INTRODUCTION TO THE POST DISASTER REDE�/ELOPMENT PLAN
In the wake of the devastation wrought by hurricanes over the past two years, Palm
Beach County has undertaken a major planning initiative to rewrite the Post Disaster
Redevelopment Plan (PDRP). The PDRP is an action-based plan that addresses
numerous issues likely to affect the community in the aftermath of a disaster. The
County has an effective Comprehensive Emergency Management Plan which handles
the immediate response operations, such as clearing roads of debris, conducting
damage assessments, and providing food, water, and ice to citizens. The PDRP
focuses upon long-term recovery and redevelopment actions that go beyond
immediate needs to determine ways in which our community can rebuild swifter,
stronger, and smarter.
A COUNTYWIDE PLAN
Post disaster redevelopment is most effective when implementation of the Plan is a
coordinated countywide effort among all municipalities and the county. The Local
Mitigation Strategy has an existing cooperative structure. Similarly, municipalities are
asked to adopt the Countywide PDRP, select actions to implement that pertain to each
particular jurisdiction, and assist in annual updates. The PDRP Action Plan covers
numerous issues, such as rebuilding priorities that incorporate hazard mitigation,
small business viability, coastal erosion, and the provision of governmental services
with reduced revenue. Certain issues will not be relevant for all jurisdictions thus,
when adopting the PDRP, jurisdictions can select which actions are pertinent to their
geographic or institutional situation and add new ones.
IMPLENIENTATION STRUCTURE
An Executive Committee serves an advisory role during plan development and will
become the implementing body once the plan is finalized. It is currently comprised of
county staff and Mr. Titcomb from the League of Cities, but will be expanded by five
seats to include a representative from each of the geographic divisions used by the
League of Cities. Below the Executive Committee level, several Working Groups are
organized to tackle specific issues under general categories, such as infrastructure,
land use, building and housing, and the environment. The Working Groups are
headed by a member of the Executive Committee and have flexible membership to
ensure staff from the necessary jurisdictions and agencies participate in
implementation. Members of the Executive Committee and Working Groups will have
the opportunity to critique, amend, and improve the plan annually.
FINALIZING THE PDRP AND MUNTCIPAL ADOPTION
A draft of the new plan will be completed in late August. At this time, a letter will be
sent asking every municipality to review and comment on it before adoption of the
plan. Prior to this, interested persons can attend one of the PDRP drafting meetings
of the Executive Committee on June 29 or July 27 from 3-5pm at the Palm Beach
County Government Center McEaddy Conference Room. If there are questions or
