SUBJECT: PERMIT FEE ADJUSTMENT

I am requesting this item be placed on the April, 13, 2006 Village
Council Agenda for their consideration. In accordance with Section
34-63 of the Village Code of Ordinances, a fee shall be imposed by
the Village for each fire inspection performed.
The current fee schedule has not been increased since the
establishment of this Department in 1993.
The current minimum inspection fee is $35.00; I am requesting that
this minimum fee be adjusted to $50.00. I feel that this is a
modest adjustment and is less than an annual 3o CPI adjustment
rate.
In addition to the annual fire inspection fee adjustments, I am
recommending adjusting our new construction permit fees. The
proposed fee schedule has been revised to coincide with the new
format proposed by the Community Development Department, square
footage cost verses construction value charge.
I am proposing that the following new fees be added to the list of
charges.
l. Review of Fire and/or Disaster Operational Plans -$50.00.
2. Any locked or blocked exit door will be an immediate fine of
$75.00. �
3. The Department of Fire-Rescue services shall charge $85.00 per
hour for all consultations such as pre-permit meetings,
bidding confe�ences, conceptual design reviews, DRC review
and/or conferences. The minimum charge shall be $125.00.
4. I have also included an annual inspection fee for multi-family
residential occupancies. There are currently no fees charged
for inspections of this type of property. These multi-family
residential inspections are very time consuming, especially
the high rise condominiums on the beach.
I am proposing that the inspection fees be adjusted annually.
Attached is a Resolution for your consideration.
RESOLUTION NO. 72-05/06
A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA,
ESTABLISHING A REVISED FEE SCHEDULE FOR FIRE
INSPECTIONS PERFORMED BY THE FIRE RESCUE
DEPARTMENT, IN ACCORDANCE WITH SECTION 34-63, OF
THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY,
FLORIDA, CODE OF ORDINANCES.
WHEREAS, The Village of Tequesta wishes to continue it's
proactive stance on providing effective fire prevention
inspections and activities with the Village of Tequesta; and
WHEREAS, The Village of Tequesta desires to continue provide
partnership with business community in providing a fire safe
environment for their business property and residents of
Tequesta; and
WHEREAS, The Village of Tequesta has riot adjusted its fire
inspection fee schedule since 1993; and
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS:
' Section 1. The fire inspection fee schedule attached hereto and
incorporated by reference as part of the Resolution is hereby
approved.
Sectiori 2. This fire inspection fee schedule becomes effective
upon passage of this resolution and the Village Manager, Fire
Chief and Finance Director are authorized to proceed on
implementation.
THE FOREGOING RESOLUTION WAS OFFERED BY Councilmember

being put to vote, the vote was as follows:

Fire Prevention Inspection Fees {,:;��'
(a) A fee shall be imposed by the Village for each inspection
performed by the Fire-Rescue Department and shall be according to
the fire inspection fee schedule herein set forth below.

Fee's cover initial inspection and one re-inspection trip.
Additional inspection trips will be $35.00 each until compliance.
(b) A fee shall be imposed by the Fire Rescue Department for the
review of plans, drawings, specifications, engineered submittals,
shop drawings, sketches and for inspections for all new
construction, renovation or demolition within the Village, and
shall be according to the fee schedule below.
FIRE-RESCUE PLANS REVIEW AND CONSTRUCTION INSPECTION FEE SCHEDULE
The following formula, which is based on the square footage of the
proposed work, will be used to determine Plan Review fees.
$0.25 for every square foot of construction, demolition and
renovation of construction in �he Village of Tequesta, except for
single family residential occupancies.
Minimum plan review and permit fee shall be $75.00
Review of plans or specifications that are not sealed by a licensed
architect or engineer shall increase the permit fee by 50 percent.
Commencement of work prior to issuance of permit shall double the
required permit fee.
A fee of $35.00 shall be charged for each failed inspection, which
requires an additional trip to the job site.
Plan Revisions
Minor revision: l00 of original fee
� Major revision: 500 of original fee
. Minimum revision fee: $50.00
Re-stamp: $5.00 per page
A fee of $100.00 shall be charged for a water flow test. Fee to be
paid in advance.
The Department of Fire-Rescue services shall charge $85.00 per hour

Required permits under the Florida Fire Prevention Code which are
not included in the construction square footage fee shall be in
accordance with the following table. Minimum Fee of $50.00, plus
the following charges.

Fire watch details that are required by the Code and/or required by
the Fire Chief shall be charged at a rate of $35.Q0 per hour.
Commencing May 2007 and every year their after; All hourly rate
charges and permit fees shall be adjusted annually by an annual
cost index. The annual cost index shall be the average of the May
Consumer Price Index for All Urban Consumers, Southern Region and
the May Consumer Price Index, Medical Care Group.
