HomeMy WebLinkAboutMinutes_Special Meeting_04/19/1976L MINUTES OF THE~':rSPECIAL MEETING OF TIDE COUNCIL ~OF THE VILLAGE OF TEQU'ESTA; FLO~I~A April 19, 1976 A Special Council Meeting of the Village of Tequesta was held on Monday, April 19, 1976 at 9:00 A.M., in the V~;llage Hall. Present were Baron, Brown, Campbell, Huggins and Yoder. Also present were Robert Harp, Village Manager, Cyrese Colbert, Village Clerk and John C. Randolph, Village Attorney. Yoder moved, "that Council accept ENCON~s offer to negotiate the sale of Tequesta's Water Department to ENCON. That with ENCONts concurrence, negotiations be conducted in three phases: Phase 1., determination of major and significant objectives and/or conditions wh~~h either party Qonsiders central to the solution, Phase 2., coffie to an aga~eement in principle on each, Phase 3, establish mutually agreeable methods or techniques to i®plement or effect the above. after leng+~hy discussion was heard from the Council and the floor the motion was approved. Baron moved, "that the question of getting two (2) million • gallons of water be referred to negotiations and that we negotiate with Sri-Southern for said amount of water. Vote on the motion was: Baron -For Brown -Against Campbell -Against Yoder -Against Huggins -Against and therefore was not approved. Hugg~ens moved, "that the delineation of those items Phase 1,2 and 3 of the previously stated .motion be ~~. until a Wednesday night meeting at 7:00 P.M. (April 21, 1976).ft The motion was adopted. Brown, moved, '"that we proceed with the construction of a water 3~ine between our water plant facilities to a water source via the western route to secure an interim supply of 2 million gallons per day". The motion was adopted. .- Huggins moved,that the Village of Tequesta enter-into negotiations with Tri-Southern Utilities ta;supply the Village of Tequesta with an amount of treated water, quantity to be determined, at the earliest possible dates, The motion was adopted. -43 - 4-19-?6 -2 Baron moved, "that we call a Special Council meeting to deal with this water question Wednesday, April 21, 1976 at 9:00 A.M.T'. The motion was adopted. Huggins moved, "that we waive the Special Notice that is usually given in matters of this sort and waive notice provision as set forth in Village ordinance and still give notice of the April 21, 1976 meeting". The motion was approved. Huggins moved, "that we reconsider the motion that established a meeting at 7:00 P.M. on Wednesday for the purpose of discussing water matters and that we cancel that meeting". The motion was adopted. The meeting was adjourned at 12:15 P.M. Cyr se Colbert -44-
