Tequesta Country club has submitted an appiication to egpand the golf course maintenance facility. The egpansion will
consist of an additional 2,000 square �eet to t}�e esisting st=ucture eoupled with an 8IX? square foot detached buitciiczg.
The egpansion of the maintenagee facility is required to be feviewed under the following:
1) Special E�ception Use arithin the R1A/ROP Zoning District
2) Site Plan Review.
S�ecial Egce�tion
Tequesta Countiry Club is located ix� the ROP (recreation open space) and the R1A Single FamiIy Dwelling Zoning
I?istrict The locarion af the ma.intenance facilities is pla.ced on the lots that are located in the R1A Zoning District,
which is owned by the Teqnesta Country Club_ Since the lots a.te cIassified as resideutia� lots, the code requires a
"special egception" Feview bp Village Couneil.
The c�iteria of a specxal egeeption is as £ollows:
a) Tbat the proposed use is a pe�mitted special egEeprion use. Stafj�re. the egpansion is qualified under
the code as a special e%ception use.
b) That the use is so designed, lorated and proposed to be operated so th�t the public health, safetp, welfare
and morals will be protected. Staff Bespmi.ce. the p=oposed egpansion is designed in s�ch a manne� that the
public welfire and safety is not compromised.
c) That the use will nat ca�se substantial injury to the value of other property in the neighbarhaod where it is
to be located_ S�Besponse. the praposec� nse vvill not adversely affect t}i� surrounding properties.
� That th� us� will be compatible vvith adjoining development and th� proposed character of the district
where it is to be located. Sta�jKe.ponse. the egpansion wiII mainta.in the current character of the district
and will remain compatible.
e) That adequate landscaping and screening is provided as required herein. Sta�" I3esporase. hedgi�g and a
wooden fence cu�rently sereen the site. It is recommended that a hedge be placed along the south

Staff has reviewed the special e$ception use far the ezpansion of the golf caurse rnaintenance faciliries and deterfnined
that the applica�ion is compatible with the elements Qf the Vi�age of Tequesta Comprehensive Plan; that adequate
access is pravided for police a.t�d fire emergencies; that the granting of the special exception use would not create
egcessive nuisance factors.
Site Plan Review
Tequesta Country Club is a specia! e�ceprion use pernutted ux the R1A Single Family Dwelling Zoning District nnder
the "Private Club" de6nificm: "Organizations, whi+ch are ps�vately owned anc� operated by their membels and not
operated for profit, whieh mainfain recreation, d'uYinp� afld ad�le�ic facilities for the eg�Iusive use af its members and

The golf course and associated buildings, egclusive of the east parkimg Iot and maintenance facilities, is located in the
ROP (recreation open spa.ce) Zoning Distact. This is a permitted use wit�in tbis zoning clistricG
The east parki.ng lot and the maintenance fa.cilities are located in the R1A Single Family Zoning District This is a
permitted use under the sgecial egception use for the �1A Zoning District (see grivate club).
(solf Co�rse Mainten?�nce Facilitie
The facilities are located on lots 483, 484, 485, and Pa£ceI "E." In order for the egpansion to be in compIiance, the
above lats had to be uni�fied under the "Unitp of Tifle" requirement of the code. 'This p�oceaure has been completed to
the sarisfacrion of the Viliage Attorney.
Staff and the ac�ing �gent for the Country CIub have reviewed the submitted s�te plan. 'I'he agent has addressed the
comments and made the necessary changes that were required. The agent has noted on the gIans that bathrooms wiIl
be part of the construction proeess.
Staff has revieaved tl�e site plags and has deteunined tha.t it meets �he criteria tequired bp code. Stdff recommendation
is that a hedge line be put in piaeed along the south boundary of the maintenance site to conceal the egisting woad
fence.

Pursuant to your request in the fax i received yesterday, 1 have reviewed the Unity of
Title for Tequesta Country Club. The Jnity of Title appears to be in good form and I can
approve same as to legal form and sufficiency. The only thing a bit unusual about it is
the inclusion of paragraph 5 which does not appear to be a problem as long as you are
satisfied with said provision. You and I should probably have a discussion in regard to
this paragraph, however, so that we can both have a full understanding of what they are
attempting to protect with this paragraph.

MEETING MINUT'ES
APRIL 22, 2002
The Development Review Committee held a meeting in the Community
Development Department Director's O$ice at 250 Tequesta Drive, Tequesta,
Florida, on Monday, Apri122, 2002. The meeting was callec� to order at 3:30
P.M. by Director of Community Development Jeffrey Newell. Also in
attendance were Police Lieutenant Rick Ricciardi and Fire Chief Jarnes
�Neina.nd. Public Services Supervisor Russell White arrived at 3:40 p.rri,
Director of Public Works Gary Preston was absent from the rneeting.
Addition to Maintenance Facility and Proposed Material Storage Building
�8�-20� Country Club Drive, Tequesta., Florida. Tequ�sta Country Club,
Applicant.
The contra,ctor for the project, Lane Collins, Collins Organization, Inc., was
present representing the applicant. Mr. Collins explained that the addition
would serve two purposes, a drive through section for biowing grass from
equipment, and an area for washing down the equiprrient which would be
covered to keep out rain water and which would have drainage for reuse of the
water after washing the vehicles. No fertilizer would be sta.cked inside the
storage facility. Chief Weinand asked for the quantities a.fld types of materials
to be stored in the overall complex in order to determine applicable code.
Mr. Newell requested that the applicant provide an inventory of the types and
quantities of chemicals and their uses which were stored in the existing
structure. Mr. Collins indicated there would be no problem providing such
an inventory. Mr. Collins explained that one section of the �ew building
would house an office, one section would be a shop where equipment would be
repaired, and the final section would be used for equipment storage. In the

material storage building away from the main building was where chemicals
would be stored and that building would have an eiectrical ciisconnect. The
current area used for chernical storage would be utilized for additional
equipmenz storage. Mr. Collins explained that there would be one-hour fire
walls between the new of�ice and the shop. Both Chief Weina,nd and Mr.
Newell requested the anticipated use in order to know how to apply the codes.
Mr. Newell noted the club owned lots 483, 484, 485 and Parcel E(the course
itself), and he was struggiir�g w�th � setbacks would be required since he
was not sure what applied. The golf course was a special exception use in that
district. Mr. Newell asked if there was unity of title, which Mr. Collins
indicated he would resear�h to find out if there was un.i.ty of �itle. Chief
Weinand inquired about access, to which Mr. Collins responded both lots
would be completely open with shell rock for vehicle access.
Mr. White arrived at this point in the meeting at 3:40 p.m,
Chief Weinand requested that the shell rock access be designated on the plan.
Mr. Newell advised there were Department of Agriculture guidelines for
storing pes�icides. Mr. Collins responded they had everything covered�on the
inside but he did not knaw about on the outside. Mr. N�well advised that in
order for the buildings to cross lot boundaries a unity of title would be needed.
Mr. Collins advised that the building location could be altered. Chief
Weinand commented he wanted to see ar�..�Y-�a,d,��az�d _as access around
t e w ing o n tFie plan and a secand way .in o#� the other access road also
added to the plan. Chief Weir�and noted there must be a fire hydrant not
more than 500' from the most remote building and if there was not a
connection the applicant would have to run a water main to put a hydrant in
the complex. Mr. White advised there was a connection just on the other side
of the fence. Chief �Veinand commented he could not do a true evaluation
until he knew the uses and how the project was set up. Mr. Newell agreed, and
noted that his big issues were unity of title and building location. Mr. Collins
explained that lot 485 would be used for employee parking, Mr. Collins

reported that in 1982 the meta.l building addition in Parcel E was com leted
and it was supposed to have a one-hour fire wall between the offi e and
maintenance building; however, he had not built it so was not sure it was real
a one-hour wall. Chief Weinand sta.ted if it was not, it needed to be. �
Other options for building locat�vr�s We� �scussed. It was agreed to move the
building to the center lined up with the other building and farther south.
Chief Weinand recapped his requirernent�--access on the plan, a second
access, and the fire hydrant issue.
Lt. Ricciarcli asked if the ala.rm in the one-story mauntenance buildin would
be extended into the proposed addition, and noted that he was not ure the
al�'mt was currently operabie. Lt. Ricciardi ad�,ised an alar� w� needed for
the stand-alone building aiso. Containing spills would be accom Iished b
sumps inside the building with water pumped to a storage tankPdiluted, and
the wa.ter used for the golf course; and there would be high pressure washin
in the wash sta.tion. Lt Ricciardi commented he thought the atarm in the one-
story m�ntenance building was not working and there wa,s concern regardin

wouid probahly be used from the irrigation system. Mr. White advised no
action would be required on the meter. Mr. Collins explained that on 2 or 3
emp�oyees would have access to the building where �hemicals were�stored.
Mr. Collins indicated the building would comply with the Fiorida Standard
Building Code. Mr. Newell noted if there was an insignia on the buildin he
would not have to review it, since only a foundation review would be need d in
that case.
Mr. Newe11 reviewed his requirements: a unity of tit�e and movement of the
new proposed building--then he woulc� be able to provide zoning details on
