Sgecial Egceorion Use Good Shepard Episeopal Church is located iu the R1 Single Family DwelIing Zoning District Churches are a permitted use under the special exception pLOVision of the code. The sp�cial egceprion use is before tUe ViIlage Council dne to the e�pansion a.f the e�isting sanctuary. The criteria of a special egception is as follows: a) That the propased nse is a per�nitted special eaception us�. S�aff Be.�hor�re. the ea�pansion is qualified undet the code as a special exception use. b) That the use is sa designed, located and proposed to be operated so that the public health, safery, vvelfare and morals will be protected. Current sanctuary space is cramped and requires 3 services to accommodate participants during the winter season. Other renovations will be made during the expansion program to the existing sanctuary to improve efficiency of support spaces and add new restrooms and make ADA adjustments to comply with current standards. It should be noted that Be1lSouth Telecommunications may require exclusive easements for structures that house electronic switching equipment (SLC-96 or substantially similar equipment). The recorded easements will be without restrictive conditions furnished in a reasonable time to meet service requirements at no cost, cleared of trees, tree stumps, paving and other obstructions. In addition each applicant shall cooperate with Be1lSouth Telecommunications to keep the cost of construction and installation of the underground telephone distribution system as low as possible. It is not in the 100 year flood and no wetlands exist on the site. There were no endangered species found on the site that will be impacted by the project. To determine the ratio of arrivals to the church from the north and south directional movements of Seabrook, church membership addresses were reviewed. From this review we concluded that approximately 25% of attendees arrive from the north direction of Seabrook and 75°/o from the south. The flowing criteria applies for 2 lane roads, with no dividers, at Level of Service "C" • Peak hour trips — 1340 • Average trips per day - 8600 2. Actual Tequesta Comprehensive Plan projections, based on Average peak trips per day at Country Club and Seabrook, are 3500 trips, which is well below established Level of Service "C" criteria of 8600. Conclusion: Therefore, based the projected traffic flows between the 35 space parking lot and Seabrook the peak hour impact will be only an additiona170 trips. And this will be on a Sunday morning only. So, since actual peak hour trips, with the addition of 70 from the lot, will be only 264 + 70 = 334 or still a LOS A for Seabrook. Impact on average trips per day will be 3176 + 140 = 3316 or still a LOS A for Seabrook. Consequently, we are glad to conclude that the proposed new parking lot will not impact the 2002 or 2007 LOS projections for Seabrook.
