HomeMy WebLinkAboutMinutes_Regular_11/12/1963 MINUTES OF THE MEETING OF THE COUNCIIMEN * OF THE VILLAGE OF TEQUESTA, FLORIDA The regular monthly meeting of the Councilmen of the Village of Tequesta was held Tuesday, November 12, 1963 at 8:00 P.M. at the Church of the Good Shepherd. Councilmen present were Messrs. Valier, Bowden, Stewart and Turnbull, Also present was Attorney William A. Lord and Robert Harp, Clerk. The Minutes of the previous-meeting were read and approved. The Treasurer's Report and Disbursements for the months of September and October were read. Upon motion by Turnbull, second by Stewart and passed, the reports were approved. Cash balances on hand at 10 -31 -63 are as followa: First Bank of Jupiter $11,782.37 Community Federal Savings & Loan 10,595.50 Petty Cash 25.00 Due From State Road and Bridge Fund 648.09 $23,050.26 5_ 0_,96 Balances in the various accounts were as follows: Operating Account $14,881.93 Petty Cash 25.00 Building Fund 4,500.00 Streets, Roads and Drainage Fund 3,570.00 Capital Fund, 74.03 23 OSO. ' Police Chief Henry Dusenbery presented his reports for the months of September and October, 1963. The Clerk gave second reading to Ordinance No. 73, an Ordinance of the Village of Tequesta, Florida, annexing certain lands to the terri- torial limits of the Village of Tequesta more fully described as follows: "That part of the East 250 feet of the South 200 feet of Section 25, Township 40 South, Range 42 East, Palm Beach County, Florida, lying hest of the County Road." This is the Rankin -Floyd property on Seabrook Road. The Clerk read a letter from Dorothy T. Rankin asking for a guarantee on the acceptance of this property as a non - conforming use and stating she has plans to change the entire structure design and have a one family appearance and be a three family dwelling. The renovation cost will exceed $15,000.00 and there would be two rented a rtments and one apartment for a custo- dian. (Copy of letter attached.) The Village Manager stated he had inspected the building and that there was definite evidence that it had been used as a multiple dwelling consisting of four (4) separate apart- ments. A discussion ensued on whether or not it could be annexed and be used for a non - conforming use and how much could be done to alter an existing non - conforming use. The Village Attorney stated the property could not be zoned under the Annexation Ordinance and could only be given a zoning classification after a Public Hearing. Mr. Stewart moved, seconded by Mr. Bowden that the Second Reading of Ordinance No. 73 be approved. Motion unanimously passed and Ordinance No. 73 was hereby adopted on Second and Final Reading. The Clerk was instructed to set up a Public Hearing at the next regular Council meeting (December 10, 1963) to determine a zoning classification for the above described property. A request from Di.Vesta Construction Company for approval of a house numbering system for Ridgewood Homes, Section II was presented for Council's approval and adoption. The Village Manager stated he had looked over the proposed numbering and found it to be in order. Upon motion by Turnbull, second by Bowden and passed, the Heuse'Numbraring System for Ridgewood Homes, Section I1 was adopted. A discussion ensued on the possibility and desirability of a Bulk- head Ordinance being developed for all water front property of the Village. The Village Manager discussed the procedure for adopting a Bulkhsed Ordi- nance.' The procedure is as follows: I. Prepare drawing showing bulkhead line. 2. After Pt1biic Hearing consider any changes; have descriptions prepared for proposed Ordinance. 4. After Final Reading of Ordinance, submit to trustees of Internal Improvement Fund for final approval. 5. When 4 roved by trustees of I.I.F. have Ordinance and letter bf approval recorded in Public Records of Pahl Beach County. 6. Record linen plat of bulkhead line in Public Records of Palm Beach County. The Village Manager reported that Brockway, Weber and Brockway stated it would cost approximately $600.00 for developing such an Ordinance plus the cost of an aerial photo of the entire area to which such an Ordinance would apply. Various aspects of and the necessity for esta- bUshment of a bulkhead line were discussed. Mr. Stemart moved, seconded by Turnbull that a bulkhead line be established for all water front property of the Village of Tequesta. Motion unanimously passed. The Village Manager was instructed to take necessary action to establish a bulkhead ordinance and it was suggested that the Palm Beach County Commi- ssioners be contacted to see if they would develop a bulkhead line on those parts of the rivers not in the territorial limits of the Village of Tequesta. A discussion was held concerning the east end of the property where the Carriage House Apartments are being constructed and the Clerk ex- plained the permit that has been issued for their construction. A proposed new Sign Ordinance was discussed and read. Several minor changes were made and discussed and the formal reading for adop- tion was postponed until `a new ordinance is prepared reflecting the changes as discussed. Village Attorney Lord gave First Reading to an Ordinance amending Ordinance No. 72 to provide for expiration date of identification cards and for penalty for violation thereof. Upon completion of the reading, Bowden moved, seconded by Stewart that the First Reading of Ordinance No. 74 be approved. Motion passed. Attorney Lord then gave First Reading to an Ordinance to amend the official Zoning Ordinance to limit the location and construction of filling stations. Upon completion of the reading, Bowden moved, seconded by Turnbull that the First Reading of Ordinance No. 75 be approved. Motion passed. The Village Manager discussed the annual Village Christmas Decoration Contest and Council approved the contest for 1963 and Mayor is to appoint a committee to make arrangements for the contest. Prizes will consist of merchandise certificates from Village merchants consisting of $25.00 first prize and $10.00 second prize for the best store, door and outdoor displays. Total prize cost $105.00. Turnbull moved, seconded by Bowden that Tuesday, January 21, 1964 (the third Tuesday of January) be the date of the required referendum: election to vote on the proposed change in Article III of the Village Charter which will change the method of electing Village Councilmen. SAid referendum to be held at the Village Hall in Village Square Shopping Con W_ and polls to be open from 7:00 A.M. to 7:00 P.M. Motion passed. The Village Manager reminded the Council of a request from the North Palm Beach County Fire Prevention Committee for a donation of $25.00 to.help defray the costs of their Fire Prevention Week activities, in which the Jupiter Volunteer Fire Department took an active part. The Manager had talked to Fire Chief Baird who said it was a worthwhile pro - ject. Bowden moved, seconded by Turnbull, that a donation of $25.00 be e to the North Palm Beach Fire Prevention Committee. Motion passed. Village Manager was given approval to purchase various items of office and police equipment for which funds had been budgeted. i MINUTES OF THE MEETING OF THE COUNCIDIEN OF THE VILLAGE OF TEQUESTA, FLORIDA WOVE BER 12, 1963 PAGE 3 The Council authorized the purchase of a 2 page advertisement in the Jupiter High School yearbook. A discussion was held concerning the mowing of lots in Tequesta Country Club Community. This is the developers responsibility but Council gave permission for the Village to have the mowing done providing the developer, Tequesta, Inc., would give the Village a letter requesting tho =wing be done and authorizing the Village to send bills to the owner of each lot mowed for the cost of such mowing in behalf of the developer. Drainage in various sections of the Village was discussed and the Village Manager was instructed to see w1mt arrangements had been made with Tequesta, Inc. concerning drainage. The Mayor read a letter from the Beaufification Cormnittee suggesting the pl4nting of Mahogany Trees between the royal palm trees on Tequesta Drive from U.S. Hwy. #1 to the F.E.C. Railroad and from the bridge west to Country Club Drive. The Council believed this to be quite an expen— sive project and deferred action on the letter. A discussion was held concerning the progress with plans for the proposed new Village Hall and it appears it is at a standstill. Mayor Valier will see what can be done to get this project underway at once. There being no further business, the meeting was adjourned at 10:45 P.M. FLORIDA - 33458 During the month of October, 1963, the Police Department received or instituted 51 complaints. Nine vehicle operators were verbally warned for minor traffic violations. There were three arrests made for traffic violations and one arrest for violation of Ordinance #6 pertaining to unlettered truck. One motor vehicle accident was investigated on North Federal Highway, and one personal accident (bicycle) on Tequesta Drive and the bridge. Minor injuries only. The center line on Tequesta Drive was repainted also Seabrook Road at its intersection with Tequesta Dr. Speed control signs, 25 Mph, were installed on Seabrook Rd. Traffic control devices were installed at Plaza Shopping Center on Tequesta Dr. limiting entrance and exit to area. Oct. 5, 1963, Police Department assisted Jupiter Fire Dept. on Miss Flame Contest Parade from Village Square Shopping Center to Jupiter High School. Oct. 20, 1963 Police Department assisted in safety measures and traffic control at Plaza Shopping Center during Helicopter Rides for promotion put on by Tequesta in the Pines, by Mr. Renninger. Oct. 25, 1963 Police Department accepted delivery of additional Police Car, 1964 Ford from Bev Smith Ford, West Palm Beach. October 31, 1963 Halloween — Both Police Cars in service and all Police Officers on duty. Minimum activity. Special Officer, George Iaws, worked a total of eighteen hours for Village, Parade and patrol, and six hours on October 20, 1963 for Tequesta in the Pines Promotion.
