EMERGENCY SPECIAL VILLAGE COUNCIL
MEETING MINUTES
SEPTEMBER 1, 2005
I. Call to Order and Roll Call
The Tequesta Village Council held a Village Council Emergency Special Meeting at the
Energency Operations Center (EOC) of the Public Safety Facility, 357 Tequesta Drive,
Tequesta, Florida, on Thursday, September 1, 2005.
The meeting was called to order at 4:00 p.m. A roll call was taken by Gwen Carlisle,
Village Clerk. Council Members present were: Mayor Jim Humpage, Vice Mayor Pat
Watkins, Council Member Edward D. Resnik, and Council Member Tom Paterno.
Council Member Geraldine A. Genco was absent from the meeting, being out of town.
Also in attendance were: Village Manager Michael R. Couzzo, Jr., Village Clerk Gwen
Carlisle, and Department Heads.
II. APPROVAL OF AGENDA
MOTION: Vice Mayor Watkins moved approval of the agenda, as submitted; seconded by
• Council Member Resnik; motion passed 4-0.
III. Discussion and possible action regarding the donation of one ambulance to the relief
efforts in Louisiana or Mississippi after Hurricane Katrina
MOTION: Council Member Resnik moved that the Village donate one ambulance to the
relief efforts in Louisiana or Mississippi due to Hurricane Katrina. Motion was seconded by
Vice Mayor Watkins. The following discussion of the motion ensued.•
Vice Mayor Watkins commented this was a wonderful donation for the Village to make,
and that the devastation there was horrifying. Village Manager Couzzo reported a
number of calls had been received from people desiring to find a way to make additional
donations. The Village Manager announced that as a result of discussions with Chief
Weinand, they were proposing to take the trailer on the journey to Louisiana or
Mississippi, stocked with additional medical supplies. The trailer would return to the
Village, but could be utilized to transport the supplies. Chief Weinand reported that a
local pediatrician, Dr. Jennifer Ward, wanted to donate formula, Benedryl, creams, and
children's aspirin, and she had a large amount of medical supplies to donate for
pediatrics. Arrangements had been made to pick those up from Dr. Ward the next day.
Village Manager Couzzo indicated his thought was to use the cash donations to buy
additional supplies to be transported in the ambulance and trailer. Council Member
Resnik announced he was going to give all the money in his discretionary fund to this
benefit, approximately $1,000, and asked Chief Weinand to take that thousand dollars
• and buy something that he thought would contribute to the need. Mayor Humpage
commented he had no discretionary funds. The Village Manager advised that there was

approximately $1,500 in the account for books, dues, and publications, and that could be
• contributed by the entire Council, if they desired. Mayor Humpage commented that
would all go away as of September 30~`° which Village Manager Couzzo confirmed.
Vice Mayor Watkins requested that the $300 in her discretionary fund be donated also.
Village Manager Couzzo suggested a possible total contribution of $2,500. It was noted
there was $3,300 in the aid to community organizations account also. Mayor Humpage
commented with everything it was about $5,000, and suggested it be left open so that it
could be used at the Chief's discretion. Chief Weinand commented he believed formula,
baby aspirin, Benedryl, bug spray, and aneseptics were all important, and he could
contact the State to find out specific needs. Chief Weinand requested that the Village
Council waive purchasing requirements, since he would not have time to wait for P.O.'s.
Village Manager Couzzo stated he could do that, and asked for clarification as to whether
the proposed $5,000 total included Council Member Resnik's $1,000. Consensus of
Council was that $1,000 would come from Council Member Resnik's discretionary
account and $4,000 would come from a blend of the other accounts, for a total donation
of $5,000; and that Chief Weinand would choose what he believed would provide the
greatest benefit, based on his contacts with the State.
MOTION: Council Member Resnik moved that the motion that the Village donate one
ambulance to the relief efforts in Louisiana or Mississippi due to Hurricane Katrina, be
amended to include the addition of $5, 000 from various Village accounts for the benefit of the
survivors. The amended motion was seconded by Vice Mayor Watkins. Motion carried by
unanimous 4-0 vote.

Village Manager Couzzo announced that he had provided to each member of the Council
and to the Jupiter Courier reporter, Michelle, a copy of a letter from Jack Cory, which
explained what he had done, coordinating with the Louisiana Governor's office, and Joe
Negron and Jeb Bush were also working on it. There were a number of people at high
levels of government that were getting involved in it, making sure that this contribution
was handled in the most effective way. Vice Mayor Watkins stated she wanted to be sure
everyone going on the trip was safe. Chief Weinand commented it would be a
coordinated effort through the State mission tracking. Chief Weinand advised that if they
did not wait for a State mission tracking number, and get it approved for the trip, they
would never get back because there was not enough fuel. So it would be a coordinated
effort, the military and everyone would know the Village was coming with this vehicle, it
would be dropped off, and they would make sure there was enough fuel for them to
return. Vice Mayor Watkins asked if money was needed to pay for the fuel to come
home. Village Manager Couzzo stated he would make sure. Mayor Humpage asked if
two people were going on the trip. Village Manager Couzzo responded that probably two
police officers and Council Member Paterno would probably go. Council Member
Paterno commented he wanted to contribute $1,000 of his own money, and would
probably go to ride shotgun with Chief Weinand unless it would be two weeks before the
trip. Village Manager Couzzo advised it would be next week, with a marked police unit
with two officers as an escort and to help with the driving, and whether they would stay
• overnight was for them to determine. It was clarified that three vehicles with the trailer
would go and two would come back with the trailer. Council Member Resnik stated he
liked the idea of signing the back panels. Village Manager Couzzo commented some

kind of little message would be written and then the Council Members could all sign it
. the next day.
IV. ADJOURNMENT
Upon motion by Council Member Resnik, seconded by Vice Mayor Watkins, and
unanimously carried, the meeting was adjourned at 4:11 p. m.
