual unit (by recorded
easement or conduit). It should be noted that Be1lSouth Telecommunications may require
exclusive easements for structures that house electronic switching equipment (SLC-96 or
substantially similar equipment). The recorded easements will be without restrictive conditions
furnished in a reasonable time to meet service requirements at no cost, cleared of trees, tree
stumps, paving and other obstructions. In addition each applicant shall cooperate with Be1lSouth
Telecommunications to keep the cost of construction and installation of the underground
telephone distribution system as low as possible. Where there are obstructions in the easement
or road crossings, the contractor will provide conduit suitable to Be1lSouth Telecommunications.
However, the company shall have no responsibility to provide service unless these conditions are
met.

sewer service availability for the subject project.
Please be advised that, as of this date, sanitary sewer service can be made
available to the subject property upon the joint execution of a Developers
Agreement and the payment of certain costs in accordance with the District
Rules. Copies of the Developer Agreement and Chapter 31-10 F.A.C., are
available for your review.

To Whom It May Concern:
The site plan is unremarkable related to any environmental concerns. It is not in the 100
year flood and no wetlands exist on the site. There were no endangered species found on
the site that will be impacted by the project.
Consequently our firm s review of the site and the proposed project improvements has
found no environmental impacts related to flora, fauna or wetlands vegetation issues. Also
the project has no airborne emissions associated with it's operation, nor will there be any
associated with it's construction, so there are no air quality issues that will impact the
environment.

The Good Shepherd Episcopal Church proposes to expand its existing sanctuary to the
west. This expansion is limited to only 7,000 SF and will add 116 seats. To
accommodate the parking requirements associated with the new seats, a parking lot is
proposed as part of the expansion. The attached traffic statement was prepared by Gee &
Jenson Engineers-Architects-Planners, Inc., to review the level of traffic impacts, if any,
on the sole adjacent road, Seabrook, from cars entering and leaving this small lot.

Projected Trip Volume Distribution and Movements:
The new 35-space parking lot is located on the north side of the church. In this location it is
separated from the main church entrance and main church parking area. As such it will serve
only to handle overflow parking for 2 Sunday morning church services.
To determine the ratio of arrivals to the church from the north and south directional movements
of Seabrook, church membership addresses were reviewed. From this review we concluded that
approximately 25% of attendees arrive from the north direction of Seabrook and 75°/o from the
south.
Utilizing this arrival ratio, and the fact that after the expansion there will be only 2 Sunday AM
scheduled services, then the following volumes and movements are proj ected for the new parking
lot entrance on Seabrook:

Traffic Impact Analysis:
The Village's adopted Comprehensive Plan designates Seabrook to operate at a LOS of "C."
Therefore, based on Table 4-6 in the supporting documents section of the plan, the following
traffic data applies to Seabrook:
Year 2002
• 286 peak hour trips = LOS A
• Average trips per day projected to be = 3176
Year 2007
� 306 peak hour trips = LOS A
• Average trips per day projected to be = 3406
Notes:
1. The flowing criteria applies for 2 lane roads, with no dividers, at Level of Service "C"
• Peak hour trips — 1340
• Average trips per day - 8600
2. Actual Tequesta Comprehensive Plan projections, based on Average peak trips per day at
Country Club and Seabrook, are 3500 trips, which is well below established Level of
Service "C" criteria of 8600.
Conclusion:
Therefore, based the projected traffic flows between the 35 space parking lot and Seabrook the
peak hour impact will be only an additiona170 trips. And this will be on a Sunday morning only.
So, since actual peak hour trips, with the addition of 70 from the lot, will be only 264 + 70 = 334
or still a LOS A for Seabrook.
Impact on average trips per day will be 3176 + 140 = 3316 or still a LOS A for Seabrook.
Consequently, we are glad to conclude that the proposed new parking lot will not impact the 2002
or 2007 LOS projections for Seabrook.
