OF THE VILLAGE OF TEQUESTA, FLORIDA
The Regular Monthly Meeting of the Councilmen of the Village of
Tequesta was held Tuesday.. December 10, 1963 at 10:25 A.M. at the Church
of the Good Shepherd. Councilmen present were Messrs: Valier, Bowden,
Stewart, Turnbull and Cornelius. Also present tins Attorney Paul Potter
and Robert Harp, Village Clerk.
The Minutes of the previous meeting were read and approved.
The Treasurer's Report and Disbursements for the month of November
were read and approved upon motion by Turnbull, second by Bowden and
passed. Cash Balances on Hand 11 -30 -63 are as follows:
First Bank of Jupiter $23,262.42
Community Federal Savings and Loan 10,595.50
Petty Cash 25.00

Police Chief Henry X. Dusenbery presented his report for the month
of November, 1963.
Mayor Valier stated that Albert D. Alderman had made additional
drawings of a Village Hall. These were displayed to the Councilmen
and discussed in detail. Mr. Alderman has drawn the plans so construc-
tion could be done in various phases. He stated he believed the first
phase consisting of portico, town offices and temporary meeting room,
police offices, cells and toilets and garage could be constructed for
a cost of approximately $60,000.00 and fee would be 6% for the plans,
supervision of construction, etc. Cornelius moved that the Mayor and
Clerk be authorized to give Mr. Albert D. Alderman a letter authorizing
him to proceed with plans and specifications for the first phase of
the construction at a cost of approximately $60,000.00 with a fee of
6% for Mr. Alderman for plans, supervision, etc. Motion seconded by
Turnbull and unanimously passed.
The Village Clerk gave Second Reading to Ordinance No. 74 - An
Ordinance of the Village of Tequesta, Florida,, amending Ordinance No. 72
to provide for expiration date of Identification Cards and for penalty
for violation thereof. Stewart moved; seconded by Bowden that the
Second Reading be approved. Motion passed. Ordinance No. 74, having
been read and approved twice, was hereby passed and adopted after Second
Reading.
The Village Clerk gave Second Reading to Ordinance No. 75 - An
Ordinance of the Village of Tequesta, Florida, amending the Official
Zoning Ordinance to limit the location and construction of Filling
Stations. Bowden moved, seconded by Turnbull that the Second Reading
be approved. Motion passed. Ordinance No. 75, having been read and
approved twice, was hereby passed and adopted after Second Reading.
A letter from Mr. Richard S. Fussell, owner of the Red Hen, Inc.
protesting a sale at Tequesta Country Club under the gulAe of an exhibit
which was unfair to local merchants was read to the Council. After
discussion, the Councilmen believed the program to be an ,oversight on
the part of Tequesta Country Club and would not happen again. The
Red Hen, Inc. is to be so notified.
Attorney Paul Potter read Ordinance No. 76 "An Ordinance of the
Village of Tequesta, Florida, limiting the distance from Churches,
Schools and Youth Centers of Establishments Selling Intoxicating
Beverages on the Premises." Section 3. was corrected to read:
"That for the purposes of this Ordinance, the defi-
nition of "Distance" shall be the number of feet
measured from main entrance door to main entrance
door."

After this correction, Turnbull moved, Seconded by Cornelius that
Ordinance No. 76 be passed and adopted. Motion passed. All Councilmen
being present, Ordinance No. 76 was hereby passed and adopted on First
Reading.
Attorney Paul Potter read Ordinance No. 77, known by the short
title of "Sign Ordinance ", relating to the erection, construction,
repair, alteration, etc. of signs. Following the reading, Bowden
moved, seconded by Turnbull that the reading of Ordinance No. 77 be
approved. All Councilmen being present and voting for the adoption,
Ordinance No. 77 was hereby passed and adopted on First Reading.
The application of Michael J. Schultz, lessee of Jupiter - Tequesta
Bowling Lanes, for transfer of Beverage License No. 4 -63 from Audrey's
Coffee Shop to Michael J. Schultz was presented. Turnbull moved,
seconded by Stewart that the application be approved. Motion was passed.
The Village Manager stated Police Chief Dusenbery had requested a
Monitor Radio Set be installed in his house for listening to the Sheriff's
radio net broadcasts so he could Imow what is going on at all times.
The total cost, installed, would be $108.00. All believed this to be
very important for the proper and efficient operation of the Village
Police Department. Cornelius moved, seconded by Stewart that this
request be granted. Motion passed.
A discussion was held on the repairs to Tequesta Drive being done
by Palm Beach County. It was explained that the County believed widen.
of Tequesta Drive from the Bridge to Country Club Drive would present
a traffic hazard. Mr. Cornelius stated he thought that Tequesta Drive
and CountryClub Drive should.,.:lin'e up with El Portal Drive at the entrance
of Tequesta Country Club Community to reduce a bad traffic condition
on, this corner. Cornelius moved, seconded by Bowden that the Mayor
make a formal request for the�Gouncil to the Palm Beach County Commissioners
to have Tequesta Drive line up with El Portal at the entrance to Tequesta
Country Club Community. Motion passed.
Village Manager is to get costs of widening Corner on West Side of
E1 Portal North of Hank Keene residence.
Village Manager explained that Notice for Voter Registration for
up coming Referendum Election will be in this weeks paper and discussed
other projects which had been completed or startdd. Brockway, Weber
Brockway have been authorized to proceed with the Bulkhead Ordinance
and the County has also indicated a willingness to work on adoption of
a Bulkhead line.
Mr. Charles T. Paugh, an engineer and resident of the Village,
stated he would work with Mr. Alderman and confer with him on various
engineering features of the building plans for the new Village Hall.
There being no further business to come before the meeting, the
meeting was adjourned at 11:25 A.M.

The Police Department during the month of November, 1963, received
or instituted 45 complaints. Police vehicles traveled 5,314 miles
using a total of 404.9 gallons of gas and 13 quarts of oil.
Speed Limit signs on Tequesta Drive and Country Club Dr. were
relocated and additional signs installed.
Street painting program, traffic control, center lines and major
intersection warning lines were completed.
On November 1.6, 1963, Police Department assisted the Jupiter High
School Home Coming Parade from Village Square Shop area where it
formed to Jupiter High School Athletic Field.
Attached to this report is a complete breakdosm of Department
activities for the month of November, 1963.
