Art Fest by the Sea, a favorite North Palm Beach County celebration of the arts, will �-���
once again take center stage on Saturday and Sunday, March llth and 12th along '�s �
beautiful AlA in Juno Beach.

Celebrating its 18th Anniversary Year, Art Fest by the Sea is an open air art gallery - "
featuring more than 250 outstanding artists from throughout the country representing '�`
a wide variety of artistic mediums. As you stroll from booth to booth you will have the -�'�}
opportunity to meet the artists and discuss their work. You will discover that many of
these artists are former doctors, lawyers, and executives who gave up their "day jobs" ��� �

I appreciated the time spent with you during the last few weeks, particularly discussing your various interests,
questions and concerns regarding the Compensation and Classification study.
Today I recommended removing the item from the Thursday agenda for a couple of reasons explained in the
attached letter. The additional time will allow me to better address a few more concerns that I anticipate the
Council might have. Everything will be completed and ready well in time for the next meeting.

Tequesta Village Council Members
RE: Agenda Item: Request for Removal (Classification &t Compensation Report)
While I had hoped to have the report to you late last week, I was unable to keep that commitment.
I recognize that it would not be appropriate to ask your consideration of this information
immediately prior to the scheduled meeting, so I asked staff to remove the item from the agenda
until the next meeting - which unfortunatety is next month.
In the meantime, let me explain where we are in the results. The benefits data is in and
completed, but the salary and classification analysis needs a little more work. Normally in small to
meduium sized communities, it is common so see significant variability between communities with
what appears to be a comparable position. Because some positions are often responsible for
wearing muttipte hats, and because some communities have services or classified positions that
another does not, (with few exceptions) I do not rely on data sets for positions where we have tess
than six comparable positions. We are fortunate to have 6 comparables for nearty atl positions,
with the exception of Police, Fire and a handful of other positions. I am not comfortable with the
results of a few of the positions, and woutd tike to include the research from the secondary
setection of communities to strengthen the results.
The preliminary results appear to be different than those illustrated in the PEPIE Study in many
instances. There are ctear reasons for this, such as differences in methodolgy, scope and approach,
so I want to be certain to remove as much ambiguity as possible and increase Staff and COUncil
level of comfort in the final recommendations.
I plan to be on site in a coupte of weeks to discuss the finat results with the staff (and possibly
Council) a coupte weeks prior to the meeting. Then, if you or they have any additional questions or
concerns, we will have time to address them.
