OF THE VILLAGE OF TEQUESTA, FLORIDA
The Regular Monthly Meeting of the Councilmen of the Village of
Tequesta was held Tuesday, January 14, 1964 at 10:25 A.M. at the Church
of the Good Shepherd. Councilmen present were: Messrs. Bowden, Turnbull,
Stewart and Cornel.iu4. Also present were Attorney William Lord. and Robert
Harp, Village Clerk.
The Minutes of the previous meeting were read and approved.
The Treasurer +s Report and Disbursements for the month of December,
1963 were approved. Cash Balances on Hand at 12-31 -63 were as follows:

Police Chief Henry M. Dusenbery presented his rerrt for the month
of December, 1963. The report showed that the two (2} police cars tra-
veled 5,602 miles.
The Clerk gave First Reading to Ordinance No. 78 - "An Ordinance
of the Village of Tequesta, Florida, amending Ordinance No. 43 and the
Zoning Map thereunder to change the Zoning Classification of a parcel
of land owned by DiVosta Land Company (Parcel "A ", Ridgewood Homes,
Section 2)." Upon completion of the reading, Cornelius moved, seconded
by Stewart that the First Reading be approved. Motion passed.
The Clerk gave first reading to Ordinance No. 79 - "An Ordinance
of the Village of Tequesta, Florida, amending Ordinance No. 43 and the
Zoning Map thereunder to include the zoning of a parcel of land annexed
to the territorial limits of the Village of Tequesta, by Ordinance
No. 65. (U.S. Government property North of SR 707 lying between the
East R/W line of the Intracoastal Waterway and bounded on the North
by Day's Standard Oil Station property.)" Upon completion of the
reading, Cornelius moved, Seconded by Turnbull that the First Reading
be approved. Motion passed.
Upon motion by Turnbull, second by Cornelius and passed, the
following wording of the question for the Referendum Election to be held
January 21, 1964 was approved:
"Should the Village of Tequesta be divided into two (2)
,- wards, divided by North Fork of Loxahatchee River, the
Village Council to be composed of two (2) members re-
siding in each ward, and a fifth member to reside in
either ward and to serve as Mayor, all candidates to be
elected by the electors at large."
Councilman Cornelius apprised the Council of the article in the
Tuesday morning, January 14, 1964 edition of the Palm Beach Post Times
relating to the recent Palm Beach County Commissioners meeting at
which the annexation and zoning policies of Tequesta and other Palm
Beach County Communities were berated and in which article a County
Commissioner stated some such annexations had been made to circumvent
the strict Palm Beach County Building Code requirements and road re-
quirements, etc. He further stated that he believed the Palm Beach
County Commissioners should be advised that the Village of Tequesta
follows the Palm Beach County Building, Plumbing and Electrical Codes
and also uses their specifications for roads. Cornelius then moved that
the Village Manager write to the Palm Beach County Commission apprising
them of these facts and the services we can offer our Village. Second
by Turnbull and passed.
The Village Clerk submitted the following persons for approval

as election inspectors for the referendum election to be held Tuesday,
January 21, 1964 said inspectors to be paid $1.50 per hour for approxi-
mately four (4) hours work each:

Mrs. Myrtle Bates
Mrs. Ruth Schlusemeyer
Turnbull moved, seconded by Stewart that these persons be election
inspectors for the referendum election Tuesday, January 21, 1964 and
be paid $1.50 per hour for approximately four (4) hours work each.
Motion passed.
The Village Manager suggested the Council give consideration to
the request of Jupiter - Tequesta Junior Citizens, Inc. received quite
some time ago for a contribution to their organization for 'the present
fiscal year. A discussion ensued as to the present program of the
organisation, the use of the building and other phases of their acti-
vities and how much other area communities had or would contribute.
It was brought out that the contribution had been considered during
the preparation of the current budget and that a total. of $2,500.00
for contributions had been approved in the budget. Councilman Stewart
and the Clerk stated they believed the figure discussed had been
approximately $800.00. Mr. Stewart said he believed the building and
project to be important to the youth of our Village and youth of the
area. He thereupon moved that the Village contribute $70.00 per month
to the Jupiter - Tequesta Junior Citizens, Inc., said payments to start
with January, 1964 and continue through September, 1964, a period of
nine (9) months. Motion seconded by Cornelius. The vote on the motion
was as follows:
Stewart - For
Bowden - Against
Cornelius - For
Turnbull - For
Motion Passed.
The Clerk read a letter from the Florida Swimming Pool Industries
Association relating to changes in swimming pool codes and requesting
prftpt Mt1fication of such changes.
Attorney Lord reported that Hearings on both annexation preceedings
were scheduled for February and he hoped they could be concluded at these
Hearings.
The Village Manager reported that Capt. Morgan H. Harris had sub-
mitted his verbal resignation from the Palm Beach County Resources
Development Board.
Mr. Albert D. Alderman presented more complete plains for the pro-
posed new Village Hall. It was suggested that an alternate plan be
drawn to consider roofing in the proposed auditorium area. After
looking at the garage area which will house a fire truck, it was app-
arent that if an exit were available on the east side of the Village
property quicker egress would be made availabel for the -Si;& truck.
The Councilmen suggested that the Village Manager contact George W.
Offutt III, owner of the property on the east adjacent to the Village
property, to see if he would provide a paved road along the west side
of his property for use of the Village as a means of ingress and egress
to the garage area. It was stated part of a road leading to Tequesta
Water Co., Inc. buildings and equipment was presently in use in this
general area. It was also suggested that perhaps a portion of the
Village Hall could be used for a library. Mr. Alderman stated he
believed he would have final plans complete next week for approval of
the Council. He was advised he would receive a letter authorizing
him to. proceed with the plans as agreed at an earlier meeting.
There being no further business to come before the meeting, the
meeting was adjourned at 11:50 A.M.

The Police Department during the month of December, 1963,
received or instituted a total of 42 complaints.
Police Vehicles traveled a total of 5,602 miles using 531
gallons of gas and 14 qts. of oil.
A report of questionable Sales Promotion at the Grator
Gator Store in Village Square Shopping Center investigated.
Investigation showed alleged Bingo Game was in violation of
State Statutes. Game was discontinued.
On December 21, Police Dept. assisted with the Christmas
Parade sponsered by Jupiter- Tequesta Jaycees. Parade formed at
Village Square Shopping Center and traveled to Jupiter High
School Athletic Field,
On December 31, at 2:30 P.M. Officer Dahlmeyer submitted
his resignation from the Tequesta Police Dept. to be effective
within two weeks. Resignation accepted.

ment activities for the month of December, 1963.
