HomeMy WebLinkAboutMinutes_Recreation_07/23/1986 VILLAGE OF TEQUESTA MINUTES OF THE MEETING OF THE RECREATION ADVISORY BOARD JULY 23, 1986 A meeting was held by the Recreation Advisory Board of the Village of Tequesta, Florida, at 7:30 P.M., July 23, 1986 at the Village Hall, 357 Tequesta Drive, Tequesta, Florida. Recreation Advisory board members present were: Mrs. Fran Kennedy, Mrs. Kathy Reddecliff, Richard Berube, Thomas J. Little and Walter "Bud" Blankenhorn. Also present was: Gary Preston, Director of Public Works � Recreation. The agenda was approved as submitted, Announcements A. Mr. Walter "Bud" Blankenhorn, who was appointed to the Recreation Advisory Board on July 22, 1986 was intro- duced to the other members of the board. Gary Preston informed the Recreation Advisory Board members that Mr. Blankenhorn is active in the JTAA having served on their Board for the past seven years. �. Minutes and Reports A) Approved the minutes of the Recreation Advisory Board meeting held July 2, 1986. 2. Old Business A) Village Council's Action on Dover Road Park. Gary Preston informed the Recreation Advisory Board members that the Village Council on July 8, 1986, did not take steps to begin the process of rezoning Dover Road Park from R -1 to R -OP as the Recreation Advisory Board had requested on July 2. Preston explained that the Village Council wanted to wait and see what would happen with Property 512 and the JTJC before rezoning Dover Road Park. Board member Kathy Reddecliff who has been on the Recreation Advisory Board for almost ten (10) years said it has always been the desire of the Recreation Advisory Board to obtain a piece of property within the Village limits for active recreational facilities. Mrs. Reddecliff stated that not everyone has the means Minutes of meeting July 23, 1986 Page 2 - ------------------------------ of transportation to get to Tequesta Park. The Recreation Advisory Board unanimously agreed with Mrs. Reddecliff when she said that this piece of property might be our last golden opportunity to have active recreational facilities within the Village limits. Mrs. Kennedy stated that she felt the Council's decision to delay action would only jeopardize our chances on property 512 and the JTJC. Member Richard Berube stated that the Village Council and the Recreation Advisory Board should make every consideration to buffer Mrs. Carolyn Stone's property from any active facilities built on Dover Road Park. After the lengthy discussion, Member Thomas Little strongly recommended that the Village Council on August 12, 1986 "begin the process of rezoning Dover Road Park from R -1 to R -OP regardless of the outcome of Property 512 or the JTJC." All members present agreed with the recommendation. Preston was asked to attend the August 12 Council Meeting and present the proposal. B) Village Council's Action on JTJC Proposal The Recreation Advisory Board was informed by Preston that the Village Council on July 8, 1986, requested Thomas G. Bradford, Village Manager, to contact Mrs. Louise Johnston, JTJC Board President, to arrange for a joint meeting with the Village Council, JTJC Board, and the Recreation Advisory Board. Preston told the board members that Mr. Bradford had contacted Mrs. Johnston and she requested that the first meeting only take place between the Recreation Advisory Board and the JTJC Board, Recreation Board member Berube, who is also a member of the JTJC board, stated that if the Village had not received a reply from Mrs. Johnston by July 31, to please notity him and he would contact Mrs. Johnston about scheduling a meeting date. C) Village Council's Action on Property No. 512 The Recreation Advisory Board was informed by Preston that on July 8, 1986, the Village Council requested Thomas Bradford, Village Manager, to contact the owner of Property No. 512. Minutes of the Meeting July 23, 1986 Page 3 - --------------------------------- Preston informed the Board that Mr. Bradford had contacted the Owner of Property No. 512 and the owner did seem willing to discuss the possibility of selling his property. However, the Owner did inform Mr. Brad- ford that he was continuing with plans to build on the property. After the report, member Little made the recommendation that on August 12, 1986. the Village Council "begin the process to buy or swap for Property No. 512 at the earliest possible date." This recommendation was unanimously supported by the Recreation Advisory Board. Members of the Recreation Advisory Board ask Preston to attend the August 12th Council Meeting and present the proposal. 3. New Business A) Presentation of the 1986 -87 Proposed Parks and Rec- reation Budget, The proposed Parks & Recreation Budget was presented to the Recreation Advisory Board for their approval by Gary Preston. Preston explained that the budget was down approximately 14% from last year's total of $109,000 to this years' proposed figure of $96,000. This saving was due in part from the fact that the Village Council on July 22, 1986 combined the positions of Recreation Director and Maintenance Director. In the new position of Director of Public Works and Recreation, half of Preston's salary will be paid by each department. The Recreation Advisory Board was particularly pleased with the Village Green Christmas being added to the budget for the first time this year. All member felt the Christmas tree, lights, decorations and caroling were an excellent addition to our holiday season. After the review, the proposed budget was accepted as presented. 4. Any Other Matters A. Five Year Capital Improvement Fund A five year capital improvement plan was presented to the Recreation Advisory Board by Gary Preston. The two items included $85,000 for light improvements Minutes of the Meeting July 23, 1986 Page 4 - -------------------------------------- to Pennoch Field and $100,000 for paving the Tequesta Park parking lot. Preston explained that the State will be requiring all munici- pacilities to start capital improvement planning. All members were pleased to see the projects added to the capital improvement list. S.
