COVERED A LOT OF SUBJECTS, THE MOST IMPORTANT TO
US WAS THE BUILDING HEIGHT REQUESTED.
WOULD YOU KINDLY HAVE THIS LETTER

WITH THE APPROPRIATE PROCEDURE?
1N OUR OPINION THE BOARD HAS A MORAL,

NEW OWNERS AT COSTA DEL SOL. THEY HAVE COMMITTED
TO PURCHASE UNITS THERE, WITHOUT HAVING ANY IDEA AS

THE HEIGHT OF THE STRUCTURE OF 80 FEET. SURELY THE

Dear Mr. Preston:
Our bridge inspection consultant performed the Post Rehabilitation field review on March 8, 2006 in order to document the replacement of
Span 3 roadway section. Their inspection findings indicate that it was built according to plan and no structural problems were encountered
with the replacement section. Note that the original sidewalk sections for Span 3 remain in place. Their field review of the subject bridge
also documents deficiencies that require timely conective action (NBI Deck and Superstructure ratings of 4- Poor Condition). This rating is
based on observations that the underside of fifteen (15) prestressed concrete roadway slab units still have significant cracking, delaminations
(unsound concrete), or spalling as a result of conoding reinforcing steel. In addition, Slab Unit 2-4 also has five exposed and corroded
prestressed cables with an estimated 30% section loss. IZefer to photos l, 2, 3 and �i.
Other significant deficiency findings include:

Besides the structural reductions for the above noted conditions, there is concern for boater/marine vessel safety due to the potential for
failing objects (unsound wncrete that coutd break free).
We would like to emphasize to the Village the need for timely corrective action. This action plan needs to be undertaken in order to protect
the safety of the traveling public (auto and boater) and the Village's investment.
We would also like to make the Village aware that our consultant is in the process of developing a revised load analysis based on the Post
Rehabilitation inspection repork dated March 8, 2006. Weight limit.posting recommendations and all other bridge component repair
recommendations will be included in this.same report. Until this report is delivered, the current 5 ton blanket weight limit posting signs and
reduced speed limit signs should be left in piace.

of fuel following Hurricane Wilma; and

Preparedness Program; and

Village's fuel supply during states of emergency; and
WHEREAS, the purchase of a 4000 gallon above ground storage tank will
provide for that availability, split 3000 gallons of gasoline and 1000 gallons of diesel
fuel; and

storage tank at Tequesta Fire Rescue; and

Immediatelp following Hurricane Wilma, Palm Beach County and surrounding areas
experienced critical fuel shortages. As part of our post-hurricane restoration efforts and the Village
Manager's direction to implement this year's Hurricane Preparedness Program, the Public Works
Department assessed the issue of fuel availability. It is subsequently staffls recommenda.tion to
purchase a 4000 gallon double-wall above ground storage tank through Glasgow Equipment, Inc.
This is the same company that installed the egisting diesel storage tank at the Tequesta Fire Rescue
Deparlrnent. The total cost is $55,186.00.
On November 17, 2005, through Resolution #26-05/06, the Village Council appropriated
$408,000.00 into a Hurricane Wilma Reserve Contingency Account. These funds were allocated to
cover the cost of Hurricane Wilxna restoration. The actual costs of repairs and restoration is
egpected to be less than the appropriated amount and staff egpects to be able to fund the cost of the
fuel tank from this contingency account.
